ABOUT THE POSITION

In the department of Information Technology, the Geographic Information Systems (GIS) Technician will be full-time (40 hours per week), and will report to the GIS Manager, will assist with maintaining GIS data, preparing high quality maps, conducting spatial analysis, and designing web-map applications. 

The GIS Technician performs a variety of technical duties including data analysis, database management and data output tasks of moderate difficulty, related, but not limited to the City’s utilities and Capital Improvement Projects.

The Administrative Services Department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services. These include Finance, Human Resources, and Information Technology, which are crucial in ensuring the City is well equipped to succeed. The Finance Division oversees a wide range of responsibilities including budget development, general accounting, financial reporting and audits, payroll, tax and revenue collection, and business licensing.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.
• Performing other duties as assigned.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

The City of Pacifica currently has an opening for a Assistant Collections System Manager.  Under direction of the Collections System Manager, this position plans, organizes and directs the activities of the Wastewater Treatment Collections System Divisions and works effectively in a team-based environment, carrying out technical, coaching, supervisory, project management, and administrative responsibilities.  

EXAMPLE OF DUTIES:   

• Plan, organize, administer, review and evaluate the work of technical and operational and maintenance staff directly and through subordinate levels of supervision.
• Administer the maintenance program at the treatment plant
• Monitor operations to ensure that operating procedures are followed.
• Carry out division goals, objectives, work plans, reports, policies and procedures.
• Coordinate with City departments and State agencies to assure compliance with various regulations, industry standards, City policies, procedures and goals.
• Act as the Designated Operator-In-Charge as assigned in the absence of the Plant Manager
• May act as the Chief Plant Operator for the Calera Creek Water Recycling Plant with current Grade IV Wastewater Treatment Plant Operators Certificate issued by the California State Water Resources Control Board.
• Assist with regulatory agency reporting.
• Research and prepare technical and administrative reports; prepare written correspondence.
• Conduct operational studies and special projects; gather information, evaluate alternatives, prepare and present reports and recommendations.
• Recommend and enforce safety measures and programs and ensure that assigned staff, consultants and contract employees conduct work safely in accordance with established procedures.
• Prepare requests for proposals for vendor, engineering, contractor and maintenance services; negotiate and administer contracts and authorized payments for services.
• Control the requisition of supplies, materials and equipment.
• Serve as the City’s alternate representative with all regulatory agencies, including the Regional Water Quality Control Board, the Air Quality Control Board and the State water Quality Control Board as needed.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

 Qualifications:  

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Experience:
Four (4) years of increasingly responsible experience in the maintenance/operation of a wastewater treatment plant, preferably including supervisory experience.

Training:
Equivalent to an Associate of Arts Degree from an accredited college or university with major course work in Electronics, Instrumentation, Biology, Environmental Science, Civil Engineering, Mechanical Engineering or related field.

Certification:
Possession and maintenance of a Grade IV Wastewater Collection System Maintenance Certificate issued by the California Water Environment Association.

Licenses:  Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record. A Class B license issued by the State of California with endorsements is desired.

Knowledge of:
Applicable State, Federal and local laws, regulations, and policies as they relate to assigned area of responsibility.  Methods, practices, standards and specifications for compliance to industry regulations.  Safety regulations and practices pertaining to work performed.

Skill in:  Supervise plant operations.  Interpret and apply technical standards, procedures, regulations, and City policies and procedures.  Analyze problems, evaluate alternatives, and recommend methods, procedures and techniques for resolution of issues.  Recognize inefficient wastewater facility operations and develop effective programs to assure an efficient operation that is in

Physical Demands:  Able to use standard office and plant equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb stairs; lift and carry up to 25 pounds; maintain sustained posture for prolonged periods of time; distinguish among various colors and/or symbols; able to read printed materials and a computer screen; able to communicate effectively with others; smell to distinguish odors.

Working Conditions: Mobility to work in a typical office setting or WWTP environment; exposure to cold, heat, noise, outdoors, inclement weather, dust, dirt, vibration, chemicals, traffic, traffic hazards, odors, mechanical hazards, electrical hazards, explosive hazards, and bio-hazards.
Work schedule may include storm coverage and occasional irregular hours. The work schedule will include the need for irregular after hours work as part of the normal job duties, including 24x7 availability for response to emergencies.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Position:

The Customer Service Representative is the entry-level classification in the Customer Service Representative series. This classification has a primary focus on providing superior customer service to the citizens and customers of the City of Santa Clara in handling a variety of customer account and billing issues.  Incumbents in this classification may be assigned to answer telephone calls, handle difficult inquiries, perform cashiering duties, process business licenses, and perform functions associated with customer billing, analysis, account adjustments, collections, or the financial assistance programs offered to utility customers.  This classification is distinguished from the Senior Customer Service Representative in that the latter is a lead worker position requiring a greater degree of technical knowledge, analytical ability, and independent judgment.

Education and Experience:

Minimum Qualifications:
• Graduation from high school or possession of a GED; and
• One (1) year of experience in banking, business license processing, call center operations, cashiering, customer service, and/or utility billing, preferably with a municipal or utility agency

• May be required to work evenings.
• Must be able to perform all the essential functions of the job assignment.

About the Position

The City of San Carlos is seeking an energetic, results-oriented Civil Engineering Assistant to join the Engineering Division of the Public Works Department.  Under the supervision of the City Engineer and/or Principal Engineer, the Civil Engineering Assistant is responsible for performing basic civil engineering tasks both in the field and in the office. 

Essential Duties

• Prepare, assist or manage the preparation of specifications, plans, estimates and reports pertaining to the construction, maintenance and operation of a variety of engineering projects.
• Perform design and drafting duties in connection with street, sewer, storm drain, traffic, facilities and other Public Works projects.
• Coordinate, collaborate and communicate with design consultants, contractors and outside agencies to deliver a variety of engineering projects.
• Regularly track project schedules, contracts and budgets.
• Provide field inspection of public/private improvements in the public right of way for compliance with established City standards and procedures.
• Provide information regarding existing infrastructure to satisfy inquiries from staff, developers and citizens.
• Plan check parcel maps, tract maps and private/public agency development plans.
• Provide technical advice and counsel to developers and others in the interpretation of City Ordinances and established City policies related to land development.
• Review and process all Public Works permits.
• Compute appropriate fees for engineering permits, plan checks and related functions.
• Disseminate, modify, and maintain all Public Works records, maps, files, databases and associated GIS base map.
• Provide backup and support to other divisions.
• Independently plan work details for technical determinations.
• Assist in traffic and transportation design and review related activities.

The City of Pacifica is a beautiful coastal community, just south of San Francisco with an exciting opportunity. We are currently hiring an Engineering Intern to join our team. Under general supervision, the new team member will perform sub-professional engineering work involving manual and computer drafting, traffic data gathering, records management, map interpretation and processing, retrieval of information, assist with field surveys, and to do related work as required. This position will assist the Department of Public Works, Engineering Division.
