THE PUBLIC WORKS DEPARTMENT

Key Strategic Initiatives 

Key Strategic Initiatives: During the next 24 to 36 months, Public Works has several large initiatives underway to improve organizational performance and further advance community goals. The Zero Waste Strategic Plan and accompanying Five Year rate implementation will be key to funding new programs and infrastructure needed to achieve Berkeley’s waste diversion goals. The Bike Plan, Pedestrian Plan, and Vision Zero Plans are scheduled for large scale updates and public processes to define the traffic safety and infrastructure priorities of the future. Finally, an update of the goBerkeley Parking Program is underway to re-evaluate parking demand and transit uses to continue to drive effective curb management of metered parking and reduce emissions through improved programs.

Division Overviews

Refuse & Recycling – Berkeley has a long-standing commitment to reducing and ultimately eliminating landfill waste. The City established one of the nation’s first municipal recycling programs and, in 2019, adopted one of California’s most comprehensive ordinances regulating single-use foodware and litter. Berkeley operates its own transfer station and waste-collection franchise—an uncommon model in the region. Given its commitment to waste diversion, Berkeley is one of the few municipalities in the region that has its own City-owned transfer station and waste collection franchise operations. 

Streets & Utilities – Includes street maintenance, sewer maintenance, the Clean City Program which is responsible for illegal dumping collection, litter collection, encampment support, street sweeping).

Facilities Management – Responsibilities include electrical maintenance and Radio Shop; building maintenance and janitorial services; and property management support. This Division maintains public service facilities, traffic signals and pedestrian control devices, and streetlights. 

Public Works Administration – Leading, integrating and supporting departmental services, the administrative division provides strategic planning and policy formulation, budget administration, human resources management, payroll processing, coordination of legislative issues, and management of information systems.

Engineering & Capital Infrastructure – Under the leadership and technical guidance by the Engineering Manager/City Engineer Sidewalk Program, Sanitary Sewer Program, Pavement Rehabilitation Program, Storm Water, Utilities, Land Use Permitting, and Facilities Capital Renovations. In 2016 Berkeley voters passed the $100 million T1 infrastructure bond. There are more than $40 million in capital projects currently underway. In addition, in 2024, Berkeley voters approved Measure FF, which is a parcel that tax that is estimated to generate $15 million per year for the City to make repairs to streets, sidewalks, and pedestrian paths.

Transportation Division – The Transportation Division oversees citywide transportation planning, traffic engineering, parking, bicycle and pedestrian planning, and alternative transportation programs. In partnership with neighborhood organizations, community groups, and local business associations, the Transportation Division develops short- and long-range policy recommendations and directs program implementation to support a safe, efficient transportation environment in Berkeley.

 

THE PUBLIC WORKS DIRECTOR

The Director of Public Works is responsible for leading the operations, planning, administration, financial management, and intergovernmental relations associated with all Public Works activities, including:

-Directing the operations of the Department which include streets and sanitation, engineering, traffic engineering, facilities maintenance, equipment maintenance, and solid waste management, collection and disposal; performs related work as required.

-Planning and administering all aspects of the following: streets and sanitation, including construction and maintenance of streets, sidewalks, storm drains, and lateral sewer lines; facilities maintenance for City buildings and grounds, and installation and repair of electrical facilities such as street lighting, police and fire alarm, and communications systems; equipment maintenance for police and fire vehicles, solid waste trucks, construction equipment, fleet vehicles and other motorized equipment.

-Overseeing operations management including solid waste collection and the long-range planning of environmentally sound solid waste collection, recycling, and disposal which meets with community standards; the planning, design, installation and maintenance of traffic signs, signals and markings; and engineering design and inspection.

-Assuming direct responsibility for dealing with complex matters involving policy, administration and operations. This position requires considerable public partnership with citizen groups, boards, commissions, other governmental agencies, and other City departments and officials.

 

THE IDEAL CANDIDATE

They will also understand the culture of a large municipal public works agency and demonstrate the ability to lead and communicate with diverse professional and skilled-labor teams. 

 

MINIMUM QUALIFICATIONS

Equivalent to graduation from an accredited college with a degree in civil engineering, architecture, planning, public administration, or a closely related field. Six years of professional experience in the field of public works, planning, or high-level project management. A minimum of four years of this experience must have involved high-level management of a variety of programs and demonstrated success in supervising a sizable professional and administrative staff involving policy information, program planning, development and implementation. An advanced degree may be substituted for the non-supervisory experience on a year-for-year basis, for up to two years of the required experience.

Parking and Downtown Operations Parking Manager

The Parking Manager reports to the Parking and Downtown Operations Division Manager and will focus on managing the day-to-day operations of eight (8) parking garages and six (6) surface lots with a total of approximately 7,300 parking spaces primarily in Downtown San José.  They will also manage roughly 2,500 on-street parking meters throughout the City.

 

The Parking Manager oversees a team of eleven (11) which include two (2) direct reports, one Parking and Ground Transportation Administrator and one Sr. Analyst. 

