THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

Under general direction, plans, organizes, coordinates, and supervises the activities and operations of the Police Department Records Unit; assigns, supervises, trains, and evaluates  assigned personnel; develops and implements records unit procedures and work standards;  performs and oversees complex, technical, and confidential work involving the receipt, maintenance, security, retention, dissemination, and release of law enforcement records; serves as the department’s designated custodian of police records as assigned; ensures compliance with applicable federal, state, and local laws, regulations, court orders, and department policies; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

Physical Demands

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

The City of Dixon is looking to fill Transit Driver/Dispatcher positions in multiple appointment types (full-time, part-time, temporary and on-call) depending on operational needs and candidate qualifications.  The purpose of this position is to drive a paratransit vehicle on demand responsive curb-to-curb and on a deviated fixed route transit system; to assist patrons on and off the vehicle; and to receive, schedule and route Readi-Ride bus requests.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Other duties include clerical and specialized record keeping functions.

Under immediate supervision, performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II
The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED

Public Safety Dispatcher I
Receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

Public Safety Dispatcher II
Receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES (The following are a representative sample of the KSAs necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.)

Knowledge of:
Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Skill to:
Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

Ability to:
Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE SELECTION PROCESS
