The City of San Bruno is seeking one Senior Civil Engineer and one Associate Civil Engineer within the Engineering Section of the Public Works Department.   

The Senior Civil Engineer will plan, organize, direct and supervise the work of staff involved in complex, professional engineering work in support of a wide range of complex Public Works projects and initiatives; direct the work of subordinate professional, sub- or paraprofessional, journey-level class and technical engineering staff; assist in the administration and supervision of the Engineering Section.

Senior Civil Engineer duties and responsibilities:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for Public Works; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff assigned to Public Works.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 
• Act as project manager for major capital improvements projects, which includes contract administration; project schedule coordination; manage the work of consultants and staff; coordinate the work of consultants, utilities, staff, other public agencies, elected officials, and the public; communicate with the consultants, staff, public, other agencies, and elected officials; ensure quality control of the project, including conducting field inspections; prepare and present a variety of reports and studies. 
• Plan, coordinate, and supervise responsible engineering work in connection with municipal Public Works projects; manage the design and preparation of plans, specifications, and cost estimates for the construction of streets, storm drains, signals, parks, sanitary sewer system, building and other improvements; make feasibility and economic studies of alternative plans.
• Supervise, plan, organize, and direct the activities of an assigned staff; assign, review and evaluate the work of assigned staff for accuracy, suitability, and completeness.
• Supervise staff reviewing a wide variety of engineering projects, including planning and studies; conduct surveys; investigate complaints; and present written and oral reports to elected and appointed officials. 
• Assist in evaluating the need for, and developing plans and schedules for long-range engineering and public works projects. 
• Participate in the development of capital improvement projects for compliance with City specifications; resolves disputes between the City and developers, contractors, engineers and the general public relative to City policies, specifications, regulations, procedures and extra work.
• Decide on design procedures and interpret the application of design criteria; check plans and specification for accuracy of design and completeness.
• Interpret and apply relevant codes, ordinances, rules and regulations.
• Direct and manage the inspection of public works and land development projects for conformance to established plans and specifications. 
• Provide continuing technical assistance to staff; supervises and participates in the work of lower-level engineering staff in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
• Assist in the preparation, coordination and control of the operating and capital improvement budgets; assist in evaluating the need for and developing plans and schedules for long-range Public Works projects. 
• Coordinate projects with other departments, divisions, sections, or teams, consultants, developers and/or property owners; give presentations to elected and appointed officials; respond to citizen inquiries and complaints and takes appropriate action.
• Track new or pending regulatory requirements that affect the Public Works Department and provides support to meet these requirements (e.g., nonpoint and point discharge, drinking water quality, water conservation, air, and groundwater contamination).
• Monitor inter-governmental actions affecting Public Works.

The Associate Civil Engineer will perform complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street, and other Public Works projects and programs ensuring technical competence and compliance with all current codes and criteria as required; will
to serve as a Project Manager in the Engineering Section.

Associate Civil Engineer duties and responsibilities:

• Review private project development plans for compliance with codes, regulations, standards, and compliance with approved City master plans.
• Evaluate transportation, traffic and other public works related impacts related to private projects.
• Make recommendations for conditions of approval. 
• Provides technical engineering information to other City staff, agencies, engineers, consultants, contractors and the public. 
• Serve as technical lead for design efforts, projects, and engineering review. 
• Serve as engineer of record for designs.
• Coordinate and/or undertake the development of the City Transportation Improvement Program (T.I.P.), Comprehensive Plan, Comprehensive Water Plan, the Capital Improvement Program (C.I.P.), Pavement Management System and other programs involving the municipal infrastructure.
• Determine and apply applicable codes, regulations, and requirements for assigned projects.
• Develop project scope and selection criteria and manage consultant selection process if one is utilized.
• Coordinate the preparation of, or develops, engineering plans, specifications, and estimates for complex public works projects.

• Coordinate required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. 

• Provide project management for the construction of the municipal public works projects. 

• Inspect and oversee assigned projects to ensure contractor compliance with contract documents, schedules, and budget parameters for the project. 

• Assure accurate as-built records of projects, and coordinates warranty and training issues for a smooth transition to the operation and maintenance programs.
• Coordinate the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, databases and comprehensive plans.
• Manage the engineering library and infrastructure records. 
• Maintain and update city subdivision and public works standards.
• Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluate issues and options regarding municipal public works and makes recommendations.
• Issue and administer utility permits, street use permits, franchise utility permits, etc.
• Maintain regular contact with consulting engineers, construction project engineers, city, County, State and Federal agencies, professional and technical groups ante the general public regarding division activities and services. 
• Prepare and administers grant applications.
• Prepare traffic, utility and other studies and reports.
• Write memoranda, prepares reports, and make presentations to Planning Commission, Complete Streets Committee, City Council and other bodies as necessary.
• Perform and assist in survey work. 
• Provide engineering support for other city departments.
• Coordinate sidewalk inspection, maintenance and enforcement. 
• Monitor inter-governmental actions affecting public works.
• Assist in the training of other city personnel in public works design and construction techniques.
• May serve on and/or provide technical and support staff assistance to various City commissions and task forces.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. BASIC EXAMPLE OF DUTIES

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

THE POSITION

To coordinate and perform advanced paraprofessional and highly technical field and office engineering work in one or more of the functional areas of the City’s Departments.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

This is the advanced journey-level class of the Engineering Technician series.  It is distinguished from the Engineering Technician II classification in that employees are expected to function as a project leader within one of the functional areas of the engineering division, including the coordination of public works/engineering projects from design through construction.

IDEAL CANDIDATE

The City of Woodland Development Services Engineering Branch is seeking a positive and motivated individual with a general interest in public works and construction inspection to support the Development Services Engineering/Encroachment Permitting program.

