The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating, and regulating development activities, and providing animal care and services. Position Duties

The total salary range for Associate Engineering Technician classification is $88,015.20- $107,103.36.

The total salary range for Senior Engineer Technician classification is $96,576.48 - $117,455.52.

These salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The DPW is currently recruiting for multiple Associate Engineering Technician and Senior Engineering Technician positions in the Facilities and Transportation and Hydraulic Services (THS) Divisions. However, this recruitment may be used to fill multiple positions in this, or other divisions or departments. • Development Services (DS) provides permitting services for development projects and reviews plans and issuance of permits for the construction of utility infrastructure and encroachment on City streets. This division is also responsible for program including storm water control, flood hazard zones, geologic hazard zones, grading and erosion control, mapping, street and easement vacation, and special assessment districts, and transportation and traffic analysis.
• Facilities Management delivers facilities maintenance, repairs, and support services of capital projects across a wide variety of City-owned facilities and infrastructure, including but not limited to Emergency Interim Housing facilities, Libraries, Community Centers, Fire facilities, Police facilities, and other various public facilities.
• Transportation and Hydraulic Services (THS) is responsible for the design, construction, and master plan of bridges, culverts, streets, sidewalks, storm and sanitary sewers, pump stations, streetlights, landscape and hardscape improvements, traffic signals, and supports construction and engineering, upgrade, and revitalization of the San Jose-Santa Clara Regional Wastewater Facility.

ASSOCIATE ENGINEERING TECHNICIAN CLASS SUMMARY

Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

SENIOR ENGINEERING TECHNICIAN CLASS SUMMARY

Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties.  Researches and writes engineering specifications and prepares plans and contract documents.  Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress.  Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices.  Supervises a team of lower-level technicians, and schedules jobs according to priority.  Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff. This class differs from the next higher class of Principal Engineering Technician in that incumbents of the latter class are responsible for supervising the staff and operations of a work unit.

Key Responsibilities (Dependent upon the position/discipline for which they may be selected.)

• Provide engineering support to project teams and managers.
• Perform technical planning and research, basic design approach, and the layout of assigned projects including civil, electrical mechanical, and hydraulic provisions.
• Perform sub-professional engineering, architectural, and landscape architectural studies of moderate difficulty for projects.
• Operate and utilize a variety of specialized software programs relevant to work performed.
• Prepare graphical documents for reports and presentations.
• Organize, acquire, and maintain office records and file information.
• Perform yard management tasks including but not limited to, badge programming, managing yard security and security vendor, monitoring CSY campus for parking/traffic issues, yard use violations, sending out yard notifications, manage KERI system (open/close automatic gates and building door locks), manage storm water procedures for CSY, aid Senior Engineering Tech.
• Performs a variety of project and office support technical tasks such as scheduling work requests, routing test reports, and providing assistance to field inspection staff; prepares graphical documents for reports and presentations; coordinates and attends project meetings; responds to citizens requests and issues on project related activities; prepares and distributes plans and specifications to utilities, construction industry publications and other interested parties; compiles information to be used in Requests for Proposals and processes contractual documents.
• As assigned, manages security cyber key program for assigned facility; creates and updates access locations and generates access reports.
• Through internal or contracted resources, coordinates the completion of work order assignments dealing with major building or equipment maintenance services including, but not limited: installation and repair of mechanical and process related equipment; building re-models, carpentry, electrical, and plumbing services; creates and processes work orders; monitors testing processes; manages contracts to ensure project specifications are met and contractors are following scope of work and affirms work has been completed in a satisfactory manner.
• Operates and utilizes a variety of specialized software programs relevant to work performed; stores electronic data; generates reports and drawings.

This is a professional position in the classified service assigned to work in the City’s Electric Utility Department. The incumbent will manage and operate Windows Server, Active Directory, HP Synergy Compute Modules, SAN / LUN Administration.

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Bachelor’s Degree from an accredited college or university with major work in Computer Science, Engineering, Mathematics, or a related field.

 

Minimum Experience Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

 

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

 

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

Other Requirements: 

• May be required to work unusual hours and weekends in the performance of their duties and  be available on an “on call” basis.

