The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

PUBLIC WORKS DIRECTOR

COMMUNITY

Chowchilla is an 11-square mile rural city of between 19,000 and 20,000 residents. Located in California’s San Joaquin Valley, Chowchilla is home to some of the state’s most productive agricultural areas. Many of California’s iconic travel destinations such as the Yosemite, Kings Canyon and Sequoia National Parks, the San Francisco Bay Area and the Pacific Coast are within an easy two-hour drive.

Area residents enjoy a Mediterranean-type climate of abundant sunshine with dry, hot summers and mild to cool winters. The rain months of January through March can provide an average 12 inches of annual precipitation to the region.

The community has the benefit of an established commercial downtown surrounded by a mix of varied older homes. In recent years, newer housing developments were built on the east and west sides, as well as retail properties and industrial developments. Three school districts provide a strong educational foundation for families. The community also has a municipal airport, an 18-hole public golf course and a fairground that accommodates numerous events through the year.

POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. The Public Works Director supervises 20+ employees and directs the operations and activities of the City’s Public Works Department including streets and sidewalks, water drainage, parks, facilities, water and sewer utilities, storm drainage, manages all municipal construction, and prepares and administers departmental budget.

The ideal candidate will be a proven leader with the ability to direct and manage office and field staff.  The Public Works Director is a highly visible position with frequent public interaction. This position will have oversight over Planning and Engineering; general background of these two fields is preferred.

The Public Works Director will be familiar with the dynamics of rural communities and be able to ensure ongoing city services within the constraints of limited budgets. The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
• Possession of the International Code Council (I.C.C.) Full Combination Building Inspector Certificate is required at the time of appointment.

San Mateo County Public Safety Communications is seeking an outstanding professional to join the Department’s System Management Unit as a Public Safety Communications Systems Specialist.

San Mateo County Public Safety Communications (PSC) is San Mateo County’s largest dispatch center and the only Tri-Community (Police, Fire, Medical) Center in the County. Our state-of-the-art dispatch facility, located in Redwood City, provides all the tools and infrastructure for the organization to be successful.

The Position:

• Lead the design, implementation, and support of departmental information systems and applications within the Public Safety Communications environment, including NG9-1-1 systems and CAD.
• Analyze end-user needs and develop specifications for software enhancements or new applications with emphasis on AI-driven analytics and automation.
• Oversee deployment and support of server infrastructure (Windows Server, Linux), virtualization platforms (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• Administer and troubleshoot enterprise network environments involving IP/MPLS, BGP routing, microwave, LawNet, wireless networks, and WAN/LAN connectivity.
• Implement and support cybersecurity tools and processes, including Extended Detection and Response (XDR), Tenable Nessus, and VM agents to safeguard critical PSC systems.
• Lead the integration of AI and machine learning technologies for enhanced situational awareness, predictive dispatch, and operational efficiency in the PSC environment.
• Coordinate with vendors, contractors, and departmental stakeholders to ensure timely delivery, system reliability, and user satisfaction.
• Provide technical guidance and leadership to Information Technology Analysts and Technicians as assigned.
• Monitor system performance, troubleshoot, recommend upgrades, and assist in design and capacity planning for departmental systems.
• Document system configurations, operational procedures, and prepare reports for management.
• Participate in County-wide IT planning and public safety technology initiatives to align systems with strategic goals.

The Ideal Candidate will have knowledge of:

• Principles and practices of computer science, information systems, and telecommunications as they apply to PSC environments.
• Operating systems, including Windows Server, Linux, virtualization (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• AI/ML platforms, tools, and their application in public safety communications, including NLP, video/audio analytics, and predictive modeling.
• Network infrastructure, including IP/MPLS, BGP routing, microwave links, WAN/LAN, wireless technologies, and LawNet.
• Public safety systems such as CAD, RMS, Message Switching Systems, MDTs, and NextGen IP Telephony.
• Security frameworks, vulnerability assessment scanning tools (Tenable), endpoint detection (XDR), and compliance with CJIS/NIST standards.
• Programming and scripting languages (PowerShell, Python, Bash) for automation and application support.

