The City of Berkeley invites you to apply for the position of Assistant Civil Engineer! In this role, you will have the opportunity to work on capital improvement projects in the Parks, Recreation & Waterfront Department or the Public Works Department. You will perform professional office and field civil engineering work related to the planning, design, construction and maintenance of these projects. This position requires a California PE license.

The Parks, Recreation & Waterfront Department maintains more than 50 parks and operates the largest public marina on the Bay. Engineers in this department work on projects at parks, community centers, recreation centers, the waterfront, pools, camps, and related facilities and infrastructure.

The Public Works Department supports the City’s extensive network of public infrastructure. Engineers in this department work on projects across the city that advance City initiatives such as the Climate Action Plan, Pedestrian Plan, and Vision Zero. Program areas within Public Works include Facilities, Sanitary Sewers, Sidewalks, Streets, and Storm Drains.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the City of Berkeley Junior Public Works Engineer classification.

Other requirements include:

• Possession of a California State Certification of Registration as a Professional Engineer
• Possession of a valid California driver's license with a satisfactory driving record

The Department of Public Works is accepting applications for the position of Public Works Technician I/II. Under general supervision, Public Works Technicians perform a variety of routine to journey level sub-professional technical, field, and office civil engineering work in a variety of technical areas.

The current vacant Public Works Technician I/II position is in the Road Operations - Permitting Section of the Road Services Division.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Public Works Technician I is the entry level class of this technical support series. Initially under close supervision, incumbents learn technical support and County procedures. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with Public Works Technician II and incumbents are expected to advance to the higher level after gaining experience and demonstrating proficiency which meet the qualification of the higher-level class.

Public Works Technician II is the journey level class of this series, fully competent to independently perform a variety of responsible technical support duties. This class is distinguished from the Senior Engineering Aide class which is specialized in scope and technical functions.

The ideal candidate for this position has the following knowledge, skills and abilities:

• Familiarity and experience with permitting, plan review, or other technical clerical work
• Communicate effectively and work professionally with the public and co-workers. 
• Has field experience related to utility construction projects.
• Has experience in construction or inspection of construction projects
• Read and interpret engineering and architectural plans and regional maps. Understanding of construction terminology and standards.
• Organize workload and work independently in the field and office.
• Create documents, reports and maps with Microsoft suite applications, AutoCAD and Geographic Information Systems (GIS).
• Provide technical support to a public works field such as engineering, traffic, mapping, surveying, drafting, construction, or related technical support field.
• Understand California Manual on Uniform Traffic Control Devices (MUTCD) and Caltrans standards and regulations.
• Create documents, reports, and maps with Microsoft suite applications, AutoCAD, and Geographic Information Systems (GIS).
• Sit, stand, and lift signs as needed for QA/QC.
• Assist Traffic Engineer with development of traffic control plans, striping plans, etc. as directed.

Duties include, but are not limited to, the following:

• Provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements and property ownership, which may require the interpretation of policies and procedures.
• Ensure permit applications are complete, accurate, and comply with County regulations and public works standards
• Obtain and distribute copies of maps, land descriptions and similar information.
• Maintain accurate records and files.
• Develop and update permanent files for County retention.
• Use and perform minor maintenance and cleaning on standard office equipment, including a computer, in the course of work.
• Use specialized equipment to develop and produce copies of maps, drawings and blueprints.
• Assist in preparing channelization, traffic control and related plans and drawings.
• Investigate public complaints regarding traffic conditions.
• Maintain and analyze records regarding accidents and traffic incidents.
• Collect and maintain records or traffic counts and similar data by placing traffic counters in the field and collecting and recording information.
• Conduct radar speed surveys.
• Perform related duties as assigned.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• I level: High school diploma with mathematics courses.
• II level: Two years' experience in providing technical support to a related public works field such as engineering, drafting, construction, surveying or related technical support field.

POSITION DESCRIPTION:

18-week training program that teaches basic technical and job-readiness skills to prepare participants for a IAM Local 1414 Registered Apprenticeship for the Automotive Mechanic, Machinist, Auto Body Painter, or Body and Fender Repairer. The 18-week program includes eighteen (18) weeks of free academic training through City College of San Francisco, as well as nine (9) weeks paid on-the-job experience. All equipment and uniforms are provided by the program. First nine (9) weeks of program at CCSF Evans Campus 8 am-4 pm Mon-Thurs. (unpaid)

Second nine (9) weeks 1/2 day class, four (4) hours at CCSF Evans Campus, and four hours a day, four days a week for nine weeks (paid) On-The-Job training.

Under immediate supervision, the 9940 Pre-Apprentice Automotive Mechanic performs semi-skilled trainee work designed to introduce career options and role models in connection with the operation, maintenance and repair of automotive vehicles. As part of a Pre-Apprenticeship program, incumbents learn about the work environment, required skilled mechanical work, and real-life experience to help them find employment as an apprentice and eventually as a journey mechanic. Positions allocated to the 9940 Pre-Apprentice Automotive Mechanic job code function as trainees.

NATURE OF WORK:

The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
• Possession of the International Code Council (I.C.C.) Full Combination Building Inspector Certificate is required at the time of appointment.
• Incumbents must acquire an ICC Plans Examiner Certificate within one year of hiring.

Selection Process

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The ideal candidate will be a senior level professional engineer with experience, interest and skills in designing and implementing a wide variety of wastewater treatment, sewer collections, and water distribution projects in a collaborative and team-focused setting. The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

6. Revises and updates standard specifications and details related to water and wastewater utilities.
 
7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
15. Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
16. Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
17. Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
18. Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
19. Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
20. Performs related duties as assigned.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.


SPECIAL REQUIREMENTS

Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; to work in a field environment when needed in various weather conditions; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and to small or large groups and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner; and safely drive to various locations throughout the City and County to travel to fulfill assigned duties and to review work outdoors.