The Position:

Silicon Valley Power (SVP), the City of Santa Clara’s Electric Utility, is seeking two (2) skilled and customer-focused Information Technology Systems Specialists to support the utility’s end-user computing environment.

This position is part of SVP’s Systems Support Group (SSG) — the technology backbone of the utility — which provides reliable, high-quality technical support and systems management for SVP’s staff and operations. As a growing division, SSG supports a broad range of technology projects and modernization initiatives, including those driven by the unprecedented growth in the utility’s service area.

The Information Technology Systems Specialist plays a key role in help desk and deskside support operations, providing timely and effective technical assistance to end users. Core responsibilities include diagnosing and resolving hardware, software, and connectivity issues; performing system deployments, imaging, and upgrades; managing user accounts and access; and maintaining comprehensive technical documentation. Additional duties include helpdesk management, application packaging, patch management, group policy administration, software installation and licensing, VOIP and telephony support, VPN/RDP connectivity, and ensuring the overall reliability and security of end-user devices and systems.

The ideal candidates will demonstrate strong analytical and troubleshooting skills, a proactive approach to problem-solving, and a commitment to delivering exceptional customer service. This position also participates in an on-call and after-hours support rotation, providing critical technical support and ensuring the availability of key systems during emergencies or planned maintenance activities.

GOVERNANCE

The City of San José is a full-service Charter City and operates under a Council-Manager form of government. THE DEPARTMENT

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The San Jose Police Department has authorized 1,172 sworn officers and 569 civilian staff in four Bureaus comprised of 11 divisions with more than 61 specialized Units and assignments. THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. Under the direction of the Assistant Chief of Police, the Deputy Director is responsible for developing and overseeing the Department’s strategic technology plan while managing Police Department support divisions, including the Systems Development Division (IT Division), Crime Analysis Unit, Body-Worn Camera Unit, BTS Technology Portfolio Manager, Interoperability Manager, and serving as the City-designated Working Committee board member for the Silicon Valley Regional Interoperability Association.

This position plays a pivotal role in ensuring that SJPD remains at the forefront of law enforcement technology, enhancing officer effectiveness, improving emergency response capabilities, and maintaining public trust. By integrating advanced technology solutions and data-driven decision-making, the Deputy Director directly contributes to the Department’s mission of protecting and serving the San José community with excellence and integrity.

As a key executive within the Police Department, the Deputy Director collaborates closely with the Chief, Assistant Chief, and Deputy Chiefs to lead a dynamic, progressive law enforcement agency. The Deputy Director must bring a balanced combination of law enforcement expertise, technical proficiency, and data analytical skills to drive operational effectiveness, officer safety, and community engagement through innovative technology solutions. This position oversees a staff of 48 with six direct reports and plays a crucial role in ensuring the Department’s IT infrastructure is resilient, secure, and aligned with the mission-critical needs of first responders.

Duties include, but may not be limited to the following:

•    Mentor and lead multiple teams by setting clear division goals, establishing performance standards, and conducting regular staff evaluations. Provide coaching and professional development opportunities to ensure team members align with the Police Department’s strategic IT objectives and operational priorities.

•    Develop, oversee, and enforce Police Department IT governance structures, policies, and security protocols to ensure that technology investments and initiatives support law enforcement operations, mitigate risks, and comply with DOJ Criminal Justice Information Systems (CJIS) Security Policies, as well as other relevant law enforcement regulations and standards.

•    Drive innovation and continuous improvement within the Police Department’s IT infrastructure by leveraging emerging technologies, industry best practices, and data-driven solutions. Identify opportunities to enhance system performance, cybersecurity, scalability, and reliability while optimizing cost efficiency to support critical policing functions, officer safety, and real-time intelligence operations.

•    Proactively monitor and assess the Police Department’s technology solutions, ensuring system roadmaps align with operational needs, investigative requirements, and future policing advancements. Develop strategies to modernize infrastructure, enhance digital forensics capabilities, and improve emergency response efficiency.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available.

• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.

