THE POSITION

Tri-City is looking for an individual to serve as a Bilingual Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

 

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

 

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

 

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

 

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

 

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

 

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

Summary

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.

Qualifications

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.

THE POSITION

Tri-City is looking for one (1) individual to serve as a Psychiatrist I/II for the Adult Outpatient Clinic. The Psychiatrist I/II will provide medical and psychiatric treatment and diagnostic services to clients in the caseload of Tri-City and provide collaborative work with a multidisciplinary team in a public mental health agency. Provide integrated, effective, and high quality behavioral health care to the residents of Pomona, Claremont and La Verne with moderate to severe functional impairment due to mental illness.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Perform intake and diagnostic interviews on a scheduled and emergent basis.
• Participate in diagnostic staff evaluation of clients.
• Provide medical psychiatric treatment of clients.
• Maintain and disseminate medical records and reports in compliance with Federal, State and Agency regulations, including Health Insurance Portability and Accountability Act (HIPAA) and The Health Information Technology for Economic and Clinical Health Act, Public Law 111-005 (“HITECH Act”).
• Submit required statistical and other requested information on a timely basis.
• Consult and provide information to other agencies that are coordinating their work with that of the behavioral health service agency.
• May serve on Utilization Review Committee, Medication Review Committee, and chair Peer Review Committee as assigned.
• May conduct specialized research, special studies, and services.
• Provide medical consultative services to the behavioral health services staff; lead team conferences and provide clinical direction in unit(s) to which assigned.

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

 

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

 

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Write comprehensive reports based on samples, summarizing and analyzing information to provide clear conclusions in the sample's format and style

The Seasonal Wildland Firefighter will protect agency parkland and resources and performs a wide variety of skilled park construction, maintenance, and patrol work; assists the public in natural resources interpretation and information; provides fire protection, suppression, vehicle and equipment maintenance. To protect visitors, park land and infrastructures and to insure a safe and peaceful environment for public usage. 

This position requires a highly motivated, responsible, organized and self-starter individual who can handle an array of tasks, has good judgement in making decisions, and can work independently or as part of a team. The individual must be able to demonstrate common sense when working on tasks, as well show the ability to come up with possible solutions ideas to issues that they may come across, in areas that may be outside their expertise; be willing to take on uncertain challenges; and learn, understand and follow the chain of command.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

Supervision

This position reports to the Squad Boss of their assigned crew. Assorted tasks may be supervised by others in the leadership structure, including other Squad Bosses, Captains, and Chiefs as needed. The position supervises no other staff immediately, however opportunities to supervises others may arise, within the abilities of the individual.

ESSENTIAL FUNCTIONS

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks.

• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.

• Assist in emergency search and rescue efforts on parkland, in a wide variety of terrain including steep slopes, canyons, and creeks. Coordinate action with the local authorities as necessary due to the nature of the emergency, i.e., brush fire, flood, etc.
• Coordinate with outside agency crews working on parkland.
• Perform heavy physical labor; including lifting and carrying items weighing up to but not limited to 90 pounds a distance of up to but not limited to 50 feet.

The Watershed Planning Project Manager (Class: Project Analyst II or Project Analyst III) will manage projects related to urban river restoration, public access, and open space conservation, master planning, and park development, including design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an intermediate level. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.

The Ranger is a sworn peace officer who provides visitor services and resource protection on MRCA owned and/or managed parkland.

PATHWAY B CANDIDATES WILL BE APPOINTED AS A TEMPORARY RANGER ASSISTANT UNTIL SUCH TIME AS THEY CAN BE ENROLLED IN A POST BASIC ACADEMY.

 

Knowledge of: 

• Common Windows-based programs including word processing, spreadsheets, and databases. 
• Proficiency in basic mathematics; basic grammar and spelling as required in preparing reports and records. 

Ability to:

• Prioritize varying tasks and projects, manage time, and make regular, consistent progress on multiple projects at once.
• Work independently to handle multiple tasks under deadlines.
• Revise work approach and/or tactics to address changing conditions.
• Complete projects and follow oral and written directions.
• Quickly change tasks and focus.
• Exercise discretion and sensitivity to confidential information.
• Maintain the ability to possess, carry, and qualify with agency issued firearms.

Competencies:

• Excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English is required.
• Bilingual skills in English, and other locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is desired.
• Excellent organizational skills.
• Establish and maintain cooperative relations with those contacted in the course of work including the general public.
• Emotional maturity; tact and diplomacy; poise and self-confidence.

All appointment offers are contingent upon the following:

• A thorough background check including submission of fingerprints to the Department of Justice and FBI, including a firearm background check, and a record clean of violent crimes or felonies. 
• Psychological examination. 
• Successful completion of a physical examination including a drug test. 
• Meet requirements of the Government Sections 1031 for employment as a California Peace Officer.
• Written Test.

Wages

The starting hourly rate for Ranger Trainee is $22.58 – $27.45 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $33.47 - $40.69 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. This provision does not apply to applicants who are not currently employed by MRCA and may be exercised only at MRCA’s discretion and as budget allows.
