ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. The position, general supervision, performs various professional field and office engineering work related to the management, planning, design, construction, and maintenance of the Town’s public works infrastructure, associated with the Capital Improvement Program (CIP); provides project management oversight, coordination and administration; conducts development plan reviews and inspections; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development and maintenance; administers professional services and construction contracts; provides professional staff assistance to the Director of Public Works, other departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and assist in the development of the Department budget and monitors revenue and expense budgets on an ongoing basis.

Typical duties include, but are not limited to:

• Plans, manages, designs, and inspects all phases of civil engineering public works construction projects, including defining the scope of the project; coordinating with permitting and public utility agencies; applying engineering principles and practices to specific problems; coordinating construction schedules with other projects and agencies; preparing and reviewing cost estimates; and inspecting construction of projects to ensure compliance with construction documents; performs related planning and design work.
• Review of proposed private development projects; including issues related to public works, hydrology, grading, scheduling, traffic control, and erosion; prepares public works conditions of approval for proposed development.
• Reviews construction plans prepared by consulting engineers and private contractors; checks plans for conformance with regulations; reviews engineering calculations; participates in pre-design, construction, and coordination meetings and issues construction permits.
• Develops consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award; ensures contractor compliance with Town standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
• Monitors and pursues grant opportunities for improvements in public works programs.
• Participates in the development of the Town’s Capital Improvement Program (CIP)
• Participates in the San Mateo County Cleanwater Program and assists with compliance and reporting associated with the Municipal Regional (NPDES) Stormwater Permit.
• Performs other related duties as required.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

Essential Functions:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.

DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

DUTIES AND RESPONSIBILITIES

• Performs technical functions, such as plan checking, issuing permits, and answering construction questions, preparing checklists, guidelines and specifications;

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED).  Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.  

SPECIAL REQUIREMENTS

The Santa Clara Valley Transportation Authority (VTA) is seeking qualified candidates for the position Assistant/Associate Engineer to join the Toll Systems and Traffic Engineering Department within Engineering and Program Delivery. This is a unique opportunity to contribute to a transformative initiative shaping the future of mobility in Santa Clara County. As an Assistant or Associate Transportation Engineer, you will play a pivotal role in advancing cutting-edge transportation infrastructure projects with lasting regional impact.

The Toll Systems and Traffic Engineering Department is responsible for day-to-day operations, management and maintenance of VTA’s Silicon Valley Express Lanes Program.  The Department is also responsible for Transportation Technology (also known as Intelligent Transportation Systems), traffic engineering and traffic operations analysis for VTA. A key part of the Department’s Transportation Technology effort is to serve as the lead on Traffic Operations System (TOS) and ramp metering coordination with Caltrans.  The traffic engineering and traffic operations functions include leading VTA’s traffic and transportation engineering efforts with member agencies as part of VTA’s Congestion Management Program which includes running the Intelligent Transportation Systems Working Group and the Systems Operations and Management Working Group (which reports to the VTA Technical Advisory Committee).

Assistant Transportation Engineer
Definition
Under general supervision, an Assistant Transportation Engineer performs professional engineering duties in connection with the location, design, construction, maintenance, and operation of transportation systems and related projects.

Distinguishing Characteristics
This is the second professional transportation engineering level. Incumbents perform moderately complex assignments and exercise some latitude for independent judgment. Incumbents at this level may be assigned specific projects with minimal supervision. Additionally, incumbents may direct the work of lower level engineers, technicians, and others who assist in specific project assignments. Incumbents may occasionally lead smaller, short-term projects or studies of limited scope.

This class is distinguished from the entry level class of Junior Transportation Engineer in that incumbents of the latter class perform entry level professional engineering duties under close supervision.

Associate Transportation Engineer
Definition
Under direction, the Associate Transportation Engineer supervises and performs responsible professional, field and office engineering work in connection with the planning, design, construction, maintenance and operation of transportation systems and projects; and to participate in a variety of services and special studies requiring the application of professional knowledge and skills.

Distinguishing Characteristics
This is the journey-level class in the professional transportation engineer series. Associate Transportation Engineers typically perform more difficult or complex engineering work, using independent judgment, and typically serve as the project lead, providing lead supervision to lower level professional and technical staff on a project basis.

The Associate Transportation Engineer is distinguished from the next higher level of Senior Transportation Engineer in that the latter class has full supervisory responsibility over staff and consultants of a major unit or program.

