Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

 

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

 

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.
• Review departmental budgetary proposals and make recommendations on staffing and resource needs and other expenditure requirements to accomplish citywide goals.
• Prepare financial projections, analyze the City’s financial status and anticipate variances in the operating budget; provide reports and updates of same to the City Manager and City Council as required.
• Conduct a variety of special studies; prepare and may present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Oversee preparation and timely filing of tax, state/federal, and other special reports.
• Interpret and maintain compliance with pertinent budgetary, legal, procedural and specially funded program requirements.
• Manage the City’s capital financing programs, including debt issuance.
• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.

POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The City of Woodland is seeking an enthusiastic, team-oriented Conservation Coordinator focused on recycling and outreach to join the Environmental Service team under the City Manager’s Office of Equity, Environment, Economy, and Engagement. The Ideal Candidate will be familiar with regulatory issues and principles pertaining to pollutant reduction, waste diversion, and California’s Senate Bill 1383, as well as how these topics relate to energy conservation, waste, habitat quality, and other environmental issues. The position calls for a high level of public contact; ability to develop and coordinate events and program materials; good data analysis skills; ability to give presentations to City Council, local organizations, and community groups; good writing and speaking skills; ability to work both independently and in a close team relationship as needed; and ability to prioritize and simultaneously manage multiple programs and activities. The ability to speak and understand Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

• Coordinates and updates the City’s environmental programs; develop program materials for presentations to schools, community and neighborhood groups.  Track and analyze program-related legislation; make recommendations for City involvement in pending legislation and compliance and implementation of existing legislation.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

 

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. PART-TIME PERMIT TECHNICIAN 
(Engineering Division)

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.

• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Typical Qualifications:

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data. 
• Related departmental policies and procedures.
• Modern office practices, procedures, methods and equipment, including computer systems and software, including specialized permit maintenance systems.
• English usage, spelling, grammar and punctuation.

Ability to:

• Read, interpret and review plans, blue prints and supporting documentation; interpret, apply and explain applicable laws, codes and regulations.
• Use initiative and sound judgment within established procedural guidelines.
• Organize, coordinate and carry out assigned functions and activities.
• Compile and maintain complex and extensive records, analyze and compile technical and statistical information, and prepare detailed reports.
• Work independently in the absence of supervision and shift priorities as needed.
• Communicate clearly and concisely, both orally and in writing.
• Work cooperatively with other divisions, City officials and outside agencies; facilitate cooperation in pressured or confrontational situations.
• Represent division and the City as required with diplomacy and tact.
• Interpret and apply policies, laws and regulations.
• Operate and use modern office equipment, including computer equipment and software. Experience in utilizing permitting software would be preferred. 
• Maintain confidential data and information.
• Utilize a computer and type at a speed necessary for adequate performance of assigned duties.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience & Education:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and experience would be:

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.
