The Senior Management Analyst for the Treasury and Debt Management Unit supports the Treasury and Debt Manager in managing Valley Water’s $1.4 billion debt portfolio, $800 million investment portfolio, and $450 million short-term debt program. The position acts as a lead on debt administration and short-term debt issuances, and supports long-term debt issuances, cash management, and investments. The Senior Management Analyst is a financial analyst who works closely with internal and external partners to secure debt financing for capital projects, manage debt proceeds, report to investors, comply with legal covenants, manage daily cash flow and investments, and make regular debt service and fee payments.

Key Responsibilities include, but are not limited to:

• Debt administration, including compliance and continuing disclosure reporting, debt service and fee payments, management of bond proceeds, oversight of the federal WIFIA loan program, management of the DebtBook debt module, and coordination with partner banks, lenders, and accounting staff. 
• Management of the short-term debt program, which includes a $250 million commercial paper facility and a $200 million revolving line of credit for just-in-time financing of the Capital Improvement Program. Coordination with CP dealers, revolving line of credit bank, issuing and paying agent, and trustee bank to issue short-term debt and manage the funds. 
• Supporting the issuance of long-term debt, including new-money and refunding water revenue and special parcel tax bonds. Drafting bond disclosure, reviewing and understanding legal documents, working closely with bond counsel and municipal advisors, and drafting board memos.
• Supporting other Treasury functions, including daily cash management to account for incoming/outgoing cash, investment transactions and reporting, cash flow forecasting, and SymPro investment database maintenance. Responsibilities include using Infor ERP to process payments by check, ACH, and wire, and ensuring the security of these transactions from phishing and other cyber threats.
• Monitoring and ensuring compliance with legal and regulatory requirements related to the debt and investment portfolios. Assisting with financial analyses, budgeting, special projects, and ad-hoc requests. Developing unit efficiencies using AI tools.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Additional responsibilities may include environmental stewardship projects, land use reviews, and field monitoring activities.

This is a single position, for which the incumbent would be hired as either an Assistant Engineer I/ II or an Assistant Water Resources Specialist I/II. • Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Position Duties

The Department of Public Works is recruiting to fill one (1) full-time Senior Systems Applications Programmer (Sr. SAP) position to develop technology solutions that will maximize the delivery of City products and services. 

The total salary range for Senior Systems Application Programmer (Sr. SAP) classification is $129,270.96 - $157,182.48. 

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidate’s qualifications and experience.  

The primary focus of this Sr. SAP position is to support the development and maintenance of several in-house hybrid systems hosted across both on-premises and cloud environments. This is a 100% individual contributor role responsible for developing solutions, resolving technical challenges, and collaborating with cross-functional teams to support departmental and citywide operations, ensuring seamless integration across enterprise applications. This position is required to work on-site.

Key responsibilities and duties may include but are not limited to the following: 

• Enhance, maintain, and support mission-critical on-premises web applications built with Node.js and Angular, including implementing complex enhancements, troubleshooting cross-layer issues, improving performance and reliability, and ensuring long-term maintainability aligned with evolving business and technical needs.
• Develop and maintain integrations between on-premises web applications and SaaS platforms such as Smartsheet and SharePoint.
• Manage enterprise-scale relational databases and develop complex queries to support data analysis, system integration, and reporting needs.
• Configure and administer Smartsheet solutions, including advanced workflows, reports, and dashboards; provide training and technical support to staff across multiple teams to promote effective adoption and use.

This position requires a candidate who is actively engaged in hands-on technical work and day-to-day problem solving. The ideal candidate will have the following qualifications:

• Strong programming skills in JavaScript or TypeScript.
• Extensive experience developing responsive web applications using Node.js and Angular, or comparable modern web frameworks.
• Strong knowledge of relational databases such as Oracle or SQL Server, including database design and development of complex queries.
• Solid understanding of front-end and back-end application architecture, with the ability to troubleshoot and debug issues efficiently across the stack.
• Experience designing, developing, and consuming RESTful APIs, with working knowledge of HTTP protocols, authentication methods, and common data formats such as JSON and XML.
• Experience with Smartsheet, or the ability to quickly learn and apply advanced Smartsheet features with minimal training.
• Strong technical documentation skills and the ability to communicate effectively with both technical and non-technical users.

The Position: 

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions. 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems. 

For System Planning and Asset Management Division, this position will be assigned to perform and maintain distribution system model, participate in integrated SVP system planning and other SVP groups to deliver distribution system results and reports, identify and implement projects that are necessary to support load growth and improve reliability of the distribution system. This position will work closely with customer/developers on their projects, will coordinate with various City departments and support SVP’s field and operation staff as necessary.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements: 

• Graduation from an accredited college or university with: 
  a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work,

or

b) Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)
 

Acceptable Substitution: 

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications: 

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

Special Conditions: 

May work unusual hours in emergency situations, or while acting as supervisor, or at other than the regular job site.