Vegetation Field Operations Unit Position:

Working with the Vegetation Field Operations Unit, the Engineering Technician position will provide technical support for routine and corrective vegetation management activities within Valley Water managed creeks and rivers and on dams. This role will work directly with Vegetation Program Specialists coordinating vegetation management for flow conveyance and infrastructure integrity, fuel reduction through weed abatement, invasive plant management, and maintenance access. This position will assist with field inspections, data collection, documentation, and reporting related to planned and accomplished work. Typical data collection will include plant species and site characteristics, project limits, and photos. 

Technical support will also be through the use of database programs and applications such as the SMP Oracle Database, Maximo, and ArcGIS to modify and update existing work area polygons, create new maps for routine and corrective work, and to create work orders for vegetation management. 

Additionally, this position will assist with customer service requests received through the Access Valley Water (AVW) system by confirming Valley Water right-of-way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

Key Responsibilities include, but are not limited to:

• Performing field inspections of vegetation management work in progress or recently completed for documentation, planning, and reporting purposes related to SMP activities using GPS enabled equipment and applications such as Survey 123.
• Using ArcGIS, updating county-wide program specific shapefiles related to routine vegetation maintenance activities for use with work orders.

The position will also provide support with internal and external customer requests via the Access Valley Water (AVW) communications system.  The position reports to an Associate Engineer-Civil, and will work closely with field operations administrators, engineering technicians, and engineers, among others.

Key Responsibilities include, but are not limited to:

• Conducting and leading field investigations and related activities for Valley Water’s watersheds assets.
• Researching and responding to requests via Valley Water's Access Valley Water (AVW) communications system.

Overview:

Join Valley Water as a Senior Environmental, Health, and Safety (EH&S) Specialist and play a critical role in protecting the well-being of our workforce while ensuring compliance with safety and health standards. In this high-impact role, you will lead our Workers’ Compensation program from start to finish—managing third-party administration, occupational safety and health (OSH) medical services, insurance, modified work, and case management.

You will be the Program Lead for key EH&S initiatives, including Employee Training, serving as the Designated Employee Representative (DER) for Commercial Drivers, and overseeing Infection Control, Hearing Conservation, Ergonomics and Respiratory Protection programs. Your expertise will also support essential safety functions such as Facility Safety Audits, ensuring our employees have the safest work environment possible.

Key Responsibilities include, but are not limited to:

• Lead and manage Valley Water’s Workers’ Compensation program, including third-party administration, OSH medical services, insurance, modified work, return-to-work, and case management.
• Serve as the Program Lead for Employee Training, Designated Employee Representative (DER) for Commercial Drivers, Infection Control, Hearing Conservation, Ergonomics, and Respiratory Protection programs.
• Support the Lockout-Tagout program by overseeing lock/tag inventory and equipment needs, and conduct Facility Safety Audits to identify and address hazards.
• Oversee the injury management process, from initial reporting to medical treatment coordination and return-to-work facilitation.
• Partner with managers and teams to identify hazards and develop prevention strategies that foster a proactive safety culture.
• Conduct workplace inspections and audits to ensure compliance with applicable safety regulations and standards.
• Investigate incidents, accidents, and near-misses, providing clear, actionable recommendations for prevention.
• Offer expert guidance on environmental, health, and safety matters, promoting awareness, compliance, and best practices.
• Mentor and lead staff, assigning tasks, reviewing work, and developing their skills in EH&S functions.

Ideal Experience:

• Five (5) years of analytical experience developing and administering workers compensation, environmental, health, and safety programs and projects. One (1) year of technical lead/supervisory experience at the project level
• Proven track record of implementing and administering Workers' Compensation programs, including managing injury cases and facilitating return-to-work programs.
• Experience in developing and delivering safety training programs, with a focus on engaging and educating diverse employee populations.
• Strong background in conducting safety inspections, risk assessments, and incident investigations.
• Experience in collaborating with regulatory agencies and external stakeholders on environmental, health, and safety initiatives.

Ideal Skills and Abilities:

• Awareness of emerging EH&S trends and technologies.

Ideal Training and Education:

• Equivalent to a bachelor’s degree from an accredited college or university with major coursework in industrial safety, construction technology, environmental sciences, engineering, physics, chemistry, or a related field. 

Substitution:

• Directly related experience may be substituted on the basis of one and one-half years of experience for the one year of education.

Required License or Certificate
