Our Business Support & Asset Management Unit provides operational and strategic asset management support to the Water Utility Enterprise and to our Fleet & Facilities Management teams. The unit supports the lifecycle of our assets—from planning and design through operation & maintenance to rehabilitation, replacement, and disposal.

This entry-level position is in our Operational Asset Management Team, where you will perform engineering and data analysis assignments that support the planning, maintenance, and rehabilitation of pipeline, pump station, and treatment plant assets. Working under the guidance of technical and engineering staff, you will help move the organization toward more condition-based and predictive maintenance strategies, improve asset data system integration, and develop dashboards and tools that combine information from Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Management Systems (CMMS), Enterprise Resource Planning systems (ERP), Asset Management planning tools (AMPT), and the Capital Improvement Program (CIP) for business reporting and analysis.

• Assisting technical staff in developing enhancements to asset registration and data hierarchy processes.

Business Support & Asset Management Unit (Position Code 156)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

Position Duties

The total salary range for Associate Engineering Technician classification is $88,015.20- $107,103.36.

The DPW is currently recruiting for multiple Associate Engineering Technician and Senior Engineering Technician positions in the Facilities and Transportation and Hydraulic Services (THS) Divisions. ASSOCIATE ENGINEERING TECHNICIAN CLASS SUMMARY

Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

SENIOR ENGINEERING TECHNICIAN CLASS SUMMARY

Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties.  Researches and writes engineering specifications and prepares plans and contract documents.  Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress.  Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices.  Supervises a team of lower-level technicians, and schedules jobs according to priority.  Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff. This class differs from the next higher class of Principal Engineering Technician in that incumbents of the latter class are responsible for supervising the staff and operations of a work unit.

• Provide engineering support to project teams and managers.

The Positions
Silicon Valley Power (SVP) is seeking dynamic and innovative Senior Electric Utility Engineer candidates to immediately fill two (2) vacancies  in the Customer Development and Project Management divisions, with potential future vacancies in these or other divisions. The ideal candidates will have electric utility engineering experience; excellent project management skills; strong oral and written communication skills; experience working in a team environment on major construction projects.
 
For the Engineering Division:

This position will lead substation engineering and standards development that support the mission of the Utility. This individual should be an experienced, self-starter who can thrive in both an autonomous and team environment. This position requires hands-on working knowledge of   substation design and construction, and standards development. A working knowledge of protection and control systems, communication systems, project management, and Compliance is desirable. The candidate should have extensive knowledge of substation engineering concepts, principles, and practices to resolve complex problems with only general direction. This position supports day-to-day utility operations and Compliance.

For System Expansion Division 

This position will support System Expansion Capital Projects and have the opportunity to work on complex and exciting large capital system expansion improvement projects in a dynamic, team-oriented environment. This position will be working on four large system expansion projects moving forward to bid and construction, totaling an estimated cost of $440 million. This position requires hands-on work during construction of 3 receiving station projects and one 2.25-mile 115kV transmission line project. The position may also assist with outage management, construction and contracts management, material procurement and tracking, and easement acquisition. As such, the ideal candidate will have large substation or receiving station project experience and be able to work in a fast-paced environment with competing priorities. The candidate will show proven problem-solving skills and excellent communication.

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with: a) Bachelor's Degree in Electrical Engineering and three (3) years experience in electric utility engineering work or b) a Bachelor's Degree in Engineering and four (4) years experience doing electric utility engineering work or ten (10) years experience doing electric utility engineering work and satisfactory completion of a qualifying written examination.  A Master's Degree in electrical, mechanical or civil engineering from an accredited college may be substituted for one year of experience (proof of receipt of an Engineer In Training certificate may be substituted for the qualifying written examination).  Candidates from a non accredited college or university must demonstrate equivalency. Registration as a professional electrical, mechanical or civil engineer in the State of California may be substituted for accreditation equivalency.

LICENSE
Possession of a valid California Driver's license.

SPECIAL CONDITIONS
May work unusual hours in emergency situations, or while acting as duty supervisor outside regular working hours, or at other than regular job site.

