The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, "at-will" senior management position directly responsible to the City Manager.  Salary is negotiated within salary range depending on qualifications.

DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

Hours: (Average 10-20 hours per week). Hours depend on rentals and special events. Shifts may include, but are not limited too:

Monday-Thursday: 2:30pm-9:15pm

Friday: 2:30pm-5:30pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am. Shifts will vary week to week. There is no set schedule.

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

Ability to: Work independently, learn quickly, perform heavy manual labor; work extremely well with others, including customers, staff, contractors, and volunteers; explain policies and procedures clearly and concisely; read and understand English;

Skills: Ability to use office equipment including copy machine, calculator and personal computer, and keyboarding skills.

Benefits

Healthy Workplaces/Healthy Families Act of 2014 Paid Sick Leave Benefit. This benefit accrues at the rate of one hour for every 30 hours worked to a maximum benefit of 24 hours per year. There is no cash value associated with benefit.

Vacation Pay. This benefit is for part-time casual employees who work 30 or more days within a year from the beginning of employment with the City of Burlingame, and accrues at the rate of one hour for every 52 hours worked to a maximum benefit of 16 hours per year.  No employee shall be allowed to have an accumulation of more than two years’ worth of vacation accrual to their credit at any one time.

No other benefits are offered. This position is at will and is not part of the City's Civil Service System. There is no guarantee of hours and employment may end at any time.

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

These positions are part-time, hourly, non-benefited classifications limited to a maximum of 1,000 hours per fiscal year (or approximately 20 hours a week). 

Physical Requirements
This position requires a moderate to high level of physical activity depending on program assignment. Duties may include standing, walking, bending, squatting, kneeling, reaching, and sitting for extended periods of time while facilitating programs, interacting with participants, or performing administrative tasks. Employees must be able to actively supervise and engage participants in a variety of recreation programs and activities, both indoors and outdoors, and move quickly to respond to participant needs and ensure safety. The position may also require lifting, carrying, pushing, and pulling equipment, supplies, tables, chairs, or other materials weighing up to approximately 30 – 50 pounds as part of program setup and breakdown. Some assignments may involve computer and desk work for program planning, communication, and administrative duties.

THE POSITION

The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service. 

TYPICAL DUTIES AND RESPONSIBILITES

• Dispatches police officers to calls for service

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. • Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.

• Assists in the general cleaning and maintenance of the Corporation Yard.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of an appropriate valid California driver’s license and a satisfactory driving record.

• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.
