THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.

About the Role 

As a Mechanic I/II, you will:

• Planned and carried out preventive maintenance schedules for all city vehicles and equipment.

• Diagnose and repair gasoline, diesel, and alternative-fuel engines; hydraulic, electrical, fuel, ignition, exhaust, and brake systems.

• Operate computerized diagnostic instruments plus a full range of hand, air, and electric tools.

• Maintain concise and clear repair records in our repair management software.

• Perform welding, metal fabrication, tire work, and minor body repairs.

• Provide emergency field assistance and respond to critical fleet issues on a 24-hour standby.

• (Mechanic II only) Lead and review the work of assigned staff and manage garage inventory, purchasing, and repair/maintenance planning

The City of Foster City is recruiting for a part-time Parks Maintenance Worker in the Parks Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Performs mowing, weeding, trimming, pruning, cultivating, fertilizing, pest control, planting and cleaning of lawns, trees, plants, and parks; removes and disposes of trash and litter; maintains park and maintenance equipment, buildings and facilities; maintains irrigation systems; performs construction and demolition of park facilities, drainage, low-voltage electrical and irrigation systems for new, expanded and renovated park facilities as part of capital improvement projects; performs minor plumbing or building repair duties; supervises and coordinates Sheriff’s Work Program personnel; operates small trucks, dump trucks, ride-on and walk-behind mowing equipment.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance, construction, or groundskeeping; completion of high school or the equivalent. 

Experience: One year of full time experience in general maintenance, construction, or groundskeeping.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Parks department will make the hiring decision.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.

• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.

• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.

• Prepare applications for state and federal grants.

• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.
