The City of Burlingame is currently recruiting for an Accounting Assistant I/II/III to perform a variety of accounting support duties, which (depending on the needs of the department) may include customer service in person and by telephone, accounts payable, accounts receivable, utility billing, cashiering, payroll, and general accounting duties.  The current opening is for Accounts Payable.

 

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

What You’ll Do

The City of Foster City is seeking a dedicated Code Enforcement Officer I with strong interpersonal skills. The Code Enforcement Officer will perform routine and standardized tasks and duties like conducting field checks to uncover possible violations of a variety of City codes and ordinances including zoning, nuisance, property maintenance, and housing. This position will analyze and make recommendations on policy development and investigate possible violations, contact responsible individuals in person and in writing and perform follow-up investigations to see that remedial action has been taken. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education: AA degree from an accredited college; BA degree desirable.

Experience: One year of experience in public contact work involving investigation or inspection skills.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The CDD will make the hiring decision.

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).

What You Bring

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.

Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.
• Review departmental budgetary proposals and make recommendations on staffing and resource needs and other expenditure requirements to accomplish citywide goals.

• Oversee preparation and timely filing of tax, state/federal, and other special reports.
• Interpret and maintain compliance with pertinent budgetary, legal, procedural and specially funded program requirements.
• Manage the City’s capital financing programs, including debt issuance.
• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.

ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Building Maintenance Worker position.  The Building Maintenance Worker positions in this class are assigned a variety of tasks in the building trades. Although work requires the use of journey level tools and the ability to perform tasks in several of the crafts, the skill required in any one field is normally less than would be required of a journey level worker in that field. Technical supervision may be regularly exercised over one or more helpers.

Typical duties may include:

• Assist in a variety of carpentry and building maintenance tasks for municipal facilities. Keep accurate and timely records of building maintenance activities utilizing a computer work order system.
• Install, maintain, and repair plumbing systems and a variety of plumbing fixtures such as drinking fountains, faucets, sinks, toilets, water heaters, and aquatic facilities.
• Unstop drains and toilets.
• Use computerized/electronic equipment as required.
• Solicit bids and order parts and materials (purchasing) as needed
• Repair, install, and construct walls, cabinets, countertops, and other wood equipment and fixtures.
• Perform hand and bench work, operating table saw, miter saw, drill presses, skill saws, and other woodworking machinery.
• Maintain and repair structures such as barricades, fences, scaffolds and playground equipment and perform maintenance and repair on park and other City structures.
• Make repairs on doors, windows, floors, lockers, gates, roofs, and ceilings.
• Construct new walls, ceilings, and flooring.
• Prepare surfaces for painting, wallpapering, or staining and remove graffiti.
• Apply paint to building interiors and exteriors, fixtures and equipment. Prepare and paint or stain cabinets, doors, woodwork and other surfaces.
• Assist in general facility maintenance duties as required
• Repair, replace, and maintain electrical wiring, fuses, switches, motors, generators, lighting systems, and other fixtures and equipment
• Train and assist less experienced personnel.
• Perform basic preventive maintenance and repairs to heating, ventilation and air conditioning (HVAC) equipment.
• Perform work with a record of regular attendance and punctuality.

ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. The incumbent may also be assigned to work at other Redwood City Public Library locations. This position requires work during the day, evenings and weekend rotation (both Saturday and Sunday) and these are onsite/in-person positions. We may use the eligibility list created from this recruitment process to fill any part-time or full-time positions that occur in other Redwood City Public Library locations, during the life of the eligibility list.

Typical tasks include, but are not limited to:

• Primarily provide customer service in the following capacities (but not limited to):  
  • Provide customer service experience that strives for the highest level of satisfaction.
  • Assist the public with technology.
  • Answer routine in-person and telephone directional and informational questions; refer more difficult or technical questions to appropriate library staff.
  • Assist customers in locating library materials and information.
  • Register new customers; collect fees and overdue fines.
  • Check in and prepare materials for return to the library collection.
  • Assist library customers with checking out and checking in library materials.
• Repair library materials.
• Compile data and prepare summary activity reports. 
• Follow opening and closing procedures of the assigned library. 
• Input into library database information such as bibliographic and customer records.
• Assist in the processing of new library materials; process and discard old and worn library materials. Prepare routine reports, special reports and surveys.
• Retrieve and shelve books and other materials.
• Perform routine clerical assignments, including typing and answering telephones.
• Assign routine tasks and provide instructions to Library Aides in area of responsibility.
• Assist in ordering and receiving library materials and supplies.
• Receive, sort and distribute incoming and intradepartmental mail.
• May prepare and maintain displays and exhibits.
• Assist with library programs, special events, and outreach.
• Perform related duties as assigned.
