The Department:

The Position: 

The position will report to the Systems Support Division within SVP.  As the As-Needed Electric Program Manager (PI) you will help lead and coordinate a comprehensive improvement initiative for the organization’s AVEVA PI System. This role is responsible for assessing current-state challenges across infrastructure, data quality, tag management, workflows, and governance, and driving a structured program to modernize and stabilize the PI environment. The position operates in a cross-functional capacity, partnering with IT, OT/engineering, operations, and business stakeholders to ensure the PI system is reliable, scalable, and aligned with enterprise data and analytics objectives. This is an as-needed role, with flexible hours based on project phase and organizational priorities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

• Lead end-to-end program management of AVEVA PI system improvement initiatives.
• Working with AVEVA, conduct current-state assessments of PI architecture, interfaces, tag structure, and data flows.
• Establish and implement PI governance frameworks, including standards for tag naming, metadata, and data ownership.
• Coordinate remediation of data quality issues and rationalization of tags and assets.
• Oversee upgrades, patching, and infrastructure modernization (on-prem and/or cloud).
• Facilitate integration of PI with enterprise systems (e.g., analytics platforms, data lakes, SCADA/OT systems).
• Define and improve workflows for data ingestion, validation, and consumption.
• Manage vendors, system integrators, and internal technical teams.
• Track program milestones, risks, dependencies, and budget.
• Provide regular status reporting to executive and technical stakeholders.
• Develop documentation, standards, and knowledge transfer materials.
• Support change management and user adoption efforts.

Minimum Qualifications:

Minimum Education Requirements: 

Bachelor’s degree in Engineering, Computer Science, Information Systems.  

Minimum Experience Requirements: 

A minimum of five (5) years of experience in technical program or project management.

Acceptable Substitution: 

Four (4) years of additional experience in technical program or project management can be substituted for a Bachelor’s degree in Engineering, Computer Science, Information Systems.  

License/Certifications: 

Project Management Professional (PMP), PgMP, or equivalent preferred.

Desirable Qualifications: 

Demonstrated experience with AVEVA PI System (formerly OSIsoft PI), including architecture, data infrastructure, and integrations. Strong understanding of OT systems, telemetry, and real-time data environments.

Knowledge, Skills, and Abilities:

In-depth understanding of AVEVA Pl System architecture (Data Archive, AF, interfaces) and real-time industrial/OT data environments, including SCADA and telemetry systems. Strong knowledge of IT/OT integration, data governance practices, and infrastructure considerations across on-premises and cloud environments.

Demonstrated skill in leading complex, cross-functional technical programs, including assessing system gaps and executing improvement roadmaps for data, infrastructure, and governance. Strong communication and facilitation skills to align technical and business stakeholders, manage vendors, and drive decisions.

Ability to translate operational and business needs into actionable technical strategies while establishing standards for data quality, tag management, and system governance. Proven ability to drive change, manage competing priorities, and deliver results in a dynamic environment through collaboration and influence without direct authority.

Position Duties

Position Summary

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Distinguishing Characteristics

This is the advanced journey level in the Finance series. • May administer and oversee the business licensing fee function for the City by coordinating the collection of business licenses fees, verification of transaction information, computation of charges and refunds, preparation and mailing of invoices; notification to customers of delinquent accounts and insufficient payments coordinating licensing activities with the public, other departments and other agencies; and updating of licensing records by collecting, calculation, and entering data, audition records and entering changes.
• Assist in recording payroll entry and PERS retirement contributions.
• Coordinates and assists in developing and implementing the City’s fiscal budget.
• Schedules budget preparation tasks to meet established deadlines; coordinates budget related matters with departments and provides training and guidance when necessary.
• Evaluates the budget during the execution and implementation phase; identifies variances requiring corrective action; recommends appropriate correction action.
• Reviews and approves purchase requisitions and budget transfers.
• Coordinates the development of the 5-year Capital Improvement Program publication, including but not limited to, document project management, department communications, template structure design and development, schedule development and financial analysis.
• May assist in grant accounting; type statistical schedules and reports; assemble and copy documents.
• May assist in ensuring 1099s are properly prepared.
• Coordinate debt, debt activities, debt schedules and interfund loan activities for the City and other City authorities; participate in debt issuance and financings; analyze debt and work with City departments on debt related matters.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary.
• Perform special analyses and reports as required by the City Council, management staff, and outside agencies; audit petty cash funds; update general ledger and verify fund balances; reconcile bank accounts.
• May perform general supervision of subordinate Finance Department staff.
• Perform related duties as required.

