The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Under general supervision, the Light Rail Power Supervisor supervises and coordinates the overhead power and substation maintenance and repair of the light rail system.

Distinguishing Characteristics
This is the first full supervisory level in the maintenance and repair of electric power systems for light rail, including overhead and substations. The next higher class of Light Rail Way, Power and Signal Superintendent manages the overall activities of the program and supervises this class.

Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

• Laws, ordinances, and regulations governing electrical installation, maintenance, safety, and accident prevention.

Ability to:

• Test and repair electrical and electronic equipment and installations;
• Work independently and safely with 750 volt DC and 11,000 - 22,000 volts AC power;
• Perform work in compliance with safety rules and regulations;
• Operate welding equipment used in electrical work;
• Read and interpret construction plans, specification and electronic schematics, diagrams, and maintenance manuals;
• Estimate costs for time, labor and materials;
• Maintain records;
• Prepare written reports, document defects and repairs on inspection forms, work orders, or designated computer programs;
• Perform computer-related functions that allow for data input and retrieval;
• Assign and review the work of and train others;
• Learn and stay current on all new technologies introduced into the transit industry as it relates to electrified rail;
• Effectively read, understand, and use technical information found in repair manuals, service change bulletins, and applicable technical documents, including parts and supply manuals;
• Establish and maintain effective relations with those encountered in day-to-day performance of tasks.
