DESCRIPTION:

The City of Santa Clara is seeking to fill multiple Principal Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the Department Director or Assistant Director, the Principal Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Principal Engineers may also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the lower level of Engineering classifications.  

 

Water and Sewer Utilities Department

The Water and Sewer Utilities Department plans, designs, constructs, maintains, and operates the City’s water distribution system, sewer collection system, and recycled water system. These three utilities operate independently and charge rates to recover the costs of providing these services to Santa Clara residents and businesses, including capital investment in City infrastructure and funding needed for adequate reserves.

In 2023, the Water Utility produced and distributed approximately six billion gallons of water to approximately 26,000 service connections, delivered through approximately 335 miles of water main. Of the total potable water supply, 62% is obtained from City wells, 18% and 20% treated surface water is provided by wholesalers Valley Water and San Francisco Public Utilities Commission respective.  Recycled water delivered through the South Bay Water Recycling system makes up 20% of the total water supply in the City. 

The Sewer Utility operates and maintains 270 miles of a sanitary sewage collection system that collects and conveys wastewater to the San Jose-Santa Clara Regional Wastewater Facility (RWF) for treatment and disposal. Santa Clara is a 20% owner in the RWF with the City of San Jose owning 80% of the facility.  The Sewer Utility maintains 7 sewer pump stations, assists the Department of Public Works in the operation and maintenance of 22 storm pump stations, and performs other critical services. The Principal Engineer will be responsible for staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications, and standards. The qualified candidate will have experience both supervising and working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public.

 

 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a result-oriented and innovative principal engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The ideal candidate will have extensive engineering experience, excellent project management and organizational skills, and a strong oral and written communication background. Additionally, the ideal candidate will have experience working in a team environment on significant Capital delivery projects, including working collaboratively with clients, contractors, technicians, field staff, outside agency staff, and the general public. This position is responsible for managing and leading the Department’s role to deliver the Capital Improvement Program (CIP) projects listed within Measure I. The Principal Engineer will lead the Public Works Measure I Bond Project Delivery Team (consisting of small team of engineers and inspection staff within Public Works), and work collaboratively other City Departments, outside agencies, and consultants and contractors to design, bid/award, and construct vital public infrastructure improvements. 

The Principal Engineer will report to the Assistant Director/City Engineer and will be responsible for all aspects of CIP delivery including staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications and standards.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Education and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in engineering or closely related field, and Four (4) years of increasingly responsible experience in engineering office and field work, two years of which shall have included supervision of professional and paraprofessional staff.

License/Certifications: 

• Registration as a Civil Engineer by the California State Board of Registration for Professional Engineers is required.
• A Water Distribution Operator's Certification (Grade D-3) must be obtained within two years of appointment. 
• Pipeline Assessment and Certification Program (PACP) certification must be obtained from National Association of Sewer Service Companies (NASCO) within one year of appointment.
• Possession of a valid California Class C driver's license is required at the time of application and for the duration of employment.

Desirable Qualifications: 

• A Water Distribution Operator's Certification of Grade D-4 or higher is highly desirable.
• A Collection System Operations and Maintenance Certification (Grade 2 or higher) is highly desirable.

DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. Incumbents perform complex professional engineering and program management assignments demanding considerable knowledge of various aspects of engineering and related program requirements including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the Associate Civil Engineer by the level of accountability expected in the performance of the most complex and difficult assignments, and the performance of program management responsibilities.

SUPERVISION RECEIVED/EXERCISED

This position receives direction from the Engineering Manager, and may receive direction from a Senior Engineer, and the City Engineer.  Associate and Senior Engineers may exercise direct supervision over professional and technical support staff and staff augmentation consultants.

Assistant Engineer

• Performs professional engineering work not requiring registration as a Civil Engineer.
• On a continuous basis, know and understand all aspects of the job.

Associate Engineer

• Performs and oversees a broad range of design activities on a variety of public works projects including street, storm drains, sewers, buildings, airports and other public facilities; oversees the administration of construction contracts; performs field inspections; determines design procedures; prepares plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness; makes recommendations and monitors the approved project budgets.
• Coordinates capital improvement projects with contractors, utility companies and other departments and agencies; participates in the predevelopment project review process; develops and recommends conditions of approval for projects and conditions for development agreements; provides plan check services for developers and contractors to ensure compliance with city improvement standards; processes lot line adjustments, ROW abandonments, easement and grant deed dedications.

• Performs a broad range of design/project management activities on a variety of public works projects, including street, landscaping, storm drainage facilities, sanitary sewer facilities, parks, water production and distribution facilities and buildings; performs site inspections; develops design procedures; prepare plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.
• Assists in the coordination of capital improvement projects with contractors, utility companies and other agencies; administers construction contracts; plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for reviewing design conformance and accuracy of public and private development projects.
• Prepares and provides complex engineering and program reports, correspondence, staff reports, ordinances and resolutions at the direction of the Engineering Manager, or the City Engineer; develops and reports statistics; makes oral presentations and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Department of Public Works

The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. Assistant Transportation Engineer
Definition
Under general supervision, an Assistant Transportation Engineer performs professional engineering duties in connection with the location, design, construction, maintenance, and operation of transportation systems and related projects.

This is the second professional transportation engineering level. Incumbents perform moderately complex assignments and exercise some latitude for independent judgment. Definition

The position may also manage and review land development traffic studies; perform level of service analyses for intersections and arterials using computer models like Synchro, and Vistro; apply for grant funds; and perform other duties as assigned.
 
The City is seeking a Transportation Planner with strong project management, analytical, technical and problem-solving skills, along with proficient oral and written communication skills. The successful candidate will have an excellent ability to effectively work with cross-functional teams; the ability to prioritize and deliver results in a constantly changing environment; and a proven ability to establish effective working relationships with customers, co-workers and vendors.

Minimum Qualifications

Education/Experience

A Bachelor's degree from an accredited college or university in transportation planning, civil engineering, public administration, urban planning, or other closely-related subject ; AND

Two years of progressively responsible professional planning or administrative experience primarily in transportation planning activities.
