ABOUT THE POSITION

This is an excellent opportunity for a motivated professional to join our team as a supervisor helping the Parks Division meet its goal of fostering a range of recreational opportunities for the public through clean and safe park and landscape spaces. We are currently recruiting for (2) full-time positions that plan, organize, direct, supervise, and review the activities of assigned crews in the maintenance and development of park and median landscaped areas. These positions also perform technically complex maintenance duties and provide responsible and technical staff assistance as needed.

The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. This involves service and coordination to multiple agencies and municipalities.  Additionally, the general management of the operating and capital budgets;
financial planning for the municipal corporation; continued improvement, expansion, or redirection of programs and activities within the organization to meet community needs; recommendation of senior management personnel; participation in labor relations activities; generating public information, facilitating conversation and information exchange with citizens, encouraging community participation; and representing the organization in  
inter-jurisdictional matters with other agencies as designated by the City Manager.

These duties are carried out under the direction of the City Manager through the implementation of City Council policies and legislative actions. The Office of the City Manager is responsible for implementation of the City Council and community’s vision and priorities.

The City of Redwood City’s Parks, Recreation, and Community Services Department invites you to apply for the full-time position of HUMAN SERVICES SPECIALIST (BILINGUAL – SPANISH & ENGLISH) at the Fair Oaks Community Center (FOCC). The FOCC is a multi-service agency that offers a variety of programs and services provided by City staff and non-profit and public agency partners.

THE DEPARTMENT

The Fire Department operates five (5) fire stations throughout the City which are staffed 24-hours per day, plus an Emergency Operations Center and Fire Training Tower. Two fire stations have paramedic ambulances. The City of South San Francisco is the only Fire Department in San Mateo County providing its own paramedic transport services. The Paramedic ambulances respond to medical emergencies, as well as structure fires and other hazardous incidents. The department cross-staffs a Type I/Heavy Urban Search and Rescue, an OES Type VI Engine, and two Fire/Rescue Boats.

The Fire Department is an active participant in the San Mateo County automatic aid system and responds regularly in support of neighboring jurisdictions throughout the county, including the San Francisco International Airport.  Department members are eligible to participate on FEMA USAR California Task Force 3, sponsored by the Menlo Park Fire Protection District.  The department is also an active participant in the Bay Area Maritime Search and Rescue Council and regularly trains with other fire agencies and the United States Coast Guard.  

The City is planning for the replacement and expansion of two of its existing fire stations, modernizing and relocating the facilities to better serve the public.

In support of the San Mateo County automatic aid agreement, all entry level candidates will attend a regional, county-wide, fire academy where they will be introduced to all agencies in the county and rotate through a variety of training sites.  The roughly 12-week academy also includes specialized training depending on candidate certifications.

The South San Francisco Fire Department exists to protect the members of our residential and business communities, our neighbors and visitors, their property, and environment.  We will work to prevent injury and damage through education, fire prevention and to respond to the impact of fire, medical emergencies, natural and human-caused disasters, and release of hazardous materials.

An eligible employment list will be created for the position of Paramedic/Firefighter and will be used to fill current and future vacancies.  This classification encompasses the full range of firefighter duties and Paramedic Ambulance Transport Services.  Incumbents currently work a 2/4 work schedule with a 24-hour work cycle (2/24 hour shifts with 4 days off). Training is provided to protect life, property, and the environment from the risks of fire, explosion, and hazardous materials.

This is a full-time, 40 hours per week position working Monday, Tuesday, Thursday 8:00 AM to 5:00 PM, Wednesday 8:00 AM to 7:30 PM, and Friday 8:00 AM to 1:30 PM with occasional evening and weekend hours.

The Department

The Parks, Beaches and Recreation Department within the City of Pacifica works closely with the community providing programming to youth, seniors and all citizens.  We strive to foster a collaborative and collegial atmosphere among staff while providing high quality programs, activities and events to the community and neighborhoods. DEFINITION

Under immediate and general supervision, classes in this three level series provide a wide variety of responsible and complex administrative, secretarial and clerical duties for an assigned department and department head, to coordinate and participate in office functions in support of the department's goals and objectives; to provide information and assistance to employees and the public regarding departmental policies and procedures.

DISTINGUISHING CHARACTERISTICS

The emphasis of the Administrative Assistant series is on the accomplishment of general clerical and administrative support duties.

Administrative Assistant I

This is the entry level in the series. Employees perform routine duties under immediate supervision.

Administrative Assistant II

The is the journey level in the series. Employees perform both routine and more complex duties under general supervision.

SUPERVISION RECEIVED AND EXERCISED

Immediate supervision is provided to the Administrative Assistant I. General supervision provided to the Administrative II and III is provided by the department head of designee. The Administrative Assistant III may lead or supervise assigned staff.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

• Maintains a system of files and records.
• Composes correspondence and prepares reports independently or from oral instructions.

• Prepares detailed and complex reports.

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. All activities are performed within specified legal guidelines. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

The Organization

The City of Pacifica is a general law city and operates under the Council/Manager Form of Government. Legislative authority is vested in a five member City Council elected at large, one of which is appointed Mayor by the Council. Key City Council commissions and committees include: the Planning Commission, Parks Beaches and Recreation Commission, Open Space and Parkland Advisory Committee, Library Advisory Committee, Beautification Advisory Committee, Economic Development Committee, and the Emergency Preparedness & Safety Commission.

The Department

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program. 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the wastewater treatment and water recycling treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff with 29 in the Wastewater Division. The Wastewater Division has an annual operating budget of $14 million along with a FY2022-23 CIP appropriation of $ 10.1 million.

The Community

Minimum Qualifications

Education and Experience:

• College level course work in chemistry, engineering or related field. Bachelor’s Degree from an accredited four-year college or university with major course work in Civil Engineering, Chemistry, or related field is desirable.
• Five years of progressively responsible administrative and supervisory related experience in Wastewater Treatment at a public agency. Extensive experience in operations and maintenance of pump/lift stations highly desirable.

Licenses Required:

Must possess a valid California Class C driver’s license and have a satisfactory driving record. Possession of a current Grade IV Wastewater Collections System Maintenance Certificate as issued by the California Water Environment Association is required.