The Ideal Candidate will have experience with:

• Project management, leadership, and end-user training.
• Leading and coordinating IT projects from planning through implementation and support phases.
• Working independently and exercising sound judgment within policy guidelines.
• Training and mentoring less experienced IT staff.
• Experience with cloud computing (AWS, Azure), virtualization, AI/ML technologies, and PSC systems is highly desirable.
• Performing physical tasks related to hardware installation, maintenance, and cabling.
• Using visual and auditory acuity for effective communication and system monitoring.

The Ideal Candidate will have:

• A bachelor’s degree from an accredited four-year college or university in computer science, engineering or Electronics and Telecommunication Engineering, or a closely related field, or equivalent technical education.
• Two (2) years of increasingly responsible full-time experience performing advanced technical and analytical duties supporting mission-critical IT systems in public safety or related environments.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Serve as lead over some or all aspects of assigned information systems implementation and/or applications development or enhancement projects.
• Assign, oversee, and guide the work of other information technology and analytical support staff in a lead capacity.
• Perform a variety of complex analytical duties in the design, development, implementation, and maintenance of department information systems and applications.
• Analyze end-user technical requirements and recommend specific hardware, operating system, and/or software application solutions to meet identified needs.
• Organize and staff application user groups to provide training on application use, identify future needs, and provide information to software vendors on application requirements.
• Prepare specifications for software enhancement or a new application.
• Develop applications, including interactive WEB pages to meet identified specifications.
• Provide technical oversight in the design and maintenance of departmental websites and lead the design and implementation of web-based applications.
• Determine short and long-range departmental system application needs for County services; plan software enhancements and changes to meet the needs of system users.
• Participate in departmental and County-wide systems planning activities; serve as liaison with Information Services to ensure departmental needs are adequately addressed.
• Develop GIS applications, integrate data, and maintain related databases.
• Perform geo-spatial database modeling and development, GIS data automation and validation, topological modeling, and quality control activities to assure the accuracy and integrity of geo-spatial data.
• Administer County policies and procedures to ensure security and integrity of all departmental databases; develop and recommend departmental GIS policies and procedures in accordance with industry standards and best practices.
• Review and evaluate the design of programs and databases to ensure the storage, security, selection, and retrieval of information is logical, orderly, and user-friendly; create, update, and modify production and other reports utilizing specific combinations of database information.
• Evaluate specialized database software systems, tools, and vendor packages to determine the most effective product for departmental needs and priorities; consult with and oversee software and hardware vendors to solve product problems and/or customize packages.
• Perform related duties as assigned.

Technology Support Duties:

Due to variances in departmental size and staffing structures, incumbents in this classification may also perform technical support activities that include, but are not limited to, the following:

• May monitor database system performance and resource consumption for capacity and budget planning purposes; provide technical information, advisory assistance, and troubleshooting resources.
• May design and deploy system utilities and monitoring software to configure hosts/servers and develop and/or modify native operating system scripts to ensure robust system and application performance.
• May evaluate and test system upgrades, install, configure, maintain, troubleshoot, and upgrade department software applications and troubleshoot hardware and software-related problems.
• May evaluate new hardware and software products for use by department staff, and provide expert advice to users on software applications.
• May install and replace internal computer components such as memory, hard drives, sound devices, optical drives, disk or CD-ROM drives, and communications cards.
• May engineer and/or install new equipment or guide vendors doing the same; act as liaison between department users and vendors to ensure that appropriate planning, scheduling, and acceptance testing activities are performed; coordinate maintenance of departmental equipment with external vendors.
• May install, configure, troubleshoot, maintain, and upgrade mid-range computers and related equipment; and replace internal servers and mid-range computer components.
