DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

SUPERVISION RECEIVED

General direction is received from the City Engineer.

SUPERVISION EXERCISED

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Examples of Important and Essential Functions:

Management Functions

Develops and implements goals, objectives, performance standards, policies and procedures; reviews policies and procedures and recommends modifications, as warranted; plans, organizes, directs and evaluates the functions and activities of the Engineering Division; supervises, trains and evaluates personnel; and acts as division head in the absence of the City Engineer.

Technical Functions 

Manages and administers Engineering Division activities, programs and projects including consultant contract administration and engineering design, development, survey, construction and inspection for property management, local and regional transportation planning, City streets and freeway interchanges, traffic controls, drainage structures, sewage collection and treatment, water distribution, and parking and other municipal facilities, such as an airport, golf courses, parks and City buildings and other civil engineering projects; administers development fee programs; reviews engineering plans, specifications, and contract documents; prepares conditions of approval for subdivisions and site developments; interprets City Standards in complex and unclear cases; establishes guidelines and methods for capital improvement projects related to project design, timetables and other factors; establishes and administers Standard Details and Specifications, development plans, plan check manuals, and master plans for sewer, water and storm drain systems, and other documents as required by Municipal Code; reviews transportation plans and transportation systems; and establishes and reviews construction inspection criteria.

Administrative Functions

Establishes procedures and monitors contract administration; reviews and investigates alleged violations; assists the City Engineer in developing, administering, and monitoring the Division's operating and the City's capital improvement budgets, identifying funding needs and opportunities, the lighting and landscape district and sidewalk repair programs and other programs; monitors projects for schedule and budget; advises City staff and others on issues relating to adopted City Standard Details and Specifications; makes presentations to City Council, commissions and other groups; prepares written reports and requests for City Council and staff regarding ordinance changes, establishment of City policy and items for City Council approval; acts as liaison to various inter-governmental boards and commissions, as directed; interacts effectively with City officials and staff, developers, engineers, architects, property owners, citizens, and other governmental agencies including local, state and federal.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

Special Requirements: Essential duties require the mental and/or physical ability to work regularly in a standard office environment and periodically in a field environment involving body movement, dexterity and agility of balance and coordination while moving through restricted spaces, such as trenches and climbing ladders and stairs; read fine print and distinguish colors and shades of color to interpret and use maps/blue prints for prolonged periods of time; converse with others in person and by telephone; and operate a personal computer.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer class.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

• Administer and support the City’s Stormwater Program, including compliance with NPDES permits and C.3 (post-construction stormwater requirements).

Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.
• Coordinates a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Prepares the development of regularly occurring required plans or programs, such as the Short-Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.
