We have an exciting internship opportunity available at the City of Millbrae’s Public Works Department - Engineering Division. This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).

As the Engineering Division intern, you would be working on various infrastructure projects, such as streets, potable water, sewers, transportation, bridge/structural, permitting, and document management. You will assist the engineers by writing reports or conducting field visits to solve construction issues. You would also report to Senior Engineers located at the Corporation Yard at 400 East Millbrae Avenue and at City Hall.

SUMMARY:  Under close supervision, performs a variety of entry-level administrative tasks and special projects; assists in the coordination of administrative activities and analysis of department systems and procedures; and performs related work, as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines: 

Proof of enrollment in a college or university OR recent graduates with paid or volunteer work experience, which demonstrates the ability to successfully perform the duties of the position.  Major course of study may be in one of the following areas: Business Administration, Public Administration, Accounting, Architecture, Computer Science, Engineering, Urban Planning, Human Resources, Communications, Recreation Administration, OR a related field of study. Education and experience will be evaluated based on the actual position.

Knowledge of: 

• Principles and practices of public administration and organization applicable to a local agency.
• Administrative techniques; statistical practices and methods of graphic presentation.
• Modern office methods, practices, procedures, and equipment, including personal computers and modern software and spreadsheet programs.

LICENSE AND CERTIFICATION REQUIREMENTS:

Possession of a valid Class "C" California driver's license. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

The City of Belmont is currently recruiting for the position of Administrative Assistant. We have 2 current vacancies: One (1) in the Human Resources Department and One (1) in the Public Works Department (Engineering Division). The Administrative Assistant performs a variety of confidential, responsible, and complex administrative, secretarial, and clerical duties for an assigned department and department head, coordinates and participates in office functions in support of the department's goals and objectives, provides information and assistance to employees and the public regarding departmental policies and procedures, provides work direction, review and training to office support staff as assigned, and performs a variety of duties relative to assigned area of responsibility. The Administrative Assistant receives direction from higher level management staff and may exercise technical and functional supervision over lower-level clerical staff.   

Examples of Essential Functions:

• Provide responsible and highly complex administrative support to an assigned department and department head; recommend improvements in workflow, procedures and use of equipment and forms.

To perform responsible clerical work and administrative duties involved with billing and collection of business registrations; the maintenance and review of licensing and permitting records; the entry of data processing; and/or assisting in the review and input of building permit applications, cannabis permits, and mobile food vendor permits.  The purpose of this recruitment is to fill a temporary/part-time position to work in the Building Division of the Community Development Department.   

IDEAL CANDIDATE

The Ideal Candidate is customer focused, able to communicate well both orally and in writing, and can prioritize multiple tasks with little direction. The Ideal Candidate must have basic Microsoft Office Suite proficiency, as well as the ability to quickly learn public sector software platforms that encompass multiple modules including cashiering, business licensing, and permitting. Fluency in the Spanish language is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process business registrations.  Collect payments over the counter and through the mail.  Balance cash drawer and reconcile end of day receipts.  Set-up and maintain customers on a computer system.  Prepare or assist in the preparation of a variety of statistical reports as assigned.  Input purchase requisitions into computer system.  Enter and verify invoices for payment. Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and direction to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

This position is Temporary / Part-Time, working no more than

130 hours per month AND no more than 960 hours per Fiscal Year.

Incumbents may rotate among different departments as needed and may be assigned to supervise full-time and part-time employees as well as volunteers. The Trainee position is designed for individuals gaining professional-level experience while actively working toward obtaining a bachelor’s degree or may be a professional with a bachelor’s degree in a related field of study working to gain relevant, hands-on experience. The Journey-Level position requires both a degree and experience along with a higher degree of expertise, experience, independent judgment, and application of policies and procedures.

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.
