San Mateo County Public Safety Communications is seeking an outstanding professional to join the Department’s System Management Unit as a Public Safety Communications Systems Specialist.

 

San Mateo County Public Safety Communications (PSC) is San Mateo County’s largest dispatch center and the only Tri-Community (Police, Fire, Medical) Center in the County. Our state-of-the-art dispatch facility, located in Redwood City, provides all the tools and infrastructure for the organization to be successful.

 

The Position:

• Lead the design, implementation, and support of departmental information systems and applications within the Public Safety Communications environment, including NG9-1-1 systems and CAD.
• Analyze end-user needs and develop specifications for software enhancements or new applications with emphasis on AI-driven analytics and automation.
• Oversee deployment and support of server infrastructure (Windows Server, Linux), virtualization platforms (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• Administer and troubleshoot enterprise network environments involving IP/MPLS, BGP routing, microwave, LawNet, wireless networks, and WAN/LAN connectivity.
• Implement and support cybersecurity tools and processes, including Extended Detection and Response (XDR), Tenable Nessus, and VM agents to safeguard critical PSC systems.
• Lead the integration of AI and machine learning technologies for enhanced situational awareness, predictive dispatch, and operational efficiency in the PSC environment.
• Coordinate with vendors, contractors, and departmental stakeholders to ensure timely delivery, system reliability, and user satisfaction.
• Provide technical guidance and leadership to Information Technology Analysts and Technicians as assigned.
• Monitor system performance, troubleshoot, recommend upgrades, and assist in design and capacity planning for departmental systems.
• Document system configurations, operational procedures, and prepare reports for management.
• Participate in County-wide IT planning and public safety technology initiatives to align systems with strategic goals.

 

The Ideal Candidate will have knowledge of:

• Principles and practices of computer science, information systems, and telecommunications as they apply to PSC environments.
• Operating systems, including Windows Server, Linux, virtualization (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• AI/ML platforms, tools, and their application in public safety communications, including NLP, video/audio analytics, and predictive modeling.
• Network infrastructure, including IP/MPLS, BGP routing, microwave links, WAN/LAN, wireless technologies, and LawNet.
• Public safety systems such as CAD, RMS, Message Switching Systems, MDTs, and NextGen IP Telephony.
• Security frameworks, vulnerability assessment scanning tools (Tenable), endpoint detection (XDR), and compliance with CJIS/NIST standards.
• Programming and scripting languages (PowerShell, Python, Bash) for automation and application support.

 

The Ideal Candidate will have experience with:

• Project management, leadership, and end-user training.
• Leading and coordinating IT projects from planning through implementation and support phases.
• Working independently and exercising sound judgment within policy guidelines.
• Training and mentoring less experienced IT staff.
• Experience with cloud computing (AWS, Azure), virtualization, AI/ML technologies, and PSC systems is highly desirable.
• Performing physical tasks related to hardware installation, maintenance, and cabling.

The Ideal Candidate will have:

• A bachelor’s degree from an accredited four-year college or university in computer science, engineering or Electronics and Telecommunication Engineering, or a closely related field, or equivalent technical education.
• Two (2) years of increasingly responsible full-time experience performing advanced technical and analytical duties supporting mission-critical IT systems in public safety or related environments.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Serve as lead over some or all aspects of assigned information systems implementation and/or applications development or enhancement projects.
• Assign, oversee, and guide the work of other information technology and analytical support staff in a lead capacity.
• Perform a variety of complex analytical duties in the design, development, implementation, and maintenance of department information systems and applications.
• Analyze end-user technical requirements and recommend specific hardware, operating system, and/or software application solutions to meet identified needs.
• Organize and staff application user groups to provide training on application use, identify future needs, and provide information to software vendors on application requirements.
• Prepare specifications for software enhancement or a new application.
• Develop applications, including interactive WEB pages to meet identified specifications.
• Provide technical oversight in the design and maintenance of departmental websites and lead the design and implementation of web-based applications.
• Determine short and long-range departmental system application needs for County services; plan software enhancements and changes to meet the needs of system users.
• Participate in departmental and County-wide systems planning activities; serve as liaison with Information Services to ensure departmental needs are adequately addressed.
• Develop GIS applications, integrate data, and maintain related databases.
• Perform geo-spatial database modeling and development, GIS data automation and validation, topological modeling, and quality control activities to assure the accuracy and integrity of geo-spatial data.
• Administer County policies and procedures to ensure security and integrity of all departmental databases; develop and recommend departmental GIS policies and procedures in accordance with industry standards and best practices.
• Review and evaluate the design of programs and databases to ensure the storage, security, selection, and retrieval of information is logical, orderly, and user-friendly; create, update, and modify production and other reports utilizing specific combinations of database information.
• Evaluate specialized database software systems, tools, and vendor packages to determine the most effective product for departmental needs and priorities; consult with and oversee software and hardware vendors to solve product problems and/or customize packages.
• Perform related duties as assigned.

