The City of Belmont is currently recruiting for the position of Administrative Assistant. We have 2 current vacancies: One (1) in the Human Resources Department and One (1) in the Public Works Department (Engineering Division). The Administrative Assistant performs a variety of confidential, responsible, and complex administrative, secretarial, and clerical duties for an assigned department and department head, coordinates and participates in office functions in support of the department's goals and objectives, provides information and assistance to employees and the public regarding departmental policies and procedures, provides work direction, review and training to office support staff as assigned, and performs a variety of duties relative to assigned area of responsibility. The Administrative Assistant receives direction from higher level management staff and may exercise technical and functional supervision over lower-level clerical staff.

• Provide responsible and highly complex administrative support to an assigned department and department head; recommend improvements in workflow, procedures and use of equipment and forms.

• Research, compile, analyze and summarize a variety of informational materials; assist in the design and production of technical information, facilitates processing of contracts and develops handouts.

Today, SVP owns, operates, and participates in more than 2,000 MW of electric generating resources delivering 4,800 GWh of electricity. SVP is growing due to data center expansion, high-density developments, and electrification initiatives. SVP’s peak load will be increasing from 700 MW to 1300 MW in the next 5-10 years. To accommodate future growth, SVP is implementing a $400 million system expansion and infrastructure replacement plan.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.
 
Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.
 
Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!
 
The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.
• Use hand and power tools, including cutting and threading tools, grinders, reamers, wrenches, welders, saws, and other special tools.
• Make minor carpentry repairs to doors, windows, floors, and other parts of buildings.
• Do touch-up painting on repaired equipment.
• Remove or arrange for the removal of trash, pests, and other hazardous materials or debris in the course of performing work. 
• Properly place, set, and inspect traps, and collect and remove insects and pests.
• Reclaim or recycle refrigerant using Freon recovery systems.
• Operate water treatment facility, including wastewater and potable water.
• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

• Common safety practices in the workplace.
• Heating and electrical equipment.
• Principles and techniques used in stationary engineering.
• Proper and safe use of basic hand tools.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

What You'll Be Doing: 
Definition
Environmental Planner II: Under supervision, an Environmental Planner II manages environmental studies and environmental compliance programs; and assists in the review of land development applications and documents for impact on transportation systems and/or facilities; and supports VTA's sustainability program.

Environmental Planner III: Under direction, an Environmental Planner III performs comprehensive environmental planning, analysis, and administrative duties for transportation projects and environmental compliance programs.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. This classification is distinguished from the Environmental Planner II classification in that positions in this class may act in a lead capacity over the work of lower level staff and consultants.

Salary
Depending on qualifications, this vacancy may be filled at the II or III level. 
Environmental Planner II: $49.45 - $64.30 Hourly / $3,956.00 - $5,144.00 Biweekly / $102,856.10 - $133,743.90 Annually
Environmental Planner III: $53.95 - $70.15 Hourly / $4,316.00 - $5,612.00 Biweekly / $112,216.00 - $145,911.90 Annually

Typical Tasks
Environmental Planner II:

• Plans, coordinates, and reviews the work of a multi-disciplinary professional and technical staff and/or consultants conducting environmental studies of minor complexity;
• Manages and coordinates environmental planning, research and analysis of proposed VTA projects, including the planning, design, and construction phases of capital projects, maintenance and operation of facilities, and issuance of permits;
• Analyzes and evaluates the impact of proposed transportation projects and plans, and provides technical input to project design to mitigate adverse environmental effects and ensure compliance with environmental laws and regulations;
• Organizes, prepares, and processes environmental documents, monitoring and reporting plans, technical reports and responses for transportation projects and plans;
• Prepares scopes of work, schedules, and budgets for program activities, and assists with negotiating consultant contracts;
• Prepares necessary applications and acquires permits from regulatory government agencies in compliance with environmental regulations;
• Coordinates, organizes, and presents environmental matters before commissions, governing bodies and at inter-agency and public meetings;
• Provides status of financial expenditures and account balances;
• Develops rationale for legally defensible nexus between transportation mitigation and project impacts;
• Reviews public and private land development referrals (General and Specific Plans, EIR, Notice of Preparation and Project Applications for Site Development, Planning Development, Subdivision, Zoning Changes);
• Develops cooperative arrangements and agreements between public and private sectors for development projects that impact transportation facilities;
• Performs related duties as required.

