THE POSITION:

Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. The Clinical Supervisor is responsible for overseeing the supervision of staff in planning, organizing, delivering, and reporting clinical, case management, and support services for youth, families, and adults, including the coordination of crisis and counseling intervention services. In addition, the Clinical Supervisor provides technical and clinical expertise, guidance, and supervision to a multidisciplinary treatment team and the clinical intern program.

CLASS CHARACTERISTICS:

This classification is a mid-management, journey-level role with first-line supervisory responsibilities, which includes overseeing, coordinating, and leading the planning, assignment, delivery, and evaluation of clinical programs and services, as well as the work of assigned clinical and non-clinical staff and interns. This role requires considerable initiative and independent judgment in developing procedures and standards, as well as in managing the provision of both clinical and non-clinical programs and services.

EXAMPLES OF DUTIES (illustrative only):

• Provides highly responsible direct programmatic and administrative support to the Community Services Manager, overseeing the planning, organization, and coordination of services provided by Youth and Family Services, including but not limited to overseeing counseling, case management, mentoring services, and grant funded programming.
• Develops program policies and procedures, implementing consistent standards and practices in clinical operations and addressing changing client and organizational needs.
• Plans, organizes, assigns, supervises, reviews, and evaluates the work of a multidisciplinary team, including clinical staff.
• Works with the Community Services Program Manager and staff to develop, track, and compile clinical program data and statistics; prepares local, state, and federal grant proposals, curricula, and reports for youth and family programs and services.
• Provides clinical expertise and consultation to clinical and direct service staff, interns, partner organizations, and police officers, as needed.
• Provides training to the multidisciplinary team regarding clinical interventions and documentation and program standards.
• Administers the clinical intern program; actively participates in intern recruitment, placement, training, supervision, and completion of all documentation required by educational institutions.
• Coordinates and tracks referrals from partner agencies and service providers; conducts intakes to determine appropriate level of care and staff assignments.
• Provides group and individual counseling to youth and adults, providing family therapy when appropriate, including crisis assessment and intervention; completes assessments and treatment plans and implements appropriate intervention and support services.
• Implements Quality Assurance protocols to ensure documentation meets the funding requirements. Develops and provides documentation training materials and implements staff training.
• Reviews documentation for completeness and accuracy, using findings to monitor and improve services, ensuring client safety, legal compliance, and quality of care.
• Ensures that staff remains current in the professional, legal and ethical standards of the profession; provides training and workshops as necessary for clinical and case management staff and interns.
• Develops and fosters relationships with cross-sector of stakeholders, including but not limited to; schools, Union City Police Departments, families, community-based organizations, etc. This includes preparing and facilitating meetings, trainings, workshops, and presentations.
• Coordinates and responds to Union City Police Department to provide urgent clinical and case management support to community members.

SALARY

The anticipated hiring range for the Engineering Assistant position is $91,185 - $113,982 annually, with a full salary range up to $136,778.  

The anticipated hiring range for the Engineering Associate position is $100,652 - $125,815 annually, with a full salary range up to $150,978. 

The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651. 

The City typically makes offers within the hiring range based on the candidate’s experience and qualifications. 

DESCRIPTION 

The Capital Improvement Division of the Public Works Department is seeking up to two motivated and capable individuals who can approach challenges with confidence and professionalism. Ideal candidates will have experience/background in civil engineering and utilities design and/or construction.  

The position may be filled as an Engineering Assistant, Engineering Associate, or Associate Engineer, depending on the candidate’s experience, qualifications, and certifications. 

PRIMARY RESPONSIBILITIES 

• Prepare and oversee the preparation of  design plans and specification, construction documents, engineering studies and reports 

• Assist the Project Team (Division Manager, Senior Engineer, and outside consultants) in managing and performing varying responsibilities including permitting, preparation of construction documents, drawings, specifications, and estimates or the city capital projects, which may include water, wastewater, storm drain, landscape, pavement, and roadway improvements. 

• Coordinate and perform professional planning and engineering work, including reviewing proposed land development plans, and environmental impact reports (EIR), and recommends or develops appropriate mitigation measures 

• Participate in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures 

• Provide oversight of engineering consultants and/or co-workers 

• Respond to residents regarding public works concerns 

• Assist in the planning and administration of various projects fueled by local, regional, and federal grant funds 

• Meet and work with professional and public groups, and coordinate public outreach for City infrastructure projects and programs. 

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The Public Works Department is seeking a highly motivated and results-oriented Street Maintenance Worker I/II for the Street division. Depending on the candidate's qualifications, the vacancy will be filled at either Street Maintenance Worker Level 1 or Level 2. The successful candidate will work at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.

Primary responsibilities:

• Breaks and removes concrete using a hydraulic breaker and handwork
• Repair or replace cracked, raised, sunken, or otherwise damaged sidewalks, curbs, and gutters
• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
• Perform heavy manual labor in the removal, repair, and finish of concrete and asphalt work
• Operate and maintain a variety of maintenance and construction equipment, including hand and power tools, and light, medium, and heavy motorized equipment
• Conduct traffic control when working in traffic areas of the City; install street barricades and cones; direct and control traffic around work sites
• Maintain records of work performed

This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

EXAMPLES OF DUTIES (illustrative only):

Duties may include, but are not limited to:

• Emptying garbage cans.
• Picking up litter and other illegal dumping.
• Raking and spreading material including, but not limited to, asphalt, mulch, gravel, and soil.
• Collecting shopping carts.
• Removing weeds by hand or using tools.
• Driving vehicles to and from jobsite.
• Digging soil, baserock, concrete grindings, or other loose material as assigned.
• Using hand tools to complete assigned tasks.
• May work in right-of-way near traffic.
• May work in parks, trails, or other landscape areas.
• May assist with homeless encampment cleanup.
• Performing other duties as assigned.

                       MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:                                                               

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by college-level coursework in chemistry, biology, environmental science or a related field.

Experience:

• Two years of increasingly responsible environmental inspection, sampling, and enforcement experience, including some experience with industrial wastewater pretreatment programs.

Licenses or Certificates:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Possession of, or ability to obtain, a Grade I Environmental Compliance Inspector certificate.
• Possession of a Grade II Environmental Compliance Inspector certificate is desirable.

• College-level coursework in environmental science, biology, chemistry, or a related field, such as water resource management.

THE POSITION

Under general supervision, the Water Resources Source Control Inspector performs inspections and sampling of industrial, commercial, and residential sources of discharge to the wastewater and storm water systems to ensure compliance with Federal, State, and local regulations; inspects hazardous and toxic materials storage areas; reviews building plans for compliance with building code regulations and to ensure discharger compliance with all applicable regulators; conducts public outreach activities; and performs other duties as assigned. Persons assigned to this classification perform or assist in performing all functions associated with the City’s Pretreatment, Pollution Prevention, and Stormwater programs.

Examples of duties include:

• Inspects wastewater discharge sources, site runoff, and hazardous materials facilities
• Collects and analyzes samples
• Operates and maintains sampling equipment
• Conducts educational outreach events and presentations
• Reviews plans for compliance with regulations
• Maintains records and prepares correction and enforcement orders
• Gathers evidence for administrative and legal action
