The City of Menlo Park is currently accepting applications for a temporary Equipment Mechanic in the Fleet Services Section of the Public Works Department. The Position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance use disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

Distinguishing Characteristics
This is an assistant department director classification that assists in overseeing and directing and participates in all activities of the Health and Human Services Department including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Director of Health and Human Services in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, County functions and activities, including the role of the Board of Supervisors, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include assisting in coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The County of San Mateo Procurement Division is seeking an experienced procurement professional for the position of Contract Administrator II (CA II). This position will provide procurement advice and assistance to departmental procurement staff throughout the County. The Procurement Division supports 23 departments within the County.

As of April 2024, procurement within the County is handled through OpenGov Procurement (OpenGov) software. Experience with OpenGov is desired but not required. OpenGov training will be provided to the CA II staff member.

Under supervision, the CA II will:

• Advise staff on solicitation development and contract management policies and processes.
• Assist staff with questions related to navigating OpenGov.
• Work on procurement projects.
• Participate in the development of procurement policy and training.
• Deliver procurement training to staff.
• Complete other procurement related work on an as-needed basis.

CA II is the fully experienced, journey level class in this series, capable of independently performing the full range of procurement work. The CA II should be knowledgeable regarding solicitation creation for professional services and contract administration duties.  The selected candidate will use their experience to advise staff on how to navigate and improve their procurement processes.  The CA II will be given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals.  The CA II will make basic programmatic decisions that require the exercise of independent judgment will be responsible for coordinating multiple functions or processes. An Incumbent at this level is typically assigned the more complex contracts.

The CA II staff member will have strong communication skills and professional conduct. They will be expected to provide excellent customer service while explaining procurement to county-wide staff. They will be comfortable creating and delivering trainings to staff on procurement topics.

Confidence in learning new technology will be important to this role. The CA II will be expected to become an advanced user of OpenGov and assist staff with navigating the software.

About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four (4) year college or university with major coursework in a job related field, including atmospheric and environmental science, environmental modeling, or environmental engineering, and four (4) years of professional level work experience preferably in a public agency, of which at least two (2) years were at a supervisory level. Some positions may require specialized training, education and experience.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.
