The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. The Town of Woodside:
Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and capital improvement project administration.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

The City of Berkeley invites you to apply for the position of Assistant Civil Engineer! The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. Reporting to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor, the Senior Transportation Engineer will manage the development of various transportation plans and projects; provide oversight and management on major strategic initiatives as stipulated by City Council; plan, assign and review the work of transportation engineering staff; perform technical evaluations related to traffic operations in the City, including signal system operations, streetlight system operations, management of neighborhood traffic calming efforts; perform complex and advanced transportation engineering related studies; and provide overall support to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.
• Performs related duties as assigned.

• Principles, practices, methods and techniques used in traffic engineering and operations.
• Pertinent local, state and federal laws, ordinances and rules including, the California Vehicle Code, the Manual on Uniform Traffic Control Devices (MUTCD), the MUTCD California Supplement and the Highway Capacity Manual.
• Traffic signal system design including communications, timing plans, controller functions and interconnect system design; signal operations, signal optimization software such as SYNCHRO, SIMTRAFFIC, TRANSYT, PASSER, HCS, analysis of traffic operations, development and maintenance of traffic control inventories.
• Traffic management software such as SCATS.
• Various traffic signal controllers such as NAZTEC and Econolite.
• Video detection equipment such as Pentel zoom cameras.
• Techniques for analyzing and developing signal timing and coordination plans and use of traffic signal operational analysis and timing software.
• Techniques for improving traffic operations and mitigating impacts in neighborhoods, the downtown and in other areas of the City, and for improving traffic operations and safety on the City's arterial system.
• Regional transportation planning, funding and oversight agencies including the Alameda County Transportation Commission, Metropolitan Transportation Commission, Air Quality Management District and others as appropriate.
• Street design strategies to address the need to make streets accessible to all users, i.e. Complete Streets.
• Basic telecommunication for traffic signal operations.
• Techniques for improving pedestrian and bicycle circulation.
• Principles and practices of supervision, training, discipline, and performance evaluations.
• Principles and practices of budget monitoring.
• Principles and practices of safety management.

• Prepare accurate, clear, concise and grammatically correct reports and correspondence in a form understandable to the public.
• Effectively communicate traffic operations issues to the residents of the City.
• Work with signal system design including communications, timing plans, controller and interconnect designs.
• Clearly and effectively articulate City positions on regional transportation planning and funding issues.
• Work with signal operations including determination of optimum signal splits, offset and cycle lengths, preemption, controller functions and settings of typical signal communication equipment.
• Analyze traffic operations to detect and recommend solutions to traffic safety and congestion problems.
• Perform the most advanced and complex transportation engineering related duties.
• Review, evaluate and prepare traffic engineering plans.
• Interpret and explain pertinent laws, rules, regulations and policies.
• Assist in the development and monitoring of an assigned program budget.
• Communicate clearly and concisely, both orally and in writing.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.
