 Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluation. Initial salary placement is typically at the entry point of the range unless the candidate has prior Code Enforcement Officer experience which may warrant initial placement at a higher step.

Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division. 

In this exciting opportunity, the Code Enforcement Officer will work under the supervision of the Supervising Code Enforcement Officer and will serve as a frontline ambassador for city standards, working directly with residents, businesses, and property owners to ensure compliance with local codes and ordinances. This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Learn and understand the City of Gilroy code enforcement processes and help solve problems to foster community pride. 
• Engage in real-world code enforcement assignments by working on active cases and assisting in clearing the backlog to ensure safe and well-maintained neighborhoods.
• Participate in specialized training and obtain certifications to enhance your expertise and knowledge of code enforcement.

This position is a working level civilian class in law enforcement, performing a variety of        non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Rental Premise and process writs of execution including the preparation of orders for wage garnishment. Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

This position provides essential case management services to support individuals and families in accessing community resources and services. HHSA Case Manager I is an entry-level, training-focused role that performs routine case management duties under close supervision. HHSA Case Manager II is the journey-level classification and performs the full range of case management functions, including direct client contact and complex cases, with greater independence and professional judgment. This position may work in one or more Public Health programs such as Women, Infants and Children (WIC) and/or health initiatives related to health equity, health care systems, and social determinants of health. This is an in-person position is scheduled for forty (40) hours per week.

JOB DUTIES

• Assists public health nurses in coordinating and conducting community events, such as immunization clinics; assists with screening process, initial assessments, clinic immunization records management, tracking and appropriate reporting.
• Provides case management through individual or group rehab methods for children and/or adults for a variety of health services programs and services.

Glenn County is recruiting an individual to fill a full time position in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.
• Ability to provide strategic advice on IT procurement strategies, contributing to decision-making processes related to complex procurement projects.
• Effective communication skills to engage with stakeholders, ensuring their requirements are understood and addressed within procurement strategies.
• Establish and maintain highly effective working relationships with Valley Water managers, staff, suppliers, vendors, and others encountered in the course of work.

Ideal Knowledge:

• Demonstrated expertise in analyzing complex procurement processes for IT goods and services, ensuring compliance with applicable laws, organizational policies, and industry best practices.
• In-depth knowledge of contract negotiation and administration, with the ability to secure favorable terms that align with organizational goals and maximize value.
• Analytical skills for evaluating bids and proposals, enabling effective recommendations for vendor selection based on established compliance standards and organizational needs.
• Knowledge of analyzing and guiding strategic procurement plans that align with organizational technological goals, ensuring the acquisition of IT goods and services meets current and future requirements.
• Proven ability to communicate effectively with stakeholders, facilitating their needs and requirements within procurement strategies, and ensuring transparency throughout the procurement process.
• Familiarity with procurement software tools to streamline processes and enhance the efficiency of procurement activities.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

 

Required License or Certificate

 Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).
