The City of Gilroy is currently recruiting for a Management Analyst/Management Analyst Trainee position (depending on level of education/experience) for the Utilities department. The Management Analyst Series includes both Trainee and Journey-Level positions, providing a career progression path for individuals performing professional-level analytical work. Both classifications involve significant analytical ability and require incumbents to work independently or as part of a team on a variety of budget, project, program management, administrative, and research tasks. Incumbents may rotate among different departments as needed and may be assigned to supervise full-time and part-time employees as well as volunteers. If assigned duties in support of labor negotiations and/or labor relations, the position may be designated as confidential.

The Trainee position is designed for individuals gaining professional-level experience while actively working toward obtaining a bachelor’s degree or may be a professional with a bachelor’s degree in a related field of study working to gain relevant, hands-on experience. The Journey-Level position requires both a degree and experience along with a higher degree of expertise, experience, independent judgment, and application of policies and procedures.

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.

ABOUT THE DEPARTMENT AND POSITION

The City of Saratoga is looking for an accounting professional ready for the next step in their career to join our Administrative Services Department team as a full-time Accounting Technician. The Technician, under general supervision, performs journey-level technical and administrative accounting duties related to the preparation, maintenance, and processing of accounts receivable and accounts payable transactions for the City. Responsibilities include reconciling accounts and ledgers, preparing financial reports, executing batch runs and wire transfers, and maintaining both manual and computerized financial records. The role also involves establishing and updating vendor accounts, ensuring accuracy and compliance with applicable regulations, and assisting with financial reporting activities. The Positions
Silicon Valley Power (SVP) is seeking dynamic and innovative Senior Electric Utility Engineer candidates to immediately fill two (2) vacancies  in the Customer Development and Project Management divisions, with potential future vacancies in these or other divisions. The ideal candidates will have electric utility engineering experience; excellent project management skills; strong oral and written communication skills; experience working in a team environment on major construction projects.
 
For the Engineering Division:

This position will lead substation engineering and standards development that support the mission of the Utility. This individual should be an experienced, self-starter who can thrive in both an autonomous and team environment. This position requires hands-on working knowledge of   substation design and construction, and standards development. A working knowledge of protection and control systems, communication systems, project management, and Compliance is desirable. The candidate should have extensive knowledge of substation engineering concepts, principles, and practices to resolve complex problems with only general direction. This position supports day-to-day utility operations and Compliance.

For System Expansion Division 

This position will support System Expansion Capital Projects and have the opportunity to work on complex and exciting large capital system expansion improvement projects in a dynamic, team-oriented environment. This position will be working on four large system expansion projects moving forward to bid and construction, totaling an estimated cost of $440 million. This position requires hands-on work during construction of 3 receiving station projects and one 2.25-mile 115kV transmission line project. The position may also assist with outage management, construction and contracts management, material procurement and tracking, and easement acquisition. As such, the ideal candidate will have large substation or receiving station project experience and be able to work in a fast-paced environment with competing priorities. The candidate will show proven problem-solving skills and excellent communication.

• A valid California Class C driver's license.

The annual salary range for this position is $125,115.24 - $159,613.32 annually. This position may be filled at or near the minimum of the salary range.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

OR

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

Acceptable Substitution:

None

License/Certifications:

Possession of a valid California Class C driver's license is required. 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

Desirable Qualifications:

Certified Access Specialist (CASp) certification is desirable

Other Requirements: 

• Must be able to perform the essential functions of the job assignment

Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.
