Each division is led by one of two Deputy Directors, who report to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, publicly owned facilities, sewer and storm conveyance systems, wastewater treatment plant (WWTP), pump stations, a major lagoon, dams, and levees; as well as solid waste and environmental programs. The City of San Mateo wastewater treatment facility and collection system are undergoing major renovation projects over the next five years valued over $100 million dollars through the Clean Water Program. The Department is responsible for regulatory compliance related to Stormwater, Pretreatment, Green Infrastructure, and other environmental programs, as well as public outreach to raise awareness to the general public and other stakeholders about these issues.  This position will focus on construction and maintenance of facilities at the wastewater treatment plant.

What You’ll Do

The Senior Engineer supervises and participates in the conduct of complicated engineering planning, design, and investigation activities.

Some duties may include, but are not limited to, the following:

• Supervise and participate in the development of designs, plans, specifications, and estimates for the construction of public works projects related to the WWTP.
• Coordinate with contractors, construction managers, construction inspectors, and the design engineers to resolve issues during construction.
• Coordinate with the staff at the WWTP especially the Plant Manager, Operations Superintendent, and Maintenance Superintendent to make sure the WWTP operations and maintenance needs are incorporated into the projects as well as the impacts to ongoing operations during construction are considered and addressed.
• Inspect project sites to assist in solution of difficult problems; interpret specifications and City policy and make change orders.
• Review plans for construction prepared by private engineers.
• Check computations and specified materials for accuracy and compliance with regulations.
• Upgrade City standard plans and specifications; review subdivision and parcel maps.
• Serve as staff to a variety of City commissions, boards, and committees on public works engineering matters.
• Prepare periodic project status reports.
• Prepare various applications for state and federal grants.
• Review and make recommendations on technical reports and studies.
• Assist in the preparation of the capital improvement plan and budget.
• Participate in the selection and supervision of private professional engineers for the development of plans, specifications, studies, and reports.
• Coordinate engineering-related activities with other City departments, divisions, and sections and with outside agencies.
• Confer with staff regarding project priorities and programs.
• Assist in preparing and administering the operating budget.
• Supervise, train, and evaluate professional and technical subordinates.

The Senior Engineer receives general direction from the Engineering Manager or higher level personnel and exercises direct and indirect supervision over professional and technical engineering personnel.

Who You Are

• You possess knowledge of principles and practices of engineering; modern methods and techniques used in the design and construction of a wide variety of public works engineering projects; modern developments, current literature, and sources of information regarding the assigned areas of assignment; applicable laws and regulatory codes relevant to design and construction in the area of assignment; and principles of supervision, training, and performance evaluation.
• You possess the ability to make complex engineering computations and to check, design, and supervise the construction of a wide variety of public and private facilities; communicate clearly and concisely, orally and in writing; use a variety of drafting and engineering apparatus; and supervise, train, and evaluate professional and technical subordinates.

What You Bring

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

• After receiving professional engineer's license, four years’ experience in professional engineering work in areas of assignment.
• Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a closely related field.

License or Certificate:

• Possession of a Certificate of Registration as a professional civil engineer in the State of California.
• Possession of, or ability to obtain, a valid California driver’s license.

Bonus Points (highly desirable)

• Experience working for a municipal / local government agency

• Capital Improvement Project experience
• Construction management experience in an industrial or wastewater treatment plant.

Applications are being accepted for the position of Engineering Intern with the City of South San Francisco’s Public Works Department - Engineering Division. This is a non-benefited, part-time hourly/temporary position.

Hourly Rate: $23.00 per hour; Interns will be expected to work a minimum of 12 hours per week for a period of 12 months, the hours are flexible.

THE POSITION
Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.

IDEAL CANDIDATE SECTION
The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

TYPICAL DUTIES (may include but are not limited to the following):

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects
• Performs electronic document filing, enters data and creates reports in various software applications
• Conducts internet research and research of engineering record archives
• Processes permits and reviews land development plans
• Assists with Traffic Advisory Committee tasks
• Assists with internal and external communications and public outreach
• Learns to assist with engineering plan reviews and traffic control plans
• Performs other related duties as required.

Education: Current student enrolled in a university/college pursuing an undergraduate degree (Junior or Senior) or graduate degree in Engineering, preferably in Civil Engineering.

What You Will Do:

• Recommend and assist in the implementation of goals and objectives related to the Department’s Emergency Management Program; establish schedules and methods for program development, implementation, and monitoring; implement policies and procedures.
• Develop and implement Emergency Management Program activities including the joint Emergency Operations Plan (EOP), Emergency Operations Center (EOC), and Community Emergency Response Team (CERT).
• Evaluate emergency management program activities; recommend improvements and modifications; prepare various program reports.
• Prepare and conduct public outreach and education related to emergency management and preparedness including CCFD Emergency Management website pages, the preparation of social media posts and campaigns, newsletters, and training announcements; provide educational presentations to the community.
• Develop and maintain plans including but not limited to Emergency Operations Plans and Annexes, Local Hazard Mitigation Plans and Annexes, Continuity of Operations Plans, Continuity of Government Plans, and Crisis Communications Plans.
• Assist with the coordination of emergency preparedness classes offered to the public, including CERT, CPR and First Aid.
• Coordinate EOC operations including the creation of Emergency Operation Center (EOC) procedure manuals and checklists, training and maintenance of response platforms, ensuring that the EOC is properly equipped, and serving as liaison with the San Mateo County Department of Emergency Management in the event of an EOC activation.
• Provide CSTI/Cal OES emergency management classes for agency staff.
• Provide resources and other information as requested for EOC staff and support and provide necessary National Incident Management System (NIMS) training for agency employees.
• Represent the Department with dignity, integrity, and the spirit of cooperation in all relations with elected officials, staff, and the public.

Knowledge and Abilities

You possess knowledge of theories, principles and practices of emergency program planning, development, management techniques and training; National Incident Management Systems; function and operation of a municipal government and an Emergency Operations Center; community emergency and disaster support and assistance resources; development of public education programs utilizing 5-step planning process, development of community risk reduction programs utilizing methods of evaluation; customer service principles and problem resolution techniques; business letter writing and report preparation.