 

Technology Support Duties:

Due to variances in departmental size and staffing structures, incumbents in this classification may also perform technical support activities that include, but are not limited to, the following:

• May monitor database system performance and resource consumption for capacity and budget planning purposes; provide technical information, advisory assistance, and troubleshooting resources.
• May design and deploy system utilities and monitoring software to configure hosts/servers and develop and/or modify native operating system scripts to ensure robust system and application performance.
• May evaluate and test system upgrades, install, configure, maintain, troubleshoot, and upgrade department software applications and troubleshoot hardware and software-related problems.
• May evaluate new hardware and software products for use by department staff, and provide expert advice to users on software applications.
• May install and replace internal computer components such as memory, hard drives, sound devices, optical drives, disk or CD-ROM drives, and communications cards.
• May engineer and/or install new equipment or guide vendors doing the same; act as liaison between department users and vendors to ensure that appropriate planning, scheduling, and acceptance testing activities are performed; coordinate maintenance of departmental equipment with external vendors.
• May install, configure, troubleshoot, maintain, and upgrade mid-range computers and related equipment; and replace internal servers and mid-range computer components.

What you will do:

ESSENTIAL DUTIES (could include but not limited to):

• Plan, direct, review and participate in professional and technical work of a functional group of  the Engineering & Transportation Division with principal assignments involving traffic  circulation design, traffic safety studies, geometric design of streets and interchanges, and  traffic operation studies.
• Direct, assist, and participate in traffic analysis, circulation design, and design transportation engineering projects, such as traffic signals, signs, and markings, channelizations, street lighting and parking facilities.
• Provide consulting services and advice to City departments, divisions, and other groups on matters related to transportation engineering.
• Answer inquiries, investigate complaints, and provide information to the general public.
• Meet with individuals and groups as necessary.
• Investigate, analyze, and prepare reports including those for the City Engineer on claims against the City related to transportation matters.
• Testify in court on claims against the City related to transportation issues.
• Act as Project Manager on both City and consultant-designed transportation related projects.
• Prepare applications for State and Federal grant funding.
• Select consultants for consideration for City projects; write and process requests for proposals and consultant agreements and contracts.
• Make recommendations on street lighting design and wattage.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in transportation engineering or closely related field. 

License: Possession of a valid Class C California Driver's license at time of appointment. Possession of a certificate of registration as a Civil Engineer, Electrical Engineer, or Traffic Engineer in the State of California.  

OTHER REQUIREMENTS 
Essential duties require the following physical abilities and work environment: ability to sit, stand, walk, kneel, squat, climb and lift up to 30 pounds and to work outdoors or in a confined workspace.

POSITION DESCRIPTION:

18-week training program that teaches basic technical and job-readiness skills to prepare participants for a IAM Local 1414 Registered Apprenticeship for the Automotive Mechanic, Machinist, Auto Body Painter, or Body and Fender Repairer. The 18-week program includes eighteen (18) weeks of free academic training through City College of San Francisco, as well as nine (9) weeks paid on-the-job experience. All equipment and uniforms are provided by the program. Individuals are expected to attend all classes and work assignments to complete the program.

First nine (9) weeks of program at CCSF Evans Campus 8 am-4 pm Mon-Thurs. (unpaid)

Second nine (9) weeks 1/2 day class, four (4) hours at CCSF Evans Campus, and four hours a day, four days a week for nine weeks (paid) On-The-Job training.

Pre-Apprentices are expected to complete the following courses and certifications during the program:

Under immediate supervision, the 9940 Pre-Apprentice Automotive Mechanic performs semi-skilled trainee work designed to introduce career options and role models in connection with the operation, maintenance and repair of automotive vehicles. As part of a Pre-Apprenticeship program, incumbents learn about the work environment, required skilled mechanical work, and real-life experience to help them find employment as an apprentice and eventually as a journey mechanic. Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

About:

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

Substitution: Candidates licensed in other states, who otherwise meet the minimum requirements of this announcement, but do not possess the required California license, may file for this recruitment, and must obtain the required California license within 1 year of appointment.

 

Desirable Qualifications: 

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Technical expertise and knowledge of the principles, practices, purposes, scope, and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit, or communications infrastructure projects.
• Experience designing and engineering rail vehicle onboard electronic communication systems, such as train control systems.
• Leadership experience and/or experience managing a team of engineers on a project.
• Experience fitting transit vehicles with onboard electronic equipment.
• An understanding of electric propulsion and braking methods and design.
• Experience with relay-based and solid-state low-voltage control system designs.
• Experience with computer systems, computer networks, and communications/network systems.
• Experience with and/or an understanding of packet-based networks, human-machine interfaces, and number systems.
• Experience with high-level control system programming.
• Experience developing or manipulating computer software to parse and process low-level data.
• Experience with field engineering, testing, or other hands-on engineering work.
• Experience working with public transit agencies or as an employee of a public transit agency.
• Technical writing and editing experience; experience writing technical specifications and/or manuals.
• Experience with CAD software or other computer-aided design tools.
• Experience with P6 Primavera, Microsoft Project, or other project management software applications.
• Experience with Microsoft Office products such as Excel, Outlook, and Word.
• Experience interpreting and analyzing telematics data, using Python, SQL, Tableau, or other tools to perform calculations and visualize data,
• Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups.
