TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). This position requires individuals to work on-site 5 days a week from 9:00am to 5:30pm, until training is successfully completed. Once fully trained, your schedule may adjust based on team needs and role requirements. 

Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities, including, but not limited to:

• Respond to client's (Full-Service Partnership and Adult and Children’s Outpatient Programs & other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based & telephone emergency mental health evaluations & crisis stabilization in accordance with agency procedure;

• Provide crisis intervention & stabilization services to individuals, groups, and families;

• Identify treatment needs & make appropriate referrals for necessary services;

• Perform triage & linkages to non-client community members in the Tri-City catchment areas. Provides peer-to-peer support services in the office and/or in the field including, but not limited to outreach, support, encouragement, guidance, advocacy, & referrals to external resources & services for clients & their families; builds rapport with clients & their families through sharing stories of lived experience and recovery.

The Community Outreach Specialist performs a wide range of duties to advance awareness of Pioneer in existing and expansion territories, promoting customer care services and programs, and supporting the overall awareness of the agency through a variety of strategic communication tactics. Duties include:

• Supporting activities related to expansion and growth opportunities for Pioneer.
• Researching opportunities to cultivate relationships with stakeholders in expansion communities, including potential member staff, elected officials, business and fraternal organizations, senior and income assistance groups, and influential customers that may take advantage of Pioneer’s many benefits, including competitive and stable rates, and programs.
• Supporting the preparation of Pioneer’s participation in public events through baseline research and materials development.
• Supporting elements of the service launch process by identifying key opportunities, coordinating media briefings, and developing regionally-focused materials for the media and general public.
• Supporting the Director of Communications, responding to inquiries, preparing, proofreading and delivering presentations to various community groups, participating in on-site visits, emailing, cold-calling, and providing information about Pioneer’s programs and services, including cost comparisons.
• Working with Pioneer’s Communications, Customer Care and Programs teams to support, organize and implement community outreach efforts to market Pioneer’s programs and services to the general public and other stakeholders.
• Participating in and supporting meetings with Pioneer staff and vendors to ensure all outreach activities align with strategic objectives.

Qualified candidates will have an ability use a variety of software packages including Microsoft Suite, Google Suite, including Sheets, Docs, and Calendar, engage and coordinate with diverse stakeholders in person, on the phone, and through email to promote and explain Pioneer’s services and programs, multitask on several projects while delivering a consistent, high-quality and timely work product, and fully interpret and explain energy data and statistics to stakeholders in a simple and understandable manner. 

Bachelor’s degree from an accredited college or university with major course work in Communications, Public Administration, or a related field.

Experience: 
Four years of experience in community energy outreach, or equivalent experience. Experience working in a public utility and/or Community Choice Aggregate program is desirable.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill vacancies for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the night shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the night shift schedule.

Examples of night shifts are included below:

• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.

The Seasonal Wildland Firefighter will protect agency parkland and resources and performs a wide variety of skilled park construction, maintenance, and patrol work; assists the public in natural resources interpretation and information; provides fire protection, suppression, vehicle and equipment maintenance. To protect visitors, park land and infrastructures and to insure a safe and peaceful environment for public usage. 

This position requires a highly motivated, responsible, organized and self-starter individual who can handle an array of tasks, has good judgement in making decisions, and can work independently or as part of a team. The individual must be able to demonstrate common sense when working on tasks, as well show the ability to come up with possible solutions ideas to issues that they may come across, in areas that may be outside their expertise; be willing to take on uncertain challenges; and learn, understand and follow the chain of command.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

Type

This is a full-time seasonal, non-exempt, at-will position.

