The City of Menlo Park is seeking applicants for temporary positions in the Public Works Maintenance Division.  Depending on their experience, individuals may be assigned to work in Trees, Streets, Facilities, Parks, or Water.  Temporary employees will operate and maintain a variety of maintenance equipment, including dump trucks, stump grinders, brush chippers, aerial lifts, forklifts, lawn mowers, backpack blowers, backhoes, jack hammers, lawn edger’s, hedge trimmers, concrete saws, chain saws and hand tools.  Temporary employees will foster positive and effective working relationships and must be able understand and follow instructions.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED
The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Public Safety Dispatcher II receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE/ABILITIES/SKILLS
The following are a representative sample of the KAS’s necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of: Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Ability to: Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to: Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

THE SELECTION PROCESS

• POST Entry-Level Dispatcher Exam with a T-score of 48 or higher
• A valid POST-certified Public Safety Dispatcher Basic Course Certificate

The Position:  Police Officers perform law enforcement and crime prevention work; control traffic flow and enforce state and local regulations; perform investigative work; participate in and provide support and assistance to special department crime prevention and enforcement programs and do related police work as assigned. Duties and hours will vary with assignments.

Essential Duties:  Depending upon assignment, the duties of an After School Coach - Recreation Leader I , II or III may include, but are not limited to, the following:

 Assists in planning, organizing, scheduling and provides direct leadership to classes in a specialized phase of the recreation program, class or activities.

• Organizes, inventories and maintains necessary facilities and materials.
• Maintains group and individual discipline, and code of conduct.
• Implements a logical detailed sequence of activities to fit the abilities and interest of the participants.
• Keeps records of attendance, participation.
• Typical duties include: implementation of sports programming, record keeping, maintaining supplies, class development, and gym supervision.
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to supervise participants in recreational programs; speak clearly; ability to bend stoop or crouch; physical stamina to supervise groups of youth participating in recreational programs; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

License:  Must possess and maintain a valid CALIFORNIA Class C Operator's license issued by the Department of Motor Vehicles and a satisfactory driving record.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.

Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.

DEFINITION

Under general supervision, to perform cleaning duties to maintain city buildings and facilities and perform related work as required.

Sweep, dust, mop, strip, and polish floors; vacuum and shampoo carpets and rugs; dust and polish woodwork fixtures, and equipment; wash windows, walls, and doors; empty and clean waste receptacles; empty recycling containers; clean restrooms and maintain supplies; clean kitchen and lunchroom areas and appliances; dust and clean air vents; Move furniture as required by for cleaning; set up rooms for special events; replace light bulbs and tubes; maintain inventory of equipment and supplies; sweep exterior building entries; secure facilities.

MINIMUM QUALIFICATIONS

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to:  Perform sustained manual labor; lift, climb, stoop, crawl, and bend to reach work

Experience:  One year of full time custodial maintenance in public buildings or offices.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.
