Facilities Environmental Compliance is responsible for the oversight of compliance measures and close monitoring of all District facilities and equipment to regulatory standards from federal, state, regional and local agencies.  The Facilities Environmental Compliance position upholds that facilities/equipment are operated and inspected consistent to District’s regulatory measures and coordinates maintenance and repair actions to uphold a State of Good Repair.  This position ensures prompt notification to applicable regulatory agencies and supports District’s fulfillment of reliable, timely, effective and proactive environmental stewardship.   

 

Essential Functions & Duties

Examples of Essential Functions:

• Act as primary environmental contact for local, regional, state and federal regulatory agencies and become fully proficient in their respective web portals.
• Monitor and oversee regulatory permit requirements and proper maintenance/retention of applicable compliance records.
• Conduct and/or coordinate with staff and/or third-party contractors for regulatory inspections and scheduled reports of District facilities and equipment.
• Ensure completion of timely and accurate regulatory tests/reports by self, District staff and/or third-party contractors.
• Plan, develop and document a comprehensive training programs to support District in meeting regulatory standards and environmental best practices.  Applicable programs will address content, teaching methods and training frequency.    
• Work with other staff and/or consultants to assist in the creation of training and education materials for a safe working environment.

Examples of Essential Duties:

• Establish working relationships with Facilities Staff, Bus Maintenance Staff, other departments, local authorities and regulatory agencies to provide technical support and/or coordination of regulatory measures.
• Develop and promote Standard Operating Procedures (SOPs) to guide District staff in meeting regulatory standards and environmental best practices. 
• Ensure that District staff and environmental agencies have immediate access to CERS/CUPA data for emergency personnel, first-responders, and regulatory auditors. 
• Develop and maintain current data/resources to validate District’s compliance measures relative to Authorities Having Jurisdiction – largely the CUPA and the US EPA Emergency Planning and Community Right-to-Know Act. 
• Coordinate with District staff, consultants, and/or regulatory agencies that new developments, evolving technologies, and changing site conditions are compliant to regulatory standards. 
• Participate in pre-construction conferences and visit construction sites to monitor contractor’s compliance measures. Monitor third-party contractors for field performance standards and training criteria. Resolve conflicts using progressive measures.
• Provide management with periodic status reports of assigned tasks and duties, including scope, schedule, and costs plus any applicable variances, allowable, and/or corrective actions. 
• Coordinate with District staff to assist with facility site inventories relative to the annual Hazardous Materials Business Plan. 
• Coordinate with District staff to provide existing site data relative to CEQA assessments, and/or sustainability metrics. 
• Function as a technical resource to stakeholders on environmental compliance measures, construction best practices, enforcement standards, and evolving new technologies. 
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm.

Minimum Qualifications

Sufficient experience, training, and/or education to demonstrate the knowledge, skills and ability necessary to successfully perform the essential functions of the position.  In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted.  Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Associate degree in Engineering, Environmental Studies, Safety, Public Health, or a closely related field.  
• Five (5) years’ progressive work experience in environmental assessment, compliance monitoring, safety training, and/or construction management.  
• Ability to respond 24/7 

Preferred Qualifications: 

• Ability to possess a valid California driver’s license.
• Operate PC and demonstrate proficiency with Microsoft Office suite. 
• Possession of a valid 24-hour Hazardous Waste Operations Class Certification (HAZWOPR) is required within 6 months of the start of employment.  Once obtained, the certification must be maintained throughout employment.

• Prior experience with California CERS/CUPA database is desirable.
• Prior experience with Stormwater and Urban Runoff programs is desirable.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

The City is seeking a Cross-Connection Control Specialist to perform a range of technical and specialized duties supporting the City’s water system, including the development, implementation, and maintenance of cross-connection control and backflow prevention programs. This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade, supplemented by specialized training in backflow prevention, cross-connection control, water distribution, or a related field.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 60%) and a practical exercise (weighted 40%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. DEFINITION

Under general supervision, provide recreational and educational instruction and activities, social development, guidance and care for preschool and elementary age children by leading and assisting in the selection and coordination of a variety of activities and curriculum at a childcare site.

 

DISTINGUISHING CHARACTERISTICS

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

 

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.

Role description

Under general supervision, incumbents in this journey-level position function as plant operators and/or plant mechanics and are responsible for operating and maintaining a wide variety of complex machinery and equipment in a sewage treatment plant.