Supervision

This position reports to the Squad Boss of their assigned crew. Assorted tasks may be supervised by others in the leadership structure, including other Squad Bosses, Captains, and Chiefs as needed. The position supervises no other staff immediately, however opportunities to supervises others may arise, within the abilities of the individual.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Respond to emergency situations on parkland to protect life, property and resource.
• Ability to be out on an extended attack or a campaign fire assignment anywhere within California up to 14 days minimum.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks etc..
• Install and maintain park water distribution and suppression systems.
• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.
• Assesses any natural or manmade hazards on parkland; warns public, removes or ameliorates hazards if possible.
• Maintains developed park grounds, facilities, trails; operates tractors, trucks, chain saws, other power tools needed for park maintenance.
• Assists crew personnel and others as directed.
• Patrol and protect park lands, inform the provisions of the Public Resources Code, other codes, ordinances, etc. or writing incident reports as necessary.
• Protects park visitors and structures in wildland fire situations (visitor evacuation), operate pumps, fill tanks, hose layout, line-cutting, water and foam lay-down, etc.
• Assist in emergency search and rescue efforts on parkland, in a wide variety of terrain including steep slopes, canyons, and creeks. Coordinate action with the local authorities as necessary due to the nature of the emergency, i.e., brush fire, flood, etc.
• Coordinate with outside agency crews working on parkland.
• Perform heavy physical labor; including lifting and carrying items weighing up to but not limited to 90 pounds a distance of up to but not limited to 50 feet.
• Operate with substantial independence and coordinate work with others in completing assignments.
• Perform routine maintenance and repairs on agency vehicles and other equipment.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required (such as administrative).

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to frequently communicate and exchange information, review handwritten, electronic and facsimile documents. The employee must occasionally move items weighing up to 45 pounds or more, outdoors, in different weather situations up to three miles (Pack Test – Arduous Position).

Must be able to constantly work in outdoor weather conditions, frequently operate brushing and firefighting equipment and tools, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment and tools between vehicles and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Individuals will be assigned to one of the three (3) crew schedules; Crew 2 (Wed-Sat), Crew 3 (Sun-Wed), or Crew 4 (Sat/Sun/Tu/Wed) shift, working 10 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings, nights,  weekends, and holidays upon prior approval by supervisor. This position will work out of Holiday Camp Fire Station in Calabasas but may be required to travel to various other locations.

MINIMUM QUALIFICATIONS

Education and Experience

• Must be at least 18 years old.

• Attend the 8hr RT-130 Annual Fireline Safety Refresher if already certified in the fire service, (Terms and conditions apply)
• Completion of BLS First Aid and CPR/AED, or obtain through MRCA when available
• Current National Registry EMT Certification is desired, but not required.

Knowledge of: 

• Moderate proficiency with Office 365 and email, with particular emphasis on word-processing and spreadsheet programs is desired.

El Bombero Forestal de Temporada protegerá los parques y recursos de la agencia y realizará una amplia variedad de trabajos especializados de construcción, mantenimiento y patrullaje en parques; asistirá al público en la interpretación e información sobre recursos naturales; y brindará protección contra incendios, supresión de incendios, así como mantenimiento de vehículos y equipos. Todo ello con el fin de proteger a los visitantes, los terrenos del parque y la infraestructura, y garantizar un entorno seguro y pacífico para el uso público.

Este puesto requiere una persona altamente motivada, responsable, organizada y con iniciativa propia, capaz de manejar una variedad de tareas, con buen criterio para la toma de decisiones, y que pueda trabajar de manera independiente o como parte de un equipo. La persona debe ser capaz de demostrar sentido común al realizar tareas, así como la capacidad de proponer posibles soluciones a problemas que puedan surgir, incluso en áreas que estén fuera de su experiencia; estar dispuesta a asumir desafíos inciertos; y aprender, comprender y seguir la cadena de mando.

El trabajo realizado apoyará las operaciones de MRCA en la prevención de incendios y la protección de la vida, la propiedad y los recursos dentro del área metropolitana de Los Ángeles y más allá. Los candidatos deben tener la capacidad de participar en ataques extendidos o asignaciones de incendios de campaña en cualquier lugar de California, por un mínimo de hasta 14 días por asignación.

