DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
• Maintain current program content on Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Other duties as assigned.

 

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

 

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.

ABOUT THE SECTION
The Regional Planning Program section at MTC\ABAG is a multidisciplinary team that applies data-driven planning to improve the trajectory of the San Francisco Bay Area. One of our core deliverables is Plan Bay Area, which we update every four years. This long-range plan lays out a set of strategies for how to achieve a region that is affordable, connected, diverse, healthy and vibrant for all. In developing the plan, our team takes on some of the most difficult and important challenges facing the region: how to make living in the region affordable for existing and future residents, how to create a safe and effective transportation system, and how to reduce greenhouse gas emissions. The section consists of four teams: Major Plans, Transportation Planning, Housing and Local Planning, and Forecasting/Modeling and Surveys. 

This principal position is within the Forecasting/Modeling and Surveys (FMS) team, which conducts data analysis and develops and applies modeling tools to analyze the impacts of potential strategies for Plan Bay Area. Our team strives to create quality modeling tools that embody our sections goals for planning excellence; we emphasize transparency by creating open-source models, and we value collaboration with other agencies and partners in developing shared resources. The FMS team focuses on the application of economic models, urban development models, and travel models, including developing new features for some of these models as new analysis needs arise. FMS also conducts regular travel diary surveys and transit passenger surveys to inform these tools and other research questions of interest to the agency. 

ABOUT THE ROLE
The Principal Modeler in Model Development will lead development of our travel modeling tools to assess our region’s future and to evaluate potential strategies and policies to improve quality of life. In this role, the Principal Modeler will manage a consulting team working in travel model development, developing both major and minor features as needed for the travel model and associated tools. This will involve project management as well as hands-on development work. The Principal Modeler will also be involved in developing other modeling and modeling-related tools relevant to long-range planning, including land use forecasting models, population synthesis tools, and others. This role will also involve working with internal and external stakeholders to prioritize feature development and bug fixes for these tools. Finally, this role will include mentoring staff in technical development, representing MTC before a variety of groups, agencies, organizations, elected officials, and the public, requiring the ability to communicate effectively about technical topics with non-technical stakeholders; and performing other job related duties as required. 

Responsibilities
The development and release of future versions of MTC’s modeling tools, including:

• Implementing or updating features
• Managing a consultant team in model development and network development tools. This includes reviewing pull requests and deliverables; project and budget management; discussing and resolving budget issues with appropriate staff and responsible agencies; negotiating, preparing and administering contracts, proposals, task orders and agreements.
• Model calibration, validation and documentation
• Presenting Model Development progress and features to stakeholders within the agency and with agency partners.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm.  Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

• Bachelor’s degree in civil or related field. 
• Professional Engineer's license.
• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.

• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.

Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

About:

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.
• Reviews all technical documents and correspondence from the Train Control System Supplier, the car manufacturer, and other project contractors.
• With the train control system supplier, develops and manages the migration and installation plan for equipping the entire LRV4 fleet with train control system equipment.
• Works with Rail Maintenance and SFMTA staff at the transit yards to coordinate and schedule work activities by the onboard equipment installer for fitting of equipment on the vehicles.
• Supervises the testing of train control system equipment on the vehicles and assists the project QA team in assessing the quality of installed components.
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.
• Performs other duties as required.

 

How to qualify

Minimum Qualifications:

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
