The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

DEFINITION

Under general supervision, provide recreational and educational instruction and activities, social development, guidance and care for preschool and elementary age children by leading and assisting in the selection and coordination of a variety of activities and curriculum at a childcare site.

DISTINGUISHING CHARACTERISTICS

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Assist in the development of a diversified program of recreational games, sports, arts, crafts, and other activities for elementary school children.
• Assist in the development of a diversified preschool curriculum of music, science, math, dramatic play, social studies, literature, and recreational activities.
• Plan and lead a variety of activities appropriate to children of various age groups.
• Participate in and evaluate the effectiveness of activities and events.
• Instruct children in the safe and proper use of supplies and equipment. Instruct children in proper health and hygiene care.
• Assist in the selection and arrangement of field trips, special events and guest speakers.
• Assist with the preparation of site nutrition program.
• Assist with developing discipline techniques and maintaining acceptable classroom behavior from participants.
• Drive/Transport children using City of Pacifica City vans.
• Participate in cleaning and maintaining the facility and equipment.
• Inspect the site and equipment for potential safety hazards; take corrective action to prevent injuries.
• Assist in monitoring site supplies.
• Assist in recording numbers for attendance and nutrition reports. Perform related duties as assigned.
• Assist Site Supervisors with the evaluation process for Childcare Aides, Associate Teachers, Teachers, and Full-time Teachers (I/II) that are assigned to their programs.
• Attend and participate in required in-service training activities.
• Assist Site Coordinator in preparing yearly State of California Desired Results reports, including managing children’s portfolios, and monitoring student progress by using Desired Results Developmental Profile and designated online educational platforms.

MINIMUM QUALIFICATIONS:

Minimum Education Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

Per diem librarians may support a combination of the activities below depending on the needs--location of service may vary. Schedules vary based on the needs of the library system. Both Menlo Park Library locations are open on Saturdays and Sundays, and until 8pm three nights per week. Per diem librarian positions are scheduled for less than 20 hours per week and may not exceed 980 hours within a twelve (12) month period.

The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. This position will provide financial analysis and reporting support while ensuring compliance with applicable governmental accounting standards and internal control requirements. The incumbent will collaborate closely with other finance functions, including but not limited to payroll and accounts payable.

Additionally, the incumbent will assist with annual, interim, single, and other required audits and will support the development and production of the annual budget, forecasts, and other related financial documents.

Examples of essential job functions:

• Develops, implements, and manages accounting- and finance-related projects and initiatives in support of departmental operations; monitors outcomes and recommends improvements to financial systems, processes, and internal controls.

About the Position:

The Ranger Recruit is a trainee-level position for individuals who do not possess a Ranger Academy certificate or equivalent, or valid PC 832 certificate.  Upon commencement of employment, new Ranger Recruits will participate in pre-academy instruction on the duties of a District Ranger, receive orientation to District lands and operations and complete additional required training.  Upon completion of pre-academy instruction, new Ranger Recruits will participate in a district approved Park Ranger Law Enforcement Academy based out of the South Bay Regional Training Center in San Jose, CA located on Bailey Avenue with the nearest cross street on Santa Teresa Avenue.  The 14-week long academy begins in January 2027 and will include the California Penal Code 832 training.  Upon successful completion of the academy and the District’s required robust 12-week Field Training program and final review by the Chief Ranger, a Ranger Recruit may be appointed as a probationary Ranger.   

The Ranger is a challenging and adventurous journey level position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves.   

What does a District Ranger do?  District Rangers are Generalist Rangers who perform a wide variety of functions. A brief list of day-to-day activities follows:

• Midpen Rangers are sworn peace officers responsible for patrolling District Preserves and enforcing the District's regulations and pertinent local, State, and Federal laws on District Preserves. Patrol may be by 4x4 truck, foot, UTV, motorcycle, or mountain bike.  
• Respond to medical emergencies, wildland fires and search and rescue incidents.
• Help maintain the preserves by performing light maintenance tasks and resource management assignments.
• Engage the public through interpretive activities and community outreach.
• Shift schedules include evening, weekend, and holiday hours.

• Equivalent to an Associate degree from an accredited college or university and one (1) year of experience working in visitor/customer service or an equivalent position that includes interacting with the public.  Education and/or experience in law enforcement, resource management, natural sciences, park management, wildland firefighting, or a related field is highly desirable. 
• Certificates and Licenses: A valid California Class C driver’s license.

Ranger

• Meet all qualifications for Ranger Recruit, plus:
• Certificates and Licenses:  Current possession of a District approved Law Enforcement Training certification and a valid California 832 certificate for appointment as a peace officer, and ability to obtain the following certificates prior to completion of the employment probationary period: completion of the District’s Field Training Program, valid professional rescuer CPR certificate and Medical First Responder or equivalent; a Midpen approved Fire Suppression Training certificate; certification in the Incident Command System courses as specified under the National Incident Management System (NIMS).

Working Conditions:  Rangers work cohesively with local law enforcement, fire agencies and other adjoining land agencies. Rangers typically work alone and self initiate their day-to-day patrols. Work conditions require rangers to work weekends, nights, and holidays in all weather conditions.  Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and light maintenance and construction work on Midpen lands. District Rangers interact daily with a diverse Bay Area community to provide safe access for all visitors.

Attending a practice session is strongly recommended, as it allows potential candidates to gauge their ability to pass the physical agility test by the end of the academy.

Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

The City of Newark is currently accepting applications for Police Officer Trainees - Entry Level and Academy Attendees. 

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in. All applicants must possess a strong moral character, as well as good work ethic and maturity. All candidates will be required to undergo comprehensive testing processes to determine their physical and mental suitability for a career in Law Enforcement.

The Police Officer Trainee is a temporary employee.  The trainee attends a P.O.S.T. certified academy.  Upon successful completion of the academy, the trainee will be eligible for appointment to the position of Police Officer.  New Police Officers will receive benefits available to regular employees and will serve an 18-month probationary period.

The Newark Police Department is a modern, progressive law enforcement agency with 59 sworn and 27 professional staff employees. Well qualified officers enjoy specialty assignments and promotions based upon training and experience. State of the art safety equipment, including, individually issued patrol rifles with sighting systems, Ballistic Helmets, Smart Phones and an Armored Rescue Vehicle.

Numerous specialty assignments, most with premium pay incentives, to include: Detectives, Field Training Officer (FTO), Crisis Negotiation Team (CNT), Traffic Division, School Resource Officers (SRO), Major Crimes Task Force, K-9, S.W.A.T. Team, Crowd Management Team (CMT), Unmanned Aircraft System (UAS) Team, Honor Guard, Firearms Instructor, Use of Force Instructor, and Taser Instructor. Officers enjoy either a 3/12 or 4/10 work week, depending on assignment.

The City of Newark is located in southern Alameda County at the east end of the Dumbarton Bridge, midway between Oakland and San Jose. We were incorporated in 1955 and have a five member City Council/Manager form of government. Our city is approximately 13 square miles with a population of just under 50,000. At the edge of Silicon Valley, growth of biotech, high-tech, and health sciences industries in Newark continue.
