San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.
• Ensure that records are in order and complete and prepare written reports as needed; ensures that all State and Federal laws, regulations, accepted standards, are adhered to. 
• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

 
Ideal candidate will possess:
•       Experience working one – two years as a Veterinarian.

• Experience in diagnosing and treating disease, illness, and injuries of dogs, cats, rabbits, and other animals. 
• Ability to test animals for disease and administer vaccines.
• Ability to evaluate condition and coordinate maintenance of equipment and supplies.
• Ability to help ensure the safe storage, access, and use of medications.
• Ability to develop and provide guidance on sanitary protocols, feeding, preventative medicine, and general care to promote the health of all animals.
• Ability to research and prepare medical reports for guidance of management upon request.
• Ability to write grant proposals for funding.
• Ability to communicate effectively with all levels of staff and residents of the community.
• Attend meetings and other meetings as requested or required.
• Obtain continuing education as required and be committed to staying up-to-date technically with industry best practices and applying learned knowledge.
• Demonstrated ability to establish and maintain effective working relationships with partner and contract providers.
• Excellent communication skills, both written and verbal.

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

• Veterinarian license to practice in the State of California

The Position

 

The San Bruno Police Department is recruiting for Per-Diem Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety. Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This is a per-diem position. Shifts are offered based on staffing needs, and per-diem employees may choose the open shifts that are available. Available shifts may include day, swing, or graveyard hours, including weekends, and holidays. Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality. Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions. This position is integral in supporting the goals and objectives of the City and Police Department.

Supplemental Information

 

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be terminated at any time. This position does not provide any benefits, with the exception of paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. The specifics of the clinical sites will be determined in collaboration with the successful candidate, the Supervising Child Psychiatrist, and the BHRS Medical Director.

• Possession of a valid Basic Life Support (BLS) certification.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities

• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures
• Exhibits and encourages behavior that is consistent with the Town’s risk management program and decreases risk of accident or injury to self, employees, residents, visitors and their property
• Performs other related duties as assigned

This is a Temporary Provisional position.  

A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
