Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

EXAMPLES OF DUTIES (illustrative only)

Duties may include, but are not limited to:

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.
• Coordinates a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Prepares the development of regularly occurring required plans or programs, such as the Short-Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

The salary range is $55.81 - $66.97, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. In addition, the District provides retiree health benefits with 50% of the premium paid with 10 years of service and an additional 5% with each year of service up to 100% with 20 years of service in CalPERS participating agencies.

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Receives supervision from the Fire Marshal. EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

Under general or direct supervision at the lower level and under direction at the higher level, incumbents perform varied professional technical, analytical, and administrative tasks in providing staff support to departments and divisions to; perform contract administration functions; compile and maintain records; conduct special studies, surveys, and research assignments in a variety of project, program, service, and/or operational procedures; and, to perform related work as required.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues.