 

The primary focus of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 

 

Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking Facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   

 

The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 

 

This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters Section in the Department of Transportation. Principal areas of responsibility include the following: 

• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 

• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 

• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters. 

• Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies. 

• Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street  and On-Street Parking Services. 

• Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs  

• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets. 

• Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.

The Department of Public Works is currently seeking to fill one (1) full-time, Communication Installer vacancy.

Salary range for this classification is: $86,508.24- $105,115.92

Under general supervision of the Buildup Equipment Maintenance Supervisor, the Communications Installer performs duties related to the installation, fabrication, and servicing of automotive electrical systems and devices. This role places special emphasis on emergency lighting and communication systems across a wide range of vehicles, including police vehicles and motorcycles, fire apparatus, and other municipal fleet vehicles.

Installations must meet or exceed OEM manufacturer quality standards and follow industry best practices. This includes proper wire sizing based and circuit protection on electrical loads, strategic equipment placement with an emphasis on serviceability, correct wire routing, effective power distribution, appropriate antenna placement, and proper grounding and power return.

The Communications Installer is also responsible for installing intercom systems, emergency and warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom non-standard equipment. They must be able to integrate after market components into OEM systems. These systems are commonly utilized in emergency response vehicles and other specialized municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position: 

• Knowledge and ability to install and diagnose the systems and equipment utilized by the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.
• Disassembly and reassembly of vehicles interior panels with emphasis on not damaging the components.  
• Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.
• Ability to accurately document all non-standard installations, complete necessary paperwork, installation forms, and data entry in a timely manner.
• Ability to work effectively and communicate with internal and external stake holders on interconnection and installation. May be required to diagnose issues when necessary.
• Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.
• Data entry and labor hour tracking within in a fleet database

The Communication Installer maybe required to work on weekends and/or holidays when necessary.

THE DEPARTMENT

The City Attorney's Office provides the City with the highest caliber legal services and advice, and protects and advances the interests of the City by all legal and ethical means. The department provides legal advice and support to the City Council, City Manager, all City Departments, as well as appointed City Boards and Commissions. 

 

THE OPPORTUNITY

Although the City Attorney’s Office collectively serves as the City’s Risk Manager, this is the first time the role has been established as a stand-alone position. As the inaugural Risk Manager, the incumbent will have the unique opportunity to shape and develop the program. Under the general direction of the City Attorney, the Risk Manager administers the general liability claims program, provides advice and education to City officials and employees on risk avoidance, retention, and transfer, and serves as the City’s liaison to the Bay Cities Joint Powers Insurance Authority. 

 

THE IDEAL CANDIDATE

The ideal candidate is an experienced and forward-thinking risk management professional with a strong foundation in government claims, public liability litigation, and insurance practices within public agencies. They bring experience working with attorneys on liability cases, guiding mediation strategies, and supporting the City’s interests in settlement negotiations. The successful candidate is well-versed in general liability and property insurance, public agency risk pools, and contractual risk transfer, and is able to analyze complex data, assess financial impacts, and make informed recommendations to identify emerging risk issues.

Strengths include being proactive, analytical, and solutions-oriented, with a demonstrated ability to strengthen risk management practices across an entire organization. The ideal candidate will provide clear, practical advice to departments citywide, review contracts with a critical eye toward risk exposure, and recommend strategies to avoid, reduce, or transfer risk. The ideal candidate is comfortable meeting with a wide variety of groups, serving as the City’s representative on a risk pool board, actively participating in governance, and presenting information in a clear, concise, and accessible manner to a wide range of audiences.

They are highly organized, detail-oriented, and skilled at managing multiple priorities, including reviewing invoices, overseeing work, engaging in case assessments, and navigating mediation processes. The ideal candidate brings strong writing skills, sound judgment, and the ability to work independently with minimal direction – looking at things with a fresh mindset and consistently seeking better, data-informed approaches. A collaborative spirit and the ability to work effectively with a diverse team round out this candidate’s strengths.

While advanced expertise in public agency insurance and risk management terminology is ideal, candidates with strong transferable skills and the ability to quickly learn the nuances of municipal risk management are encouraged to apply.

 

THE RISK MANAGER

This is a supervisory position in which incumbents direct, coordinate and perform the work related to managing the City’s claims through the Bay Cities Joint Powers Insurance Authority and outside counsel conducting legal work on behalf of the city. Incumbents work collaboratively with attorneys within the City Attorney’s Office and with staff from City Departments related to liability claims made against the City. This classification is distinguished from other classifications responsible for occupational health and safety and workers’ compensation by the absence of those program elements. Areas of responsibility include:

