THE POSITION

To coordinate and perform advanced paraprofessional and highly technical field and office engineering work in one or more of the functional areas of the City’s Departments.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

This is the advanced journey-level class of the Engineering Technician series.  It is distinguished from the Engineering Technician II classification in that employees are expected to function as a project leader within one of the functional areas of the engineering division, including the coordination of public works/engineering projects from design through construction.

IDEAL CANDIDATE

The City of Woodland Development Services Engineering Branch is seeking a positive and motivated individual with a general interest in public works and construction inspection to support the Development Services Engineering/Encroachment Permitting program.

POSITION HIGHLIGHTS

• Provide inspection of encroachment permit projects (any work occurring within the public right-of-way).
• Draft and enforce conditions of approval for encroachment permits.
• Assist in issuing encroachment permits.
• Provide general assistance within the development engineering program and coordinate with other engineering work groups. 
• Review plans for public improvements specifically related to encroachment permit projects.
• Review traffic control plans and field verify that they are implemented correctly.

ESSENTIAL JOB FUNCTIONS

Coordinate the department’s projects from planning stage through project acceptance by conducting preliminary engineering studies.  Prepare plans, specifications, reports and cost estimates for public improvements such as streets, storm drains, sewers, water works, traffic signals/controls, and other public projects.  Make calculations for engineering/surveying and other related work.  Obtain and provide field data and recommendations for preparation of modifications involving technical or monetary changes.  Assist project engineers in performing survey work and obtaining field data for preparation and planning of proposed project.  Provide design, construction or consultation contract administration and management or inspection of capital improvement, repair and maintenance projects.  Establish schedules and methods of providing construction inspection services.  Resolve conflicts between inspectors, contractors and facility owners.  Prepare, review and maintain various data, reports, documents and project files, such as, but not limited to, inspection logs, daily construction logs, change order requests, quantities and material estimates, progress reports, site plans, subdivision improvement plans, development agreements, real property documents, submittals and as-built drawings.  Review improvement plans, maps, specifications, cost estimates, and other work for accuracy, presentation and conformance with established engineering practices, City Standards, General Plans and Specific Plans.  Provide general information to other City departments, the public, development community and other government agencies.  Prepare for review by senior staff policies and procedures for processing requests of the City for City services to facilitate development projects.  Determine and oversee field material testing of samples of materials routinely used in construction projects.  (For example, concrete, asphalts, soils, etc.)  Monitor operational tests on civil, mechanical and electrical systems.  Perform pneumatic and hydrostatic test of piping systems as appropriate.  Coordinate right-of-way planning and acquisition for public improvement projects such as streets, storm drains, sewers, water works, traffic and other public work projects.  Prepare and assist with presentations to City Council, various Commissions and local interest groups.  Share in the responsibility for a sound safety program; promptly report unsafe conditions to the immediate supervisor.  Prepare data for as-built utilizing GPS equipment, recording changes, dimensions, etc.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the Employee must be present to completed assigned tasks.  Work cooperatively with others including other City departments/divisions and the public.  Other duties as assigned.

QUALIFICATIONS

Experience and Training

Any combination of experience and training that provides the required knowledge and abilities is qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:

Two (2) years of experience performing duties comparable to those of a City of Woodland Engineering Technician II or seven (7) years of increasingly complex paraprofessional engineering experience within the Department or approved comparable experience.

Education:

Equivalent to the completion of the twelfth grade supplemented with at least six (6) months of college level coursework in drafting, algebra, geometry, chemistry, trigonometry, or related field. 

Additional coursework in civil engineering, construction technology, land development, project management or a closely related field from an accredited college is highly desirable.

License or Certificate

Specialty certification such as Construction Management, Project Management, Transportation Management, Land Use and Environmental Planning, or the equivalent is desired. 

Requires possession of a valid California driver’s license upon hire.

We are now hiring up to 35 part-time Lifeguards for our aquatics program!

Located at the McBean Memorial Pool, our Lifeguards are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that allows everyone to beat the heat and have fun!

DEFINITION:

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.

Under the administrative direction of the City Manager, the Finance Director is a hands-on working position which serves as the department manager and plans, directs, reviews and manages the staff, operations and services of the City's Finance Department. San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services (PES), homeless services providers, and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Addressing and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

• A typical way to qualify is a Master's degree in a mental health specialty, such as social work or clinical counseling and two years of professional post-graduate experience in a mental health setting.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires weekday and weekend shifts and may include both daytime and evening hours. A person in this classification will work flexibly, up to 20 hours per week. Hours and locations will vary across multiple community centers, and Building Attendants will be required to open and/or close the facility as needed.

The City of Lincoln is hiring up to 6 part-time Assistant Pool Managers within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.
• Maintain proper health specifications, in restroom and locker areas and take all safety precautions.
• Manage the daily opening and closing of the facility.
• Assist in the oversight of proper sanitation and maintenance of pool water; ensure cleanliness of restrooms, dressing rooms, and public areas; report maintenance conditions affecting facility operation and security.
• Assist in the oversight of the safe and proper operations of assigned pool; ensure pool rules and safety guidelines are followed; maintain order with disruptive patrons and exercise crowd control where warranted; and refer escalated issues to assigned supervisor or proper authorities.
• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, squatting, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when reading correspondence, statistical data and using a computer. The need to lift, drag and push files, paper and equipment weighing 25 pounds or more is also required. The incumbent may use cleaning chemicals, or pool chemicals, which may expose the employee to fumes, dust and air contaminants. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold and is required to swim.

KNOWLEDGE/ABILITIES/SKILLS
The following are a representative sample of the KSA’s necessary to perform essential duties of the position.

Knowledge of: Modern principles and practices of aquatics programs; facilities, operations, and techniques used in aquatics programs; routine swimming pool maintenance, chlorinators, heaters, and other equipment used in a pool facility; current techniques in swim lesson instruction; basic pool chemistry, including chemicals used to disinfect water and maintain proper PH in a public pool; practices and principles of first aid and CPR lifesaving safety measures at a public pool; health and safety codes applicable to the operation of a public pool; principles and practices of customer service; modern office equipment, methods, and procedures; computer hardware and software; proper English, spelling, and grammar.

Ability to: Supervise and instruct individuals and groups in various aquatic and related recreational activities; plan and lead the work of volunteers, seasonal/part-time staff; establish and maintain effective working relationships with those contacted in the course of work; interpret community demand for aquatic programs; successfully resolve a variety of customer service related matters; respond to emergency situations in a calm and effective manner; administer first aid and CPR; work outdoors in a variety of weather conditions.
