DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.

Qualifications

Education and Experience:

Do you have a passion for the outdoors, trails, and preserving open space?  Are you a motivated and experienced resource management professional?  If so, Midpeninsula Regional Open Space District (Midpen) has an excellent opportunity for a skilled Senior Resource Management Specialist to lead the wildlife program in the Natural Resources Department.  This position will oversee program staff and consultants to assess biological resources and natural habitats to identify sensitive resources and make management recommendations to improve and restore habitat and/or to avoid and minimize impacts as well as to address human wildlife conflict, implement wildlife and habitat management projects and provide regulatory permitting oversight.  The anticipated start date for this position is in late-August 2025.

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Wildlife Program is comprised of four fulltime program staff, including this position, and an intern. The position is a working supervisor meaning that time is divided between program administration, oversight, and staff development while also managing and advancing District projects. Strong supervisory and project management skills are required, as well as an ability to shift seamlessly between program and personnel management. This position works not only within the Natural Resources Department but is often a liaison with other departments and external agencies to advance larger District programs and projects. Wildlife program staff currently specialize in different subject matter expertise, but cross training is provided and providing back up to one another in differing area is expected. The supervisor manages and assigns program staff to oversee and assist with different projects primarily based on their areas of expertise, but also based on available staffing. The wildlife program covers a broad range of topics including but not limited to: permit administration, wildlife conflict management, special status species monitoring and research.   

The Ideal Candidate:

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

• Experience in negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board.
• Experience overseeing sensitive status species monitoring, reporting and recovery efforts
• Supervisory experience for multiple staff and consultant biologists, strong leadership skills, and the ability to mentor and grow junior staff
• Is a creative thinker, problem solver and able to juggle competing priorities
• Strong background in project management, from developing project scopes, schedules and budgets to consultant and contract oversight
• Ability to work collaboratively in a multidisciplinary team to deliver capital projects while avoiding and minimizing impacts to sensitive natural resources
• Assists staff in designing projects to reduce the need for mitigation, understands mitigation monitoring and reporting, and works creatively to secure mitigation when needed

Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days in the office is required per week.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist may sometimes work in the field and hike steep terrain and wildland areas with poison oak and wildlife.

A Master’s Degree is desirable. Professional work experience with parks and open space is highly desired.

The Bilingual Spanish Psychiatric Social Worker / Marriage and Family Therapists will provide specialized psychiatric assessment, brief treatment, and clinical case management services for adult clients with Severe Mental Illness. Principal duties will include mental health and substance use assessment and treatment; engaging clients to services; consultation with providers; and linkage/referrals to other community providers. The main role of this position will be working within a dynamic multi-disciplinary team to provide specialized psychiatric casework and care coordination, provide individual and group psychotherapy, case management, and refer clients to Private Provider Network and/or community agencies for additional services.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities
• Writes complex and detailed reports
• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures
• Exhibits and encourages behavior that is consistent with the Town’s risk management program and decreases risk of accident or injury to self, employees, residents, visitors and their property
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Knowledge of:

• Modern office technology
• Principles and practices of customer service
• Operations, services and activities of a comprehensive municipal law enforcement program
• California driving regulations and motor vehicle operations
• Basic English composition, grammar, spelling and math
• Simple record keeping methods
• Methods and techniques of criminal investigation
• Law enforcement theory, principles and practices and their application to a wide variety of services and programs
• Principles and practices of crime prevention, suppression and law enforcement
• Use of firearms and other modern police equipment

Ability to:

• Represent the Town in a positive manner
• Establish, maintain and foster cooperative working relations with others from diverse backgrounds, including elected officials, co-workers and the public effectively and with courtesy, in person, via e-mail and over the phone

About the Department

The mission of the San Jose Police Department is to create safe places to live, work and learn through community partnerships. 

Position Duties

 

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.
