This is the supervisory-level class in the Transportation Engineering series. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of professional engineering staff as well as performing the most complex and challenging design, inspection, and computation analyses, and providing professional-level support to assigned management staff in a variety of areas of expertise. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

 DEFINITION

Under supervision, performs sub-professional engineering office work related to Public Works improvements; elementary field surveying; computer-aided drafting and design work; and related work as required.

EXAMPLES OF DUTIES

Performs a wide variety of responsible sub-professional engineering work; computes and posts simple engineering data; computer-aided drafting, design, and mapping; revises, reviews, files, and updates engineering plans and maps; assists field survey and traffic survey crews as needed.

MINIMUM QUALIFICATIONS

Knowledge of: The elementary principles of algebra, geometry, and trigonometry; drafting symbols used in construction work; basic engineering office equipment; modern personal computers and related computer software; principles and practical application of computer-aided drafting, design, and mapping systems.

Ability to: Learn the use of surveying equipment and techniques; learn basic construction inspection procedures; accurately make and verify mathematical computations; perform neat and accurate drafting; collect engineering field data, and make field notes; maintain accurate records; effectively operate computer-aided drafting, design and mapping software; effectively use modern office software; understand and carry out oral and written instructions; work flexible hours; deal effectively and courteously with the public and general contractors; attend work and perform duties as assigned.

Experience: None required

Education: Completion of 45 semester college units with major in civil engineering or related course of study.

License: Possession of valid Class C California Driver's License.

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies. 

Essential Functions & Duties:

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and 

• Maintains reports, manuals, datasets and files. 

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process. 

• Assess and review compensation and classification policies and procedures for improvements.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

The City of Burlingame is looking for an On-Call Librarian I/II to join our team!  There are currently openings in the Children's Services and Adult Services departments.  Candidates may use the supplemental questionnaire to indicate if they would like to be considered for Children's Services, Adult Services (Reference) or both.  Hours and shifts will vary depending on department staffing needs.

The Librarian I classification is an entry-level position; the Library II classification is the experienced, journey-level position requiring a higher level of experience and training. The Librarian I/II can be filled at either level depending upon qualifications and experience.

For Children's Services:

This position includes working nights and weekends, as needed.  Duties may include but are not limited to the following:

• Providing reference and reader’s advisory to children, teens, and parents at the Children's Desk, which requires extensive knowledge of children's literature.
• Planning and conducting programs for children including story telling, book talks, and films to encourage reading, viewing and listening and use of library materials and facilities.
• Compiling lists of materials of interest to children.
• Organizing and conducting class visits for preschool and elementary age children to encourage reading and use of library materials and facilities.
• Planning and preparing exhibits, book lists and displays using creative marketing techniques to promote the library’s collections and services.
• Utilizing library computer systems and databases.

For Adult Services:

This position includes working nights and weekends, as needed.  Duties may include but are not limited to the following:

• Serving at an information desk; research and respond to reference questions by phone, in person, or electronically.
• Assisting patrons in use of library collections through reference interviews, database, and web searches, reader’s advisory, and instruction in the use of the online catalog, computer software, and other technology that is used in the library.
• Maintaining current knowledge of materials, resources at BPL and throughout Peninsula Library System and refer patrons as required. 
• Promoting library services to generate increased usage.
• Responding to patron complaints and problems.
• Performing other related duties as assigned. 

Education and Experience
Education: A Master’s degree in Library Science from an ALA-accredited program required.

Experience: At least one year professional experience working in a library setting is preferred.  Knowledge of the Peninsula Library System and Sierra ILS  is desirable. Successful public contact experience in a library setting; knowledge of automated systems; basic library reference materials including on-line databases and the Internet; reference interview and research methods; and knowledge of library systems. 

Essential Qualifications
Knowledge of: Effective written and oral communication techniques; active listening skills; effective presentation expertise. 

Ability to: Establish rapport with patrons and staff and respond to their requests and comments in an open, objective, and straightforward manner; clearly interpret library policy; tactfully communicate with patrons and staff with differing opinions; mediate difficult situations and suggest appropriate avenues for resolution; maintain a positive flexible attitude; learn the operations, functions, policies and procedures of the Burlingame Public Library, including Branch operations; work day, evening and weekend schedules; search online databases; assess community needs and interests to anticipate future library needs and trends; plan and develop library services and resources based on community needs; foster teamwork and open communication; effectively supervise and motivate subordinate staff; maintain thorough knowledge of different literary genres and age-level materials and be familiar with reader’s advisory tools. 

Skills: Demonstrates creative problem-solving and sound decision-making abilities; recognizes and effectively sets priorities in planning and organizing work; demonstrates a working knowledge of standard and specialized adult and children’s reference and bibliographic resources, both in print and electronic format; demonstrates working knowledge of the Dewey Decimal System and LC subject headings.

Experience: Successful public contact experience; knowledge of automated systems; basic library reference materials including on-line databases and the Internet; reference interview and research methods; and knowledge of library systems. Physical, Mental and Environmental Working Conditions: Ability to stoop, bend and crouch to retrieve materials and books; lift and/or move books or other materials weighing up to 50-pounds; push/pull carts up to 150 pounds; sit, stand and walk for long periods of time; talk and hear well enough to communicate with patrons; use hands to finger, handle, or fell objects, tools, or controls; reach with hands or arms. 

Work indoors in a library setting, including extensive work at a PC monitor.  Extended periods of standing are required in some instances.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

DEFINITION

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

EXAMPLES OF DUTIES

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

MINIMUM QUALIFICATIONS

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.

Age: Minimum age of sixteen.
