The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.
• Review private and public development improvement plans and subdivision maps for compliance with state and local codes, regulations and standards, and compliance with the requirements of project approval.
• Review development encroachment permits, building permits, grading and sitework permits and other permit applications, including technical reports and documents such as hydrology and hydraulic reports, stormwater management reports, and geotechnical reports.
• Review legal property descriptions, ordinances, assessment plans and other written materials.

• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.

• Assist Public Works Inspectors in resolving construction issues.

• Perform field inspections of various municipal construction projects, in progress and upon completion.

• Respond to applicants, contractors, consulting engineers regarding technical information and project related issues; assist and coordinate project resolutions with applicant’s team and City team.
• Coordinate projects with various agencies, such as Caltrans, Union Sanitary District (USD), Alameda County Water District (ACWD), and Alameda County Flood Control District (ACFCD)

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

• Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.

• Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.

• Serve as Project Engineer on Public Works capital improvement projects and transportation engineering tasks as needed.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you'll have the opportunity to apply your engineering knowledge and experience toward the creation and maintenance of state-of-the-art infrastructure, amenities, and facilities. 

When assigned to Public Works, the Associate Civil Engineer will contribute to exciting new projects across the City. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer class.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include possession of a valid California Registration as a professional Civil Engineer and possession of a valid California driver's license with a satisfactory driving record.

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.