SCOPE OF EXAMINATION FOR QUALIFYING EXAMINATION (if necessary) Fundamentals of engineering and science. Mathematics including algebra, geometry, complex numbers, trigonometry, calculus; electrical theory (alternating and direct current), statics, dynamics, thermodynamics and economic analysis.

This vacancy will be filled either as an Associate Engineer or Senior Engineer. The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651. The anticipated hiring range for the Senior Engineer position is $122,634 - $153,293 annually, with a full salary range up to $183,952. DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

                                  POSITION DETAILS:

• Full-time regular position
• 4/10 work schedule
• Salary range $43.83 - $60.15 hourly with Excellent Benefits (see below)

 

                          MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by specialized training in civil engineering, business administration, horticulture, arboriculture, mechanical engineering, or a related field.

Experience:

• Four years of responsible facilities, streets, landscape or fleet maintenance experience including one year of administrative and/or lead supervisory experience.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• When assigned to vehicle and equipment maintenance:
  • Possession of, or ability to obtain, an appropriate, Class A Commercial Driver's License with P (Passenger) endorsement within probationary period.
  • Possession of an Employer Testing Program Training certificate is desirable.

                                  IDEAL CANDIDATE:

The ideal candidate will demonstrate expertise in the following areas:

Building Maintenance & Facility Oversight

• Proven experience managing building systems, including electrical, HVAC, plumbing, carpentry, painting, locksmithing, roofing, and door repair
• Ability to conduct regular inspections of City buildings to assess physical condition and ensure high-quality work from staff and contractors
• Oversight of custodial services across all City facilities
• Skilled in operating and maintaining computerized energy management systems
• Experience implementing water, gas, electrical, and energy conservation programs
• Knowledge of ADA requirements and ability to oversee building modifications for compliance

Fleet & Equipment Maintenance

• Leadership in supervising the daily operations of public works and transit garages
• Expertise in scheduling preventative maintenance and safety inspections for City vehicles
• Ability to interact with state and local agencies regarding regulatory inspections
• Experience managing spare parts inventory and procurement processes
• Skilled in writing specifications for new vehicle purchases and conducting predelivery inspections
• Knowledge of hazardous waste handling and regulatory reporting
• Ability to train personnel in commercial driving standards and DMV-approved routes

Leadership & Collaboration

• Strong supervisory skills with a focus on team development and operational efficiency
• Ability to collaborate across departments and with external contractors and agencies
• Commitment to safety, sustainability, and continuous improvement in municipal operations

Health Insurance:

• Medical Premiums are covered at 100% for most plans, even family coverage.
• Coverage available as early as 1st of the month following start date.
• A variety of PPO and HMO plans are available through the CalPERS Health Program.
• The City contributes $158.00 per month and up to $2,269.44 per month in “Simiflex Dollars,” towards the cost of medical. 
• “Simiflex Dollars” can be used to offset the cost of medical, dental, and/or vision insurance, or other optional benefits. 

Paid Leave:

• Work/Life balance with 5.6 weeks of AL (Annual Leave) per year to start (AL combines vacation and sick time). 
• Accruals increase at 5 years and 10 years of service.
• Cash out option available after one year of service.
• 11 paid holidays per year and one floating holiday per year.

Prescription Drug Plan: 

• Major retail options and mail order program.

Paid Dental Insurance:

• HMO and PPO Plan available
• City contribution of up to $100 per month
• Dental insurance from Delta Dental costs the employee $0 to $31.10 per month for family coverage depending on the plan chosen.

Vision Insurance:

• City contribution of $19.80 per month
• Vision insurance from VSP costs the employee $2.66 per month for family coverage.

Flexible Spending Account (FSA): 

• An FSA account allows employees to set aside pre-tax dollars for out-of-pocket health and dependent care expenses.
• Eliminate paying federal or state taxes with an FSA account. 

Employee Assistance Program (EAP): 

• Confidential counseling and referral service to help employees and their household members resolve personal problems. 
• Up to 8 free consultations for employees and all members of their household.

Optional Insurance from AFLAC: 

• Available plans include accident, cancer, hospital and critical care.

• $101,000 employee coverage provided at the City's expense.
