Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Under the direction of the Chief Maintenance Officer (CMO), the DCMO, stewards the agency’s fixed-guideway infrastructure integrity and drives operational excellence through comprehensive planning, performance management, and analytical decision-making. Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. The DCMO works closely with SFMTA engineering and project delivery stakeholders on capital projects, including review and recommendations related to all aspects of the projects. The DCMO provides direction on emergency response and resolution strategies for critical infrastructure incidents. The DCMO may be called upon to act on behalf of the CMO during their absence and cover the operational needs of the MOW section.

The DCMO oversees the implementation of robust preventive and corrective maintenance programs and provides strategic direction to MOW functional units Senior Operations Managers. The DCMO ensures all standard operating procedures and regulatory requirements are upheld and serves as representative to regulatory bodies and key stakeholders, including the California Public Utilities Commission (CPUC), Federal Transit Administration (FTA), Pacific Gas & Electric (PG&E), and San Francisco Department of Public Health (SFDPH).

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure to ensure smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three functional operation units (Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance) as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar, and cable car. The mission of the SFMTA Transit Division is to provide safe, reliable, clean, efficient, accessible, and convenient public transportation to any destination in San Francisco. The Maintenance of Way Section works collaboratively with other SFMTA divisions and other city departments to provide services to our customers by operating and maintaining over 100 track miles of railway, 500 miles of electrical overhead and critical supporting systems.

Examples of Important and Essential Duties for the 9182 - Manager VIII:

• Provides high-level oversight on all day-to-day Maintenance of Way infrastructure functions.
• Provides direction to subordinate managers regarding activities and operations of their functional areas; assumes responsibility for improving the maintenance measures; coordinates with maintenance manager to maintain an effective maintenance program.
• Adjusts plans and programs activities to meet maintenance needs and emerging problems; establishes new programs, while continuing to address major departmental policies; plans, organizes, directs, controls, and reviews the operation of departmental functions and activities.
• Coordinates with MOW Administration Manager to monitor and make recommendations to the CMO on the efficiency and effectiveness of the departmental organization structure, staff assignments and service levels.
• Identifies and analyzes opportunities for improvement and implements those improvements.
• Contributes to budget development with strong justifications for proposals; manages and monitors operating budgets across multiple divisions.
• Oversees and supports Senior Operations Managers in planning, assigning, and directing the activities of a large group of subordinate personnel engaged in the maintenance and repair of transit infrastructure.
• Coordinates and directs subordinate supervisory personnel in the maintenance and repair of a variety of MOW fixed guideway facilities.
• Approves requisitions for materials and supplies; prepares and checks cost estimates and makes recommendations for repairs.
• Directs investigation of complaints and makes recommendations as to their adjustment; investigates fieldwork in process for compliance with proper procedures and methods; ensures that all facilities of the SFMTA MOW unit are inspected at regular intervals for compliance with safety laws, rules, regulations, and fire protection safeguards; confers with engineering personnel, Transit Division management, consultants, contractors and vendors on maintenance and repair projects, methods and procedures.
• Assists in the development and advancement of subordinates through training and effective use of employee development program; through subordinate supervisory personnel directs the work of janitorial, maintenance and repair crews and related support staff.

The 9182 – Manager VIII may perform other duties as assigned/required. 

How to qualify

1. Possession of a bachelor’s degree from an accredited college or university; AND

2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following:  power generating and related distribution systems; and/or electronic  systems; and/or  buildings, stations or passenger infrastructure; and/or  use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included five (5) years at the second supervisory level or management level which includes responsibility for supervising staff; AND

3. Possession of a valid driver’s license.

Education Substitution: Additional years of qualifying experience (both second-level supervisory/management or non-supervisory) may be substituted for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