•  Conduct public outreach and education for a variety of programs or projects, including presenting to stakeholders, advisory bodies, the Planning Commission, and the Board of Supervisors. Collaborate with regional partners and stakeholders.
• Utilize technology, such as GIS and mapping software, website management systems, and other tools to advance policy and program implementations.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

They are familiar with state planning laws and requirements and can develop a comprehensive understanding of the laws and local implementing ordinances to ensure compliance. Additionally, the ideal candidate will have experience working in local government and/or in a long-range planning field and implementing the California Environmental Quality Act. The candidate should demonstrate experience working on a range of long-range planning documents including, but not limited to, General Plans, Specific Plans, and zoning text amendments, and will possess knowledge of a range of planning topics, including land use, community design, housing, sustainability and adaptation, mobility planning, habitat conservation, and natural resource programs.

The San José - Santa Clara Regional Wastewater Facility (RWF) is one of the largest advanced wastewater treatment facilities in the nation and treats water from homes and businesses in the cities of San José, Santa Clara, Milpitas, Campbell, Cupertino, Los Gatos, Monte Sereno, Saratoga, and unincorporated areas within Santa Clara County. Position Duties

The Environmental Services Department is currently seeking to fill multiple full-time Wastewater Operator I/II/III vacancies at the San José - Santa Clara Regional Wastewater Facility (RWF).

Job Classification Overview - Wastewater Operator I/II/III

Under general supervision, performs a variety of work of routine difficulty involved in operation of the San José/Santa Clara Regional Wastewater Facility. 

Typical duties include but are not limited to:

• Inspects, operates, adjusts and maintains equipment in one or more areas of the wastewater treatment plant sections.
• Operates pumps, valves, motors, blowers, internal combustion engines, vehicles, and other related wastewater treatment process equipment.
• Reads and interprets SCADA (supervisory control and data acquisition) system, gauges, dials and other process instruments; recognizes and diagnoses alarms and other warning indicators and makes necessary process and equipment adjustments to maintain process integrity.
• Maintains records of instrument readings and performs process computations and graphing as required.
• Performs routine laboratory tests used in sewage treatment process; takes samples and performs various simple tests for process control.
• Removes solids, pollutants, and harmful bacteria from wastewater to make it less objectionable and more stable.
• Reviews and provides improvements to wastewater facility SOP and processes.
• Accurately completes work orders for use in the Computerized Maintenance Management System (CMMS).
• Other duties as assigned.

Assignments may be made to any shift in an around-the-clock operation, and incumbents must also be available for work on Saturday, Sunday, and holidays.

• Wastewater Operator II: $98,384.00-$122,865.60
• Wastewater Operator III: $104,166.40-$130,124.80

Wastewater Operator I

Education: Successful completion of high school, General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate.

Experience: One (1) year experience as a Wastewater Operator Trainee with the City of San José or one (1) year experience at a Wastewater treatment facility with similar processes.

Certifications: Possession of a valid California State Water Resources Control Board (SWRCB) Operator Grade I or higher Certificate.

Required Licensing: Possession of a valid State of California Class C driver's license. 

• If selected, the Conditional Offer of Employment may be contingent upon you providing proof of a valid State of California driver’s license, and an assessment of your California DMV Employer Pull Notice (EPN) as per the DMV Release of Driver Record Information form. Required Licensing: Possession of a valid State of California Class C driver's license.
