THE POSITION:

The City of Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as an Assistant Transportation Engineer. Reporting to the Deputy Director of Public Works, the Assistant Transportation Engineer will play a key role in supporting the delivery of transportation projects to provide a safer and more sustainable transportation system in the City. These innovative and safety-focused projects will help advance the City’s Vision Zero and Climate Action Plan goals. Typical projects involve multi-modal roadway design, traffic calming, traffic engineering analysis, and intelligent transportation systems.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Depending upon assignment, duties may include, but are not limited to the following:
• Conduct field studies and analyze traffic conditions and issues.
• Prepare transportation engineering plans and alternate plans, including cost estimates.
• Design transportation engineering projects, including specifications for traffic signals, street signs and markings, street lighting, channelization, and parking facilities with full awareness of traffic safety principles.

Minimum Qualifications

Experience: Two (2) years in engineering related to transportation engineering or closely related field.

Education: A Bachelor of Science Degree in Civil or Traffic Engineering from a recognized college or university.

Ability to obtain an Engineer-In-Training (E.I.T.) Certificate issued by the California Board of Registration for Civil and Professional Engineers within one year of hire.

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION 
To perform a variety of paraprofessional office and field engineering work including drafting, minor design work, engineering records preparation and maintenance and operation of equipment and instruments; may work as survey crew member in support of surveying and other civil and traffic engineering functions.

DISTINGUISHING CHARACTERISTICS 
This is an entry level classification that assists higher level technical and professional engineers in all activities of the Engineering & Transportation Division. The Engineering Technician is responsible for conducting traffic, engineering and similar studies for public works projects, and for assigned technical engineering tasks, preparing plans and estimating for various design and construction activities. It is distinguished from the Assistant Civil Engineer which is the journey level classification with responsibility of the more complicated technical tasks. 

 

Essential Duties

Duties may include, but are not limited to, the following: 

Performs non-routine drafting assignments which require application of standardized drawing technique
Gathers field data for planning, design and construction. 
Prepares accurate drawings from design notes, sketches and field survey notes. 
Makes traffic counts and prepares simple diagrams of intersections showing sight distances and traffic flow. 
Makes speed surveys, polls motorists and pedestrians, and prepares diagrams of accident frequencies.

ESSENTIAL DUTIES
Makes computations to determine quantities and costs. Performs complex mathematical calculations by using accepted formulas, manuals and equipment. Reads and interprets maps and other engineering records and prepares legal descriptions of property. Corrects and re-designs construction plans for street improvements, utility installations, drainage and material quantities by using appropriate calculations, computations and engineering data and by consulting with engineers. Performs survey office work using drafting tools while employing mathematical and engineering data to prepare information for use by survey field crews, construction crews and construction inspectors. Interprets information from survey field work for use in mapping, designing construction plans, analyzing earthquake fault monitoring data and updating survey records. Performs various duties associated with land surveying including using measuring tapes and level rods to assist in determining lines, angles, points, elevations and distances. Performs various record keeping and file maintenance duties such as recording instrument readings in field survey notes, maintaining office files of notes, control data, monument records, surveyors maps, and construction drawings. Prepares and maintains accurate “as-built” plans from notes from contractors of completed projects. Computes horizontal and vertical curves. Calculates distances, earth work quantities, fees and charges. Performs plan checking by comparing drawings of proposed improvements against drawings which illustrates established engineering standards applicable to various projects.

JOB RELATED AND ESSENTIAL QUALIFICATIONS
 
Knowledge of: Algebra, geometry and trigonometry. 
Proficient in AutoCAD Civil 3D drafting including working with raw topographic survey points to build surfaces, produce maps, renderings, view graphs, cross-sections and plan and profiles.

Ability to:
Perform basic engineering and surveying calculations.
Interpret construction drawings, field survey notes, deeds, maps and other legal descriptions and to extract pertinent information.

Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

The City of Dixon is looking to fill two full-time, regular positions for the position of Wastewater System Operator I/II in the Engineering Department and to establish an eligibility list for future vacancies. This position will perform the operation and maintenance of the City of Dixon's ("City"), Grade III, activated sludge wastewater facility, laboratory facilities, industrial pretreatment program related property and equipment.

This position includes field, laboratory and office activities. Field activities involve exposure to noxious odors, dangerous gases, strong acids, heights, confined spaces, extremes in weather conditions, hazardous materials, airborne particles, noise, water hazards, heavy equipment operation and traffic hazards. Laboratory activities involve exposure to noxious odors, dangerous gases, strong acids, hazardous materials, airborne particles, noise and water hazards.

Wastewater System Operator I: This is the entry level class in the Wastewater Systems Operator series and requires a Grade I Wastewater Treatment Plant Operator certificate issued by the State of California.

Wastewater System Operator II: This is the journey level class in the Wastewater Systems Operator series and requires a Grade II Wastewater Treatment Plant Operator certificate issued by the State of California and is a fully qualified plant operator certified to independently operate a grade III wastewater treatment facility.

EXAM PROCESS: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam (pass/fail) and candidates who pass the written exam will be invited for an interview. The ideal candidate is a working manager with real property management experience, excellent leadership skills and a firm commitment to superior service. The ideal candidate will have five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements. 
• Manage the City’s portfolio of properties leased to third parties. 
• Consult and work closely with the City Attorney’s Office and/or outside legal counsel to ensure agreements, deeds, quitclaims, partial releases, partial reconveyance and other instruments are compliant with municipal, state and federal law. 
• Support Public Works Department with the negotiation and preparation of use agreements related to use of public right-of-way for telecommunication services, including but not limited to, fiber optic cable and small cell radio equipment; administer use agreements once entered. 
• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff. 
• Represent the City to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
• Research and prepare technical and administrative reports; prepare written correspondence. Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration. 
• Be an integral team player, which involves flexibility, cooperation, and communication.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable 

Education: Equivalent to a Bachelor's Degree from an accredited college or university in public or business administration, engineering, real estate or a related field. Appropriate experience may be substituted for education on a year-for-year basis.  

License: Possession and maintenance of a valid Class C California Driver’s License.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend, and safely lift and move equipment and materials weighing up to 35 pounds; withstand exposure to noise, vibration, chemicals, mechanical and electrical hazards; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public, elected officials, government agencies, and all different levels of City staff in an effective and professional manner. Citrus Heights Water District is seeking a Construction Inspector / Senior Construction Inspector to join our team. The selected candidate will be placed in either classification, depending upon the applicant’s qualifications.

This position is a key member of the District’s Engineering department, playing an essential role in inspecting the construction of water distribution system improvement by contractors and by private builders and developers. As one of a six-member team, this position is responsible for ensuring that materials and workmanship meet the District’s high standards, and that construction is carried out in accordance with local, State, and Federal requirements.

• The Construction Inspector is an entry-level class in the Construction Inspector series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Construction Inspector class is distinguished from the Senior Construction Inspector level by the performance of less than the full range of duties assigned to the Senior Construction Inspector level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned. 
• The Senior Construction Inspector is the journey-level class in the Construction Inspector series and is distinguished from the entry-level class by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Construction Inspector level once the incumbent meets the qualification standards of the Senior Construction Inspector level, demonstrates an ability to perform the full scope of the work, and meets performance standards.