• Plans, organizes, develops, supervises and coordinates the operations of the Risk Management Division within the City Attorney’s Office. 
• Receives claims, determines if claims meet statutory requirements, sets reserves, and determines who will adjust. 
• Performs or facilitates investigations; works with City staff, third-party claims adjusters, attorneys, and subject matter experts to evaluate investigation and determine whether a claim should be accepted or denied.
• Ensures that all statutory time limits and documentation are complied with; represents the City in small claims matters involving tort claims; coordinates with City Attorney's Office staff with regards to claims evolving into litigation.
• Develops and maintains a comprehensive claims management system for making determinations on processing of public liability claims and supervises the processing of City claims, individuals and other agencies.
• Coordinates with attorneys to provide research and recommendations for legal issues concerned with safety and risk management. 
• Maintains a complete record system of all claims and related activities. 
• Coordinates, prepares and presents studies, reports and agenda items to the City Council and other City boards or teams. 
• Studies statutory and regulatory requirements and modifies program components to ensure they meet standards and legislative mandates established by federal and state regulations; analyze the impact of legislative changes. 
• Represents the City on the Bay Cities Joint Powers Insurance Authority for general liability.
• Evaluates insurance risks; monitors the City's insurance program including reviewing and approving contracts to reduce risk exposure and to develop accident insurance and indemnification provisions and contacting vendors and consultants regarding insurance requirements; evaluates costs and benefits of alternative coverage; re-negotiates or makes arrangements for coverage; and develops insurance requirements, reviews bids, and recommends policy purchases. 
• Supervises, evaluates, and trains staff. 
• Performs related duties as assigned.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 

Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, industrial engineering, risk management, or a closely related field.

Experience
Four (4) years of progressively responsible professional experience in risk management, loss prevention or municipal/corporate insurance administration, including supervisory experience.

Licenses, Certifications, and Other Requirements
Designation as Associate in Risk Management for Public Entities (ARM-P) is highly desirable. When driving on City business, must possess a valid California driver’s license.

The City of Newark is seeking an Urban Forest Supervisor for the Public Works Department. The Urban Forest Supervisor leads the City’s forestry and landscape maintenance programs. This role blends strategic planning, technical expertise in tree health, and hands-on project management to ensure a safe and well-maintained urban environment.

EXAMPLE OF DUTIES

• Participates in the preparation of the operating budget for the landscape and tree program; participates in the forecasting of additional funds needed for materials and supplies and gathers cost estimates as directed. 
• Provides skilled and technical direction on care, maintenance, disease prevention, and removal of trees; plans inspection and maintenance of all trees in appropriate cycles; assigns priorities and special projects as needed.  
• Inspects work sites before, during and after completion of work to assure that required work is completed in a satisfactory and thorough manner; inspects work sites, equipment and tools for compliance with safety standards; and inspects and approves work done by outside contractors. 

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible experience in landscape and tree maintenance, including two (2) years of lead responsibility or other qualifying higher level public works maintenance experience.

Licenses and Certifications

• Possession of a Qualified Applicator Certificate issued by the State of California.
• Possession of certificate as a Certified Arborist from the International Society of Arboriculture.
• Possession of a valid driver's license and a satisfactory driving record throughout employment. 

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions: Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together, these divisions carry out the mission of the Finance Department to ensure that the City's financial and fiscal activities are performed, recorded, and presented in compliance with professional and ethical standards.

 

The Position: 

The Finance Department seeks to recruit a Meter Reader with experience working independently, with a high level of motivation, integrity, and customer service. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.

ABOUT THE POSITION
Are you a motivated and aspiring Civil Engineer looking to apply your knowledge in a real-world setting? The City of Gilroy is recruiting for a Civil Engineering Intern to support critical projects that directly impact the community. As an Intern, you will assist in the design, analysis, and implementation of infrastructure projects, gaining exposure to municipal engineering processes.

WORK SCHEDULE 

This internship can start as early as June 1, 2026, and end as late as September 30, 2026. 

This paid internship is offered at 15 – 25 hours per week with flexible scheduling. 

The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

 

EXAMPLES OF DUTIES

Interns are in a learning environment and will assist with the following tasks and projects:

• Review technical reports, plans, and specifications. 
• Participate in field investigations and inspections. 
• Calculate material quantity estimates for contract bids. 
• Prepare, collect, and organize documents for construction contract compliance.

THE POSITION:

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. Performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service.

The mission of the Development Services Department is to help manage the future development of Hayward, to ensure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of codes and standards, and provide new housing opportunities for the residents of the City.

What you will do: 
Duties may include but are not limited to the following:

• Assists in the development and implementation of goals, objectives, policies and priorities for the division.
• Plans, organizes, controls, and evaluates the functions and activities of the Building Inspection Division, including building inspections, electrical inspections, plumbing and mechanical inspections, plan checking, and issuance of permits.
• Establishes, improves, schedules, and coordinates the plan checking and building inspection procedures of the City.
• Maintains close coordination between various City departments for the plan check and building inspection functions.
• Makes presentations to public agencies, business and civic groups, and other organizations regarding code and safety-related issues.
• Assists in the preparation and administration of the budget, including recommendations for establishing and adjusting plan check and inspection fees.
• Serves as staff liaison and provides recommendations to the Building Abatement Hearing Panel and various citizen advisory committees.
• Supervises, trains, and evaluates subordinate professional, technical, and clerical personnel.
• Determines code interpretations in complex and unclear cases.
• Provides leadership and motivation to expand staff knowledge and provides excellent customer service.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner.