Environmental Planner III: 

• Implements federal, state, and local agency environmental laws, regulations, and guidelines relating to the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA);
• Reviews development proposals received from cities/regional agencies and coordinates with various VTA divisions to prepare official VTA recommendations on development conditions and mitigation measures for said proposals;
• Tracks compliance with permit requirements or other regulatory agency conditions for projects;
• Plans, coordinates, reviews, directs, and oversees the work of multi-disciplinary professional and technical staff and/or consultants conducting complex and comprehensive environmental studies;
• Assists in the administration of VTA's Storm Water Management and Sustainability Programs;
• Assists in the development of policies, procedures, and projects that advance sustainability for VTA facilities and assets;
• Assists with the preparation of CEQA and NEPA environmental documents for large and complex planning, design, and construction projects and maintenance and operation of facilities;
• Acts as an advisor on environmental matters to VTA staff;
• Writes, organizes, prepares, reviews, and processes environmental documents, monitoring and reporting plans, complex technical reports, responses, and position statements for a variety of projects, including large and complex transportation-related projects and plans;
• Prepares mitigation monitoring and reporting plans/environmental commitment records;
• Reviews construction plans and specifications to ensure that environmental commitments are incorporated into contract documents;
• Tracks and documents compliance with project environmental commitments prior to, during, and following construction;
• Develops and manages environmental scopes of work, contracts, budgets, and schedules for capital projects;
• Assists with negotiating large-scale, high dollar-value consultant contracts;
• Oversees the work products of consultant staff, including quality control;
• Identifies and prepares necessary applications and acquires permits and authorizations from government agencies;
• Coordinates, organizes, and presents environmental matters before governing bodies, inter-agency committees, and public meetings;
• Performs related duties as required.

Minimum Qualifications:

Employment Standards
Environmental Planner II: 
Development of the required knowledge, skills, and abilities is most typically obtained through training and experience equivalent to graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and one (1) year of experience in compliance or monitoring of environmental issues. (A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to a graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and four (4) years of increasingly responsible experience in environmental planning, including preparing and processing environmental documents for compliance with federal, state, and local environmental laws, regulations, and guidelines; managing related environmental compliance and mitigation programs; and reviewing environmental documents and development applications for project impact on transportation systems and/or facilities. (A Masters Degree in transportation or urban planning or related discipline may be substituted for one year of the required experience).

• Processes for cultural resources consultation;

• Principles and practices of urban and transportation planning;

Ability to:
Environmental Planner II: 

• Analyze issues and numerical measures associated with transportation planning projects, including estimates derived from computer models, estimates of costs and benefits, and public input;
• Estimate and administer budgets for studies and schedule and manage planning projects;
• Perform analysis and make recommendations based on findings in studies, field observation, and public contacts;
• Write correspondence, Board memorandums, planning and technical reports, and fact sheets designed to be understood by all audiences, including the general public;
• Simultaneously manage multiple projects;
• Maintain project objective and integrity when conflicting interests may influence the project outcome;
• Resolve conflicts between contractors and VTA on the interpretation of contractor project responsibilities;
• Communicate effectively, both written and verbally;
• Establish and maintain effective relations with those contacted in the course of work.

Environmental Planner III:

• Effectively plan, organize, and oversee major projects and programs;
• Successfully manage and complete multiple projects concurrently;
• Effectively lead, train, and direct lower level staff and consultants;
• Communicate complex information and strategies, both orally and in writing, to both technical and non-technical audiences;
• Interpret maps, engineering drawings, and technical reports;
• Establish procedures, standards, schedules, and priorities;
• Effectively coordinate problem-solving efforts and resolve issues with planning, design engineering, construction, and facilities personnel, as well as consultants, contractors, and regulatory agencies;
• Prepare, review, and evaluate technical reports and documents for accuracy, project-specific and programmatic applicability, legal sufficiency, and consistency with VTA policies and the policies of our partner agencies;
• Develop and maintain cooperative-working relationships with those contacted in the course of work including professional, governmental, and community officials.