The essential functions of this classification include, but are not limited to, the following:

1. Makes regular visual, audio, olfactory and tactile inspections and/or manual tests of all plant machinery and equipment, including auxiliary equipment, in an assigned area or pumping station, maintaining logs and records of required maintenance, completed maintenance, equipment and work order history by taking periodic readings of gauges and meters to ensure that sewage plant is working safely, efficiently and properly; and to provide an accurate record of maintenance, preventive maintenance, equipment, and work order history.
2. Performs a variety of manual tasks requiring the handling of equipment exposed to raw sewage; collects and performs simple assessments of raw sewage and chemical samples on prescribed schedule at specific locations by making chemical and physical assessments to assess the efficiency of the treatment processes and to ensure compliance with the NPDES Permit (National Pollution Discharge Elimination System, Permit).
3. Operates, inspects, maintains, overhauls and makes major and minor repairs to wide variety of pumping, heating, ventilating, process machinery and equipment in a wastewater treatment plant or pumping station, including pumps, bar racks, grit collectors, conveyors and washers, chlorinators, evaporators and storage tanks, sludge collectors, drive units, deodorizing equipment and a wide variety of metering and recording devices to assure the safety and efficiency of equipment and facilities; includes lubricating and greasing machinery and equipment; cleaning and maintaining machinery, equipment and facility to ensure safety and equipment reliability.
4. Inspects sewage pipelines, tanks and gates to check for the condition of equipment, for infiltration and blockage of debris and build-up of mineral deposits, etc., by draining tanks, by monitoring pressure and flow indicators and by visual inspection to determine any problem areas to ensure proper operation.
5. Operates, inspects and maintains solids treatment and flocculating chemical systems by monitoring and adjusting flow indicators or controllers, by visual inspection and by analysis of samples to ensure optimum treatment.
6. Operates, inspects and maintains disinfection and dechlorination systems by performing tests and analyzing sample to determine proper chemical dosages to ensure that effluent or final discharge meets Regional and State pollution control requirement.
7. May assist in training and in supervising work of apprentices or other trainees by oral instruction and hands-on demonstration in the operation and maintenance of sewage treatment processes to ensure competent performance of required skills by apprentices and other trainees.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

DEFINITION

 

Under general supervision, the Support Dog Program Coordinator oversees the Police Department’s support dog program within the Community Division. This position serves as the primary handler and caretaker of the department’s support dog.  This class supports community policing efforts by enhancing public engagement, providing emotional support services, and assisting with crisis response. The Support Dog Program Coordinator performs a combination of administrative, program management, and field-based duties, serving as a key liaison between the Police Department, community partners, and support dog teams. Performs other work as required.

Oversees support dog program operations including, training, certification and documentation including deployment history, and compliance documentation; manages program scheduling, logistics, supplies, and budget tracking; prepares reports, correspondence, and presentations for command staff and City leadership. Builds and maintains relationships with schools, healthcare providers, nonprofit organizations, and other community partners; serves as liaison for scheduling visits and coordinating services with external partners; and collaborates with other City departments to support outreach and engagement initiatives. Ensures support dogs meet all certification, vaccination, and behavioral standards; monitors animal welfare and suitability for public and high-stress environments and enforces safety protocols and respond to incidents or concerns. Responds to short-notice call-outs for community critical incidents, internal staff wellness debriefings, or other situations where support dog presence may be beneficial. Maintains awareness of social media trends and collaborates with the Public Information / Social Media team to ensure content accuracy and professionalism. Represents the Daly City Police Department with professionalism, empathy, and strong customer service in public-facing roles. Provides general administrative support for the Community Division as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Knowledge of community policing principles and public engagement strategies, police department structure and functions, emergency response environments and protocols; privacy and confidentiality requirements; recordkeeping, reporting and documentation practices; social media trends, basics of psychological trauma and stress responses, crisis intervention principles, canine handling including basic and advanced obedience training, socialization techniques, health, grooming and general care.

License: Possession of a valid Class C California Driver’s License. Possession of CPR/First Aid certification or ability to obtain within 6 months.

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities
• Writes complex and detailed reports
• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures
• Exhibits and encourages behavior that is consistent with the Town’s risk management program and decreases risk of accident or injury to self, employees, residents, visitors and their property
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Knowledge of:

• Modern office technology
• Principles and practices of customer service
• Operations, services and activities of a comprehensive municipal law enforcement program
• California driving regulations and motor vehicle operations
• Basic English composition, grammar, spelling and math
• Simple record keeping methods
• Methods and techniques of criminal investigation
• Law enforcement theory, principles and practices and their application to a wide variety of services and programs
• Principles and practices of crime prevention, suppression and law enforcement
• Use of firearms and other modern police equipment

Ability to:

• Represent the Town in a positive manner
• Establish, maintain and foster cooperative working relations with others from diverse backgrounds, including elected officials, co-workers and the public effectively and with courtesy, in person, via e-mail and over the phone
• Follow written and oral instructions and procedures

• Maintain physical condition appropriate to the performance of peace officer duties and responsibilities