Este es un puesto de temporada a tiempo completo, no exento y de empleo “a voluntad”.

Supervisión

Este puesto reporta al Jefe de Escuadra (Squad Boss) de la cuadrilla asignada. Varias tareas pueden ser supervisadas por otros miembros de la estructura de liderazgo, incluidos otros Jefes de Escuadra, Capitanes y Jefes, según sea necesario. El puesto no supervisa directamente a otro personal; sin embargo, pueden surgir oportunidades para supervisar a otros, dentro de las capacidades del individuo.

FUNCIONES ESENCIALES

Las siguientes funciones son típicas de esta clasificación. Los empleados pueden no desempeñar todas las funciones enumeradas y/o pueden ser requeridos a realizar funciones adicionales o diferentes a las que se describen a continuación para satisfacer las necesidades operativas y los cambios en las prácticas laborales.

• Realiza una extensa eliminación de maleza para reducir los riesgos de incendio y para la revegetación nativa, utilizando tractor, motosierra, desbrozadora, aplicación de herbicidas o herramientas manuales, en una variedad de tipos de paisajes y topografías.

• Responde a situaciones de emergencia en terrenos del parque para proteger la vida, la propiedad y los recursos.

• Capacidad para participar en un ataque extendido o asignación de incendio de campaña en cualquier lugar de California por un mínimo de hasta 14 días.

• Proporciona información a los visitantes del parque sobre características del parque, recursos naturales, interpretación histórica, seguridad y normas. Puede dirigir caminatas interpretativas.

• Construye y repara instalaciones del parque como cercas, baños, portones, quioscos, etc.

• Instala y mantiene sistemas de distribución de agua y supresión de incendios del parque.

• Dirige cuadrillas de voluntarios, como cuadrillas de senderos, trabajadores de servicio comunitario y Unidades Montadas de Asistencia Voluntaria. Coordina con grupos públicos organizados que utilizan las instalaciones del parque.

• Evalúa peligros naturales o provocados por el hombre en los terrenos del parque; advierte al público y elimina o mitiga los peligros cuando sea posible.

• Mantiene áreas desarrolladas del parque, instalaciones y senderos; opera tractores, camiones, motosierras y otras herramientas eléctricas necesarias para el mantenimiento del parque.

• Asiste al personal de la cuadrilla y a otros según se le indique.

• Patrulla y protege los terrenos del parque; informa sobre las disposiciones del Código de Recursos Públicos, otros códigos y ordenanzas, y redacta informes de incidentes cuando sea necesario.

• Protege a los visitantes del parque y las estructuras en situaciones de incendios forestales (evacuación de visitantes); opera bombas, llena tanques, despliega mangueras, corta líneas, realiza aplicación de agua y espuma, etc.

• Asiste en esfuerzos de búsqueda y rescate de emergencia en terrenos del parque, en una amplia variedad de terrenos que incluyen pendientes pronunciadas, cañones y arroyos. Coordina acciones con las autoridades locales según sea necesario debido a la naturaleza de la emergencia, como incendios de maleza, inundaciones, etc.

• Coordina con cuadrillas de agencias externas que trabajan en terrenos del parque.

• Realiza trabajo físico pesado, incluido levantar y transportar artículos que pesen hasta, entre otros, 90 libras, a una distancia de hasta, entre otros, 50 pies.

• Opera con un alto grado de independencia y coordina el trabajo con otros para completar asignaciones.

• Realiza mantenimiento rutinario y reparaciones en vehículos de la agencia y otros equipos.

• Mantiene buenos hábitos de respuesta a llamadas telefónicas entrantes, correspondencia y comunicación, y brinda servicio al cliente a los ciudadanos que solicitan asistencia.

• Mantiene relaciones positivas con compañeros de trabajo, representantes de otras agencias gubernamentales, organizaciones sin fines de lucro, asociaciones de propietarios y el público en general.

• Realiza tareas relacionadas según se requiera (como administrativas).

