This entry-level position is in our Operational Asset Management Team, where you will perform engineering and data analysis assignments that support the planning, maintenance, and rehabilitation of pipeline, pump station, and treatment plant assets. Business Support & Asset Management Unit (Position Code 156)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Vegetation Field Operations Unit Position:

Working with the Vegetation Field Operations Unit, the Engineering Technician position will provide technical support for routine and corrective vegetation management activities within Valley Water managed creeks and rivers and on dams. This role will work directly with Vegetation Program Specialists coordinating vegetation management for flow conveyance and infrastructure integrity, fuel reduction through weed abatement, invasive plant management, and maintenance access. This position will assist with field inspections, data collection, documentation, and reporting related to planned and accomplished work. Typical data collection will include plant species and site characteristics, project limits, and photos. 

Technical support will also be through the use of database programs and applications such as the SMP Oracle Database, Maximo, and ArcGIS to modify and update existing work area polygons, create new maps for routine and corrective work, and to create work orders for vegetation management. 

Additionally, this position will assist with customer service requests received through the Access Valley Water (AVW) system by confirming Valley Water right-of-way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

Key Responsibilities include, but are not limited to:

• Performing field inspections of vegetation management work in progress or recently completed for documentation, planning, and reporting purposes related to SMP activities using GPS enabled equipment and applications such as Survey 123.
• Using ArcGIS, updating county-wide program specific shapefiles related to routine vegetation maintenance activities for use with work orders. 
• Assisting with data management and reporting to regulatory agencies associated with Valley Water’s Stream Maintenance Program (SMP). 
• Assisting with customer service requests received through the Access Valley Water system by confirming Valley Water right of way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

O&M Engineering Support Unit Position:

Working within the Watersheds O&M Engineering Support Unit, this position will help conduct field investigation and assessment activities along streams, levees, and maintenance roads, and perform corresponding data collection and mapping using GPS tools and GIS software programs.   The position will help prepare work orders for field crews and help prepare reports on work performed for Valley Water assets. The position will also provide support with internal and external customer requests via the Access Valley Water (AVW) communications system.  The position reports to an Associate Engineer-Civil, and will work closely with field operations administrators, engineering technicians, and engineers, among others.

Key Responsibilities include, but are not limited to:

• Conducting and leading field investigations and related activities for Valley Water’s watersheds assets.
• Researching and responding to requests via Valley Water's Access Valley Water (AVW) communications system.
• Preparing work orders utilizing Maximo system.
• Preparing GIS maps, conducting research, and providing support for engineering work.
• Preparing reports relative to data collected and work performed.

The total salary range for Associate Engineering Technician classification is $88,015.20- $107,103.36.

ASSOCIATE ENGINEERING TECHNICIAN CLASS SUMMARY

Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

SENIOR ENGINEERING TECHNICIAN CLASS SUMMARY

Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties.  Researches and writes engineering specifications and prepares plans and contract documents.  Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress.  Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices.  Supervises a team of lower-level technicians, and schedules jobs according to priority.  Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff. This class differs from the next higher class of Principal Engineering Technician in that incumbents of the latter class are responsible for supervising the staff and operations of a work unit.

This individual should be an experienced, self-starter who can thrive in both an autonomous and team environment. This position requires hands-on working knowledge of   substation design and construction, and standards development. A working knowledge of protection and control systems, communication systems, project management, and Compliance is desirable. For System Expansion Division 

This position will support System Expansion Capital Projects and have the opportunity to work on complex and exciting large capital system expansion improvement projects in a dynamic, team-oriented environment. This position will be working on four large system expansion projects moving forward to bid and construction, totaling an estimated cost of $440 million. This position requires hands-on work during construction of 3 receiving station projects and one 2.25-mile 115kV transmission line project. The position may also assist with outage management, construction and contracts management, material procurement and tracking, and easement acquisition. As such, the ideal candidate will have large substation or receiving station project experience and be able to work in a fast-paced environment with competing priorities. POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. What You'll Do

The Department: 
 
As a community owned, not for profit municipal electric utility, Silicon Valley Power (SVP) has provided dependable electric service for over 125 years. SVP is the only full service, vertically integrated publicly owned utility in Silicon Valley owning generation, transmission and distribution assets.  As a Public Electric Utility, Santa Clara’s Silicon Valley Power is not driven by profits, as reflected in its significantly lower utility rates when compared to other private sector utilities. Silicon Valley Power is community and policy driven, which is reflected in the many green policies that it promotes, reduced rates and its strategic plan. Silicon Valley Power is one of few public electric utilities in California with an upward trajectory of growth.
 
Today, SVP owns, operates and participates in more than 1,200 MW of electric generating resources and serves a peak load of approximately 700 MW. SVP's expansion plan will double our system capacity over the next ten years. This includes over 30 strategic initiatives in four distinct areas: Utility Performance Excellence, Customer Engagement and Satisfaction, Progress and Innovation Focus, and Community and Environmental Stewardship. High-profile customers include large corporations such as Intel, Applied Materials, Amazon Web Services (AWS), and NVIDIA.
 
The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Typical Duties

 

Duties include but are not limited to the following:

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.