In addition to the duties below, the Assistant/Associate Engineer will have the opportunity to: 

• Manages contractors and/or solution providers to deploy transit signal priority (TSP) systems. This includes assigning and tracking work activities and schedules, as well as delegating tasks.
• Coordinates with local agency staff in charge of traffic signal systems in the deployment of TSP systems, including during the operations and maintenance phase to address identified operational issues and required maintenance.
• Participates in the development and selection process for requests for proposals (RFPs) for new or expansion of TSP systems, including request for bids (RFB) for constructing supporting elements such as the installation of new traffic signal controller cabinets.
• Participates in the development of system engineering management plan (SEMP) for TSP systems, including for work tasks in the deployment phase. During the deployment, participates in ensuring system requirements and procedures for the verification plan meet the highest quality standards.
• Provide guidance in the development of project deliverables, such as scopes of work, technical approach, schedule, civil design collaboration, and deployment of TSP systems.

• Prepare Board memos and presentations, as well as regular monitoring reports.

This classification is eligible for a 4% professional incentive pay for maintaining a valid Professional Engineer (PE) license issued by the State of California. The incentive will end if the incumbent leaves the classification or fails to maintain the required license.

Essential Job Functions:

Assistant Transportation Engineer
Typical Tasks:

• Performs drafting, engineering computations, research report writing, direction of field operations involved in the gathering and compiling of data for the planning, design, and construction of transportation systems and projects;
• Performs technical reviews of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects;
• Assists in the planning for and design of new, or improvements to, fixed guideways, transit, highway, bicycle, airport and other facilities by preparing plans, profiles, cross sections, making quantity estimates, computing stresses and strains and performing other professional engineering tasks;

• Performs professional engineering activities related to planning, design, construction maintenance and operation of transportation facilities including fixed guideways, transit, highway, bicycle, airport and other facilities;
• Reviews technical reports on transportation systems design submittals, reviews design submittals from contractors for contract compliance and recommends changes to existing planning and design criteria;
• Reviews documents prepared by subordinates, consultants, and other parties;
• Determines route alignments;
• Makes analyses to determine best design;
• Develops routes and schedules for transit system facilities;
• Supervises the design and construction of transportation system facilities;
• Directs other engineering personnel in preparing final plans and maps;
• Supervises the preparation of detailed drawing and specifications;
• Writes reports and makes estimates of a specialized nature in connection with various transportation projects;
• Makes preliminary designs and estimates for determining budgetary needs for construction and maintenance activities;
• Performs related work as required.

When assigned as a project manager, subject to general review:

• Responsible for technical details of an entire project, such as planning, design, and contract documents, typically involving project coordination and administration;

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.
• Prepare final drawings of existing improvements, rights-of-way, and other utilities using field notes, maps and photographs; check calculations used in designs and estimates.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Assist in measuring accurate distances to be used in the determination of locations of boundaries, easements, improvements, structures and topographic features; keep notes on measurements made.
• Write technical specifications for various maintenance contracts; inspect work on maintenance contracts; verify quantities for payment on maintenance contracts.
• Answer questions and provide information to the public concerning engineering activities; issue permits and accept permit fees over the counter; answer questions related to maintenance projects as applicable.
• Make and check mathematical calculations related to surveying and basic engineering.
• Inspect streets, sidewalks, sewers, drains and other public works areas for maintenance needs; prepare cost estimates of labor, materials equipment necessary for maintenance projects; assist in developing work schedules.

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

Acceptable Substitution:

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

The Department

• College level course work in chemistry, engineering or related field. Bachelor’s Degree from an accredited four-year college or university with major course work in Civil Engineering, Chemistry, or related field is desirable.
• Five years of progressively responsible administrative and supervisory related experience in Wastewater Treatment at a public agency. Extensive experience in operations and maintenance of pump/lift stations highly desirable.

Licenses Required:

Must possess a valid California Class C driver’s license and have a satisfactory driving record. Possession of a current Grade IV Wastewater Collections System Maintenance Certificate as issued by the California Water Environment Association is required.

Position Summary

Under general direction, performs work in connection with a wide variety of engineering projects related to inspections, repairs and upgrades of District bridges, buildings and other structures and facilities. May manage projects involving architectural and engineering personnel engaged in the planning, design and construction phases of District facility projects.  Coordinates and implements engineering methods and policies affecting a wide range of engineering activities involved in facility inspections, repairs and upgrades of District facilities; maintains contacts with architectural and engineering consultants, governmental agencies, general public and contractors in connection with facility engineering matters; reviews engineering calculations, plans, specifications and technical papers.