ESPECIFICACIONES DEL PUESTO

Demandas Físicas

Las demandas físicas descritas aquí son representativas de las que deben cumplirse para desempeñar con éxito las funciones esenciales del puesto. Al realizar las tareas de este puesto, el empleado debe comunicarse e intercambiar información con frecuencia, revisar documentos escritos a mano, electrónicos y por fax. Ocasionalmente debe mover artículos que pesen hasta 45 libras o más, al aire libre, en diferentes condiciones climáticas, hasta tres millas (Prueba de Mochila – Puesto Exigente).

Debe poder trabajar constantemente en condiciones climáticas exteriores, operar con frecuencia equipos y herramientas de desbroce y extinción de incendios, desplazarse frecuentemente por los sitios de trabajo, comunicarse e intercambiar información, observar las condiciones del lugar, transportar equipos y herramientas entre vehículos y sitios de trabajo a diario, y ocasionalmente subir y bajar escaleras para acceder a áreas de trabajo.

Horario Requerido y Ubicación

Las personas serán asignadas a uno de los tres (3) horarios de cuadrilla: Cuadrilla 2 (miércoles a sábado), Cuadrilla 3 (domingo a miércoles) o Cuadrilla 4 (sábado/domingo/martes/miércoles), trabajando 10 horas por día, 40 horas por semana, con cierta flexibilidad en la programación. Ocasionalmente se requerirá trabajo extra por las tardes, noches, fines de semana y días festivos, previa aprobación del supervisor. Este puesto tendrá base en la Estación de Bomberos Holiday Camp en Calabasas, pero puede requerir viajar a otras ubicaciones.

CALIFICACIONES MÍNIMAS

Educación y Experiencia

• Debe tener al menos 18 años de edad.

• Debe contar, como mínimo, con un diploma de escuela secundaria o equivalente.

• Es requisito cumplir con los requisitos de Bombero Tipo 2 (T) según NWCG 310-1 2006 (S-130, S-190).

Debe completar el “Paquete de Contratación” para ser considerado. (El “Paquete de Contratación” consta de TODOS los componentes:

1. Solicitud en línea de CalOPPS,

2. Solicitud de MRCA (formulario abajo),

3. Currículum vitae, y

4. Todas las certificaciones de capacitación relacionadas con incendios, cargadas en formato PDF (NO capturas de pantalla), enviadas por correo electrónico a firedivisioneoc@mrca.ca.gov).

Debe aprobar la Prueba de Capacidad Laboral del Bombero Forestal “Pack Test – Arduous” (todos los candidatos deben realizar la prueba administrada por MRCA. La División de Bomberos utiliza esta prueba como evaluación física básica y de los candidatos).

No se requiere experiencia previa en incendios, aunque es deseable.

Capacitación y Certificación

• Asistir al curso anual de actualización de seguridad en línea de fuego RT-130 de 8 horas si ya está certificado en el servicio de bomberos (aplican términos y condiciones).

• Completar certificación de Primeros Auxilios BLS y RCP/AED, u obtenerla a través de MRCA cuando esté disponible.

• Se desea certificación actual como EMT del Registro Nacional, pero no es obligatoria.

Conocimientos

• Se desea un dominio moderado de Office 365 y correo electrónico, con énfasis particular en programas de procesamiento de texto y hojas de cálculo.

Capacidad para:

• Priorizar tareas y proyectos diversos y manejar múltiples proyectos simultáneamente.

• Trabajar de manera independiente y manejar múltiples tareas bajo plazos establecidos.

Otros Requisitos

Los candidatos deben contar con una licencia de conducir válida del estado de California en buen estado y con un historial de manejo satisfactorio. Los empleados deben estar dispuestos a participar en respuestas de emergencia de la agencia, que pueden ocurrir en cualquier lugar del estado de California. Se valoran altamente las habilidades bilingües en inglés y otro idioma común localmente, como español, coreano, farsi, chino, armenio, yidis o tagalo.