ESSENTIAL JOB FUNCTIONS

Coordinate the department’s projects from planning stage through project acceptance by conducting preliminary engineering studies.  Prepare plans, specifications, reports and cost estimates for public improvements such as streets, storm drains, sewers, water works, traffic signals/controls, and other public projects.  Make calculations for engineering/surveying and other related work.  Obtain and provide field data and recommendations for preparation of modifications involving technical or monetary changes.  Assist project engineers in performing survey work and obtaining field data for preparation and planning of proposed project.  Provide design, construction or consultation contract administration and management or inspection of capital improvement, repair and maintenance projects.  Establish schedules and methods of providing construction inspection services.  Resolve conflicts between inspectors, contractors and facility owners.  Prepare, review and maintain various data, reports, documents and project files, such as, but not limited to, inspection logs, daily construction logs, change order requests, quantities and material estimates, progress reports, site plans, subdivision improvement plans, development agreements, real property documents, submittals and as-built drawings.  Review improvement plans, maps, specifications, cost estimates, and other work for accuracy, presentation and conformance with established engineering practices, City Standards, General Plans and Specific Plans.  Provide general information to other City departments, the public, development community and other government agencies.  Prepare for review by senior staff policies and procedures for processing requests of the City for City services to facilitate development projects.  Determine and oversee field material testing of samples of materials routinely used in construction projects.  (For example, concrete, asphalts, soils, etc.)  Monitor operational tests on civil, mechanical and electrical systems.  Perform pneumatic and hydrostatic test of piping systems as appropriate.  Coordinate right-of-way planning and acquisition for public improvement projects such as streets, storm drains, sewers, water works, traffic and other public work projects.  Prepare and assist with presentations to City Council, various Commissions and local interest groups.  Share in the responsibility for a sound safety program; promptly report unsafe conditions to the immediate supervisor.  Prepare data for as-built utilizing GPS equipment, recording changes, dimensions, etc.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the Employee must be present to completed assigned tasks.  Work cooperatively with others including other City departments/divisions and the public.  Other duties as assigned.

QUALIFICATIONS

Experience and Training

Any combination of experience and training that provides the required knowledge and abilities is qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:

Two (2) years of experience performing duties comparable to those of a City of Woodland Engineering Technician II or seven (7) years of increasingly complex paraprofessional engineering experience within the Department or approved comparable experience.

Education:

Equivalent to the completion of the twelfth grade supplemented with at least six (6) months of college level coursework in drafting, algebra, geometry, chemistry, trigonometry, or related field. 

Additional coursework in civil engineering, construction technology, land development, project management or a closely related field from an accredited college is highly desirable.

License or Certificate

Specialty certification such as Construction Management, Project Management, Transportation Management, Land Use and Environmental Planning, or the equivalent is desired. 

Requires possession of a valid California driver’s license upon hire.

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Under the general direction of the Train Control Upgrade Project Lead Engineer, the Senior Signaling Engineer leads the signaling design section of the SFMTA owner’s engineering team. The Senior Signaling Engineer assists the Train Control Upgrade Project Lead Engineer with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager and Lead Engineer for reviewing technical submissions from the Train Control Supplier, Hitachi Rail, to ensure that the submitted design meets the SFMTA’s objectives for the project, conforms to all applicable SFMTA, state, local, and federal technical regulations, and complies with the technical standards identified in the Train Control Supplier Contract.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology supplier (Hitachi Rail) and other firms providing installation, construction support, technical expertise, and professional services. The Senior Signaling Engineer will act as a senior reviewer of technical documentation from the project contractors, perform technical coordination between the department and Supplier, and produce technical documentation on behalf of SFMTA in response to Supplier RFI’s and inquiries.

In addition, the Senior Signaling Engineer will liaise with SFMTA Subject Matter Experts (SMEs) to obtain their input, and using engineering judgment, develop requirements or evaluation criteria that ensure that the needs expressed by SFMTA SMEs are met. The Senior Signaling Engineer will supervise junior SFMTA engineers and consultants on the team in order to meet these objectives.

As a senior SFMTA technical representative, the Senior Signaling Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Supervises assistant and associate engineers as the senior member of the SFMTA signal engineering team;
• Participates in project design reviews, evaluates the CBTC System Supplier’s technical designs and installation materials, and prepares technical comments on behalf of the SFMTA;
• Contributes to technical discussions between the SFMTA, CBTC System Supplier and other project contractors;
• Communicates with the CBTC System Supplier and other project contractors via formal correspondence and informally, reviews technical correspondence received and prepares responses to technical RFIs from contractors;

• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Supports engineering surveys in preparation for train control project design; directs and supervises supporting work by SFMTA and other City departments as well as contractors to prepare field surveys of railway and communications infrastructure relevant to the project;
• Participates in train control system testing and assists the project QA team in assessing the quality of installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Communicates with the CBTC System Supplier and/or Installers for technical support as needed to address system issues under warranty;
• Works with the CBTC System Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints;
• Participates in the selection, training, monitoring, evaluating, and counseling of project engineering staff;
• Analyzes related project schedules and budgets;
• Reviews and manages workload assignment to consultants, junior staff and interns as required;
• Performs other duties as required.

Minimum Qualifications

• Five (5) years’ experience working on train control or rail signaling projects, including a minimum of two (2) years’ experience supervising engineers on train control or rail signaling projects; AND
• Possession of a baccalaureate, master’s or Ph.D. degree in Engineering.

Substitution:

A Master's Degree in Engineering may substitute for one year of the overall work experience listed above. A Ph. D. in Engineering may substitute for two years of the overall work experience.  The two (2) years of supervisory experience are required and cannot be substituted.
