DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.
• Develop and maintain effective working relationships with staff at all levels and external agencies.
• Select, train, assign, and evaluate the performance of subordinate staff.
• Communication effectively, orally and in writing.
• Advance the use of technology in human resource processes.
• Keep abreast of current and new labor laws.

MINIMUM QUALIFICATIONS:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. The program seeks dedicated students who, through their academic achievement and/or employment history, have demonstrated high potential for a career in local government. Interns are encouraged to apply for full-time positions with the City after their internship is completed.

CLASS CHARACTERISTICS

Interns generally work under close supervision and perform simple or routine tasks while learning to perform the more difficult and responsible ones. Interns are hired as limited term employees and employment service is dependent on the length of the project or the particular City service needs.

Intern positions are by their nature temporary employment and Interns are not eligible for City benefit programs unless specifically approved in writing by the City Manager.

The work schedule is typically part-time 15-20 hours per week with flexibility to work 30 to 40 hours per week depending on the needs of the Intern and the City program assigned. Interns with significant experience in their assigned area may be eligible to move along the assigned Salary Band with the specific approval of the City Manager.

Intern positions are not permanently funded and may be terminated at any time.

EXAMPLES OF DUTIES

• May review and route routine planning documents, petitions, permits, packets and records; analyze environmental checklists and environmental information forms and make specific recommendations following department procedures;
• May assist professional and technical staff with special projects including surveying, data gathering and reporting, analyses and computerized report presentations;
• May respond to basic inquiries from the general public and resolve issues related to the City's planning and zoning procedures and specific permits; research and provide information to City staff and the general public regarding land use issues and standard environmental documentation;
• May perform a variety of activities relating to the development of financial and statistical reporting, including accumulating, analyzing and tracking of revenues and expenditures; analyzes financial trends and develops projections of costs and funding opportunities.
• May conduct surveys, research, and analysis of various departmental issues; may update procedure and policy manuals;
• May answer phones and/or assist the public or others including such tasks as taking messages, responding to questions or requests for assistance, screening and referring to sources of information, providing forms and explaining procedures for completion;

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.
4. Events & Equipment Support: Assist with event setup and teardown once events are completed. Maintain special event equipment, furniture and supplies and promptly report any damaged or broken items to a supervisor for replacement.

THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

• Assists in the development of the division’s work plan and implementation of goals, objectives, policies, procedures and work standards.
• Assigns work to professional, technical and clerical staff; reviews work to assure overall quality
• Provides for the training, evaluation and professional development of staff; interprets administrative policies and procedures; is responsible for morale and productivity of assigned staff.
• Prepares and administers the division’s budget; monitors authorized expenditures.
• Performs professional engineering work directly; reviews plans, specifications, proposals, contracts, estimates and other materials submitted by design professionals; reviews and approves projects for construction.
• Assists in the development and administration of the City’s Capital Improvement Program (CIP); determines the scope and cost of engineering projects, monitors project expenditures and forecasts annual funding needs.
• Directs the preparation of a variety of analytical studies and reports related to current and future public infrastructure and facility needs; reviews findings and makes recommendations. 
• Oversees the preparation and management of the consultant agreements, construction and vendor contracts that support the City’s CIP.
• Performs final review and approval of street improvement and grading plans for private development projects. 
• Reviews parcel and final subdivision maps for completeness and conformance with tentative maps and conditions of approval.
• Conducts site visits and meets with property owners, engineers, contractors or attorneys to review and resolve development or capital project issues or disputes as needed.
• Reviews and resolves traffic engineering related issues.
• Administer the scope of work and review studies and analysis conducted by traffic consultants.  
• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

DEFINITION

The City of Orinda Planning Department seeks a responsible and enthusiastic college student or recent college graduate to assist the Department with a variety of tasks.  The ideal candidate will have interest in local government, be able to work both independently and collaboratively, and represent the City in a manner that is professional, effective, and tactful.  Working a flexible schedule of up to 20 hours per week, the Planning Intern will perform responsible work in the areas of both current and long-range planning.

The Planning Intern will be paid on an hourly basis for actual hours worked - up to a maximum of 20 hours per week.   

TYPICAL FUNCTIONS

• Responds to public inquiries regarding zoning and related matters on the phone, via email, and at the Planning Counter.
• Conducts field work, including Planning Final Inspections, site visits, and code-enforcement.
• Assists staff in collecting and preparing data for various planning projects and provides support at community meetings as necessary.
• Conducts basic office functions such as data entry and file management.
• Researches and prepares routine graphic displays/exhibits for use by the Department, Planning Commission, and City Council.
• Drafts reports of limited or variable complexity.

Required Qualifications:

• Strong communication (written and oral), research, and analytical skills.
• Competency in basic computer programs/applications such as Microsoft Office, Google Drive, Box, etc.
• Basic understanding of planning principles.
• Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 30 lbs.
• Ability to pass a comprehensive background check and an occupational medical pre-employment physical exam which includes a pre-employment drug screen.

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.
