The City of Newark is seeking an experienced, detail-oriented, and highly professional City Clerk to lead and manage the operations of the City Clerk’s Office. This key leadership position is responsible for maintaining the integrity of the City’s official records, ensuring transparency in local government, and safeguarding public information.

The City Clerk oversees the preparation and maintenance of City Council agendas and minutes, directs municipal elections, administers the City’s Records Management Program, and serves as the Filing Officer for the Fair Political Practices Commission. THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor. The City of Newark is hiring a Community Preservation Specialist. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

In this position, you will:

• Advises property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable. 

Under general supervision of the Chief Building Official, the Building Permit Technician performs technical, paraprofessional support, customer service, and clerical work supporting the operations involved with the issuance and coordination of the building inspection and permits process.

CLASS CHARACTERISITICS:

The incumbent will usually serve the public at the front counter and provide information regarding permits and building code requirements.  The nature of the tasks requires good public relations skills and the ability to handle customers with tact and good judgment.  The position will perform routine and complex tasks associated with the receipt, review and tracking of building permit applications through the permit process to ensure the efficiency and compliance to department policies and procedures.  May receive functional or technical supervision from department staff.  May exercise functional or technical supervision over other clerical positions.

• Efficiently process building permit applications and miscellaneous permits; ensure all necessary approvals are obtained.

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.  Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.  Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel. OTHER JOB FUNCTIONS

Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.  Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.  Ensure that businesses are operating in compliance with the fire code. Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.  Respond to inquiries from the public.  Assist in investigating fire origin and cause.  May be requested to respond to emergencies during non-duty hours.  Control traffic.  Inventory supplies; maintain records. Can serve as “acting positions” when certified.  Clean station quarters and equipment and maintain a clean and orderly condition in and about the fire station; perform minor building maintenance.  Operate radio and communications equipment.  Assist in overhaul and salvage operations.  Learn a wide variety of firefighting duties, methods, and procedures including the operation of firefighting apparatus, equipment, and tools.

QUALIFICATIONS

Education: 

High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable. Proof of completion of a Firefighter Academy may be required. 

Experience: 

Any experience that would likely provide the required ability is qualifying; firefighting experience is desirable.

 License or Certificate:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).
• Proof of validated written test completion given by recognized institution such as Fire Candidate Training Center (FCTC), the City of Woodland, or another accepted agency may be required.  

Required Upon Hire and Continued Employment:

• Possession of a valid California Driver’s License
• Emergency Medical Technician Certificate
