SALARY

$19.00 - $23.00 per hour

This is a part-time, at-will, non-benefited position. Hours are limited to less than 1,000 hours per year.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Assist with various areas of public works such as minor asphalt repairs, brush removal, facility repairs, stewardship of protected species, etc.
• Perform related duties as assigned.

THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.
• Performs a variety of computer and tracking support functions.
• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.
• Prepares Requests for Qualifications/Proposals (RFQ/Ps) for design, construction management and support services as needed.
• Provides preliminary and final review of development proposals such as subdivisions maps, parcel maps and subdivision improvements.
• Reviews private development submittals for compliance with State and local regulations and specifications, working with project proponents to make necessary corrections.
• Effectively plans, organizes, schedules and implements projects.
• Perform studies, research files, records, plans, and maps.
• Gathers, assembles, analyzes and interprets field data, and prepares reports.
• Coordinates with other departments as needed to complete assignments.
• Provides planning, specification, calculation and cost estimating review of others’ work.
• Reviews construction of projects and assists in maintaining construction documents.
• Reviews and evaluates development plans, maps, and related documents for conformance to City, State, and Federal codes. Reviews calculations and issues permits.
• Gathers traffic data, maintains traffic records, conducts traffic studies, and prepares traffic reports.
• Provides assistance to other City employees regarding engineering related matters.
• Administers consultant contracts for moderately complex projects or service contracts, effectively monitoring costs and deadlines.
• Manages assigned projects by acting as lead person on the project, ensuring that all aspects of the project are addressed and the project is completed in a professional manner.
• Assists in preparing and managing budgets for operation and capital improvement programs.
• Coordinates work with regulatory agencies and private entities, completing public relations work as needed or assigned.
• Prepare reports and delivers presentations to City and private groups as assigned.
• Applies for and obtains permits from local, state and federal agencies.
• Applies for and administers grants.

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by: gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and, preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.