2. One (1) year full-time experience is equivalent to 2,000 hours. (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions may be required to pass a medical examination. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. 4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. 7. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. • Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.
• Work with the team to determine project assignments and ensure a high-performance work environment that supports achieving the department and County’s mission and objectives.
• Manage the most complex or high-profile capital projects.
• Provide guidance and/or address compliance, design, and constructability issues, ensuring compliance with applicable federal, state, and local regulations, codes, and ordinances, including the California Environmental Quality Act, County Green Building ordinance, energy conservation goals, and hazardous materials regulations.
• Ensure the maintenance of detailed records of assigned activities and results.
• Coordinate section activities with other Public Works Divisions, other departments, and outside agencies and organizations.
• Provide technical and staff assistance to the Director of Public Works and their staff, the County Executive, and their staff.
• Research, prepare, and present related technical, fiscal, and administrative reports, studies, and correspondence as needed.
• Select, supervise, and evaluate professional, technical, and clerical subordinates; ensure the provision of staff training.
• Supervise and participate in the development, administration, and strategic planning for the CIP and represent the department at the executive level.
• Perform related duties as assigned.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.

Knowledge of:

• Principles, practices, theories, and techniques of construction management, including management of all phases of project delivery from project planning to post-construction. 
• Principles and practices of project planning development and administration. 
• Project construction scheduling control methods, project construction cost-control methods, and construction dispute resolution. 
• Various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint power agreements. 
• Trends, approaches, and problem-solving techniques used in construction engineering, inspection, and compliance processes. 
• Modern methods, techniques, equipment, and practices of design, construction, contract administration, and project/program management used in a wide variety of capital projects. 
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures; codes, ordinances, and laws concerning building design and construction. 
• Enterprise funds, including setting billing rates. 
• Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs. 
• Principles and procedures of personnel management such as supervision, training, and performance evaluation. 
• Architectural planning, detailing, standards, and design practices. 
• Building construction materials and methods. 
• Codes, ordinances, laws, and environmental standards and requirements, including LEED. 
• Construction administration, including the roles and responsibilities of the various architectural/engineering disciplines, construction managers, contractors, and other professionals in the design/construction process. 
• Structural, mechanical, and electrical engineering principles as related to capital projects. 
• Contract negotiation, building cost estimates, and budget preparation and control. 
• Construction project management software and other various computer programs and applications relevant to the position.

Skill/Ability to:

• Plan and develop construction programs including needs assessments, cost analyses, budgets, schedules, project management plans, consultant requirements, preparation, and review of construction documents and reports for the development and alteration of County facilities. 
• Monitor, review, and revise job orders, schedules, and budgets; monitor and track project progress and expenditures and implement cost controls. 
• Use project management systems. 
• Work effectively in a team environment. 
• Communicate effectively, verbally and in writing. 
• Understand and communicate to others the larger context in which the project is being completed. 
• Negotiate and resolve contract disputes and maintain client-contractor relationships. 
• Make effective presentations to clients and the community and communicate effectively with the public, community groups, the media, other County departments, agencies, and private contractors. 
• Lead multi-discipline projects. 
• Collect, analyze, and interpret data. 
• Write comprehensive technical reports, specifications, and business correspondence. 
• Organize and coordinate many projects. 
• Establish and maintain cooperative working relationships with those contacted in the course of the work. 
• Anticipate, investigate, and research a wide spectrum of technical problems and develop appropriate solutions. 
• Apply architectural and/or engineering techniques and methods. 
• Review and approve designs and contract documents for program compliance. 
• Use a personal computer for basic spreadsheet, word processing, and project management programs. 
• Perform physical tasks such as climbing ladders and walking on uneven surfaces to observe and approve work. 
• Drive to and from job sites located throughout the County; walk construction sites and/or natural terrain; climb ladders, scaffolds, and lifts, and inspect confined spaces to observe and approve work.

Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. 

 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

Preschool Aide

The City of Burlingame is looking for a passionate, caring, and creative Preschool Aide. Under the direction of a Recreation Supervisor, the Preschool Aide supports the lead teacher in providing a nurturing and educational environment for young children. This includes helping with classroom activities, supervising children, and ensuring a safe and clean learning environment.

Essential Duties

• Assist in implementing activities that support early childhood education and socialization.
• Assist with a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time.

• Set up daily snack.
