The City of San Carlos is recruiting for a Building Inspector I/II position. The position will be filled at the I or II level. Appointment will be made at the appropriate level depending upon qualifications.

Building Inspector I

This is the entry level position in the Building Inspector series. Under direction  from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares  notices  and  reports;  Receives  applications  and  issues  permits  as  directed;  Maintains  and improves computer permitting and record maintenance, and performs other work as required.

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

Building Inspector II

This is the journey level position in the Building Inspector series.  The Building Inspector II is responsible for enforcement of codes, ordinances and approval conditions applicable to building construction, alterations and zoning, and interacts extensively with the public.  The Building Inspector II works independently in the field, and is responsible for decisions requiring technical judgment and expertise. This position reports to the Building Official or designated appointee.

The Building Inspector II position is distinguished from the Building Inspector I position due to the higher level of experience and knowledge in the field of building inspection.  Promotional appointees shall serve a 1-year probation period.  This is a generalist class wherein incumbents are charged with conducting inspections in the more complicated phases of building construction and plan review.

Essential Duties

Building Inspector I

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit.
• Follows  a  predetermined  schedule  of  inspections  in  an  assigned  area  and  prepares  reports  of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken.
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.   Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

Building Inspector II

• Inspects buildings in a thorough manner, detecting errors and deviations from approved plans.  Ensures compliance with codes and regulations as adopted by the City of San Carlos.  Resolves problems in the field in a timely and friendly manner.
• Checks to ensure the quality of building materials and methods used in construction, or alterations, are in conformance with codes  and regulations as adopted by the City of San Carlos.
•  Ensures construction or alteration of buildings is performed safely in accordance with approved plans and specifications.
•  Provides useful and helpful information to builders and others regarding Federal, State, and local construction requirements, and   may assist the Building Official in training of other inspectors.
•  Checks building sites to ensure proper building permits have been obtained for the work performed, and takes appropriate action   to correct violations if necessary.
•  Issues correction notices for code violations and recommends action to the Building Official if corrections are not made. 
•  Makes and keeps accurate logs and records regarding building inspections, violation notices, investigations, and related   information.  Ensures the logs and records are up-to-date, legible, complete, and descriptive of the problems encountered and   how they were resolved.
•  Maintains a current, thorough working knowledge of relevant building codes and standards, and is able to correctly interpret and apply them.  Studies new materials and methods of building construction to keep abreast of changing technology in the building construction industry. 
•  Recommends issuance of Certificates of Occupancy to the Building Official after conducting a final inspection of completed work   and approval of structures and installations.
•  Anticipates construction problems, and consistently takes steps to minimize the amount of corrective work needed by   communicating with the applicant or contractor.
•  Uses work time efficiently.  Keeps up with assigned inspections and is prompt for inspection appointments.  Notifies builder or   home-owner if late for scheduled appointments.  Consistently completes a reasonable number of inspections in relation to work   time available.  Schedules and coordinates field operations at request of Building Official.
•  Reads and understands approved building plans.  Effectively interprets plans while conducting field inspections required for the     project.
•  Checks and analyzes building construction plans in a timely manner to ensure compliance with applicable codes and policies.       Identifies needed corrections and issues correction notices clearly explaining items to be addressed.
•  Ensures deficiencies identified in plans are corrected prior to permit issuance.
• Maintains up-to-date, accurate commentaries of plan errors, and assists with permits and applications at the service counter.

THE POSITIONS

The Department

The City Clerk’s Office administers the democratic process such as elections, access to records, and all legislative actions, ensuring transparency to the public. DEFINITION

DISTINGUISHING CHARACTERISTICS

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.

PART-TIME PERMIT TECHNICIAN 
(Engineering Division)
$33.89 - $44.95/hour

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data.

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

The Department is seeking to hire engineering and public administration interns to provide support for several programs as described below:

The City of Half Moon Bay Community Development Department invites qualified candidates to apply for the position of Senior Planner.  The Department is seeking an attentive and well-qualified Senior Planner Supervisor to join the Planning Division. The Senior Planner reviews and manages complex development projects through the entitlement process, oversees professional planning assignments, manages long-range planning studies, and incorporates meaningful community engagement into planning initiatives. At any given time, the Senior Planner may be interpreting zoning regulations, managing consultant work, preparing detailed project analyses, or advising the public on planning matters.

The Senior Planner reports to the Community Development Director and supervises more junior planners. Senior Planners may also serve as project manager for major private development proposals and City planning projects, serve as Deputy Zoning Administrator, and act as staff liaison to the Planning Commission.

• Manage a variety of complex planning projects, including residential, commercial, and mixed-use development.
• Apply policies and procedures of the City’s Local Coastal Program (LCP), General Plan, and zoning regulations.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.

The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
• Possession of the International Code Council (I.C.C.) Full Combination Building Inspector Certificate is required at the time of appointment.
• Incumbents must acquire an ICC Plans Examiner Certificate within one year of hiring.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Community Development Department will make the hiring decision. 

Expected Dates for Examinations (subject to change): 
Oral Panel Interview: Week of November 3 (exact date TBD)
Department Interview: Week of November 10 (exact date TBD) 

Note: Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The City of Foster City reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process.
