For the Senior Engineer, the salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five years of City of Gilroy service and strong work performance – see MOU for specific requirements.

For Engineer II, additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H),  one year at the prior step, and a good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or an Engineer II (dependent on qualifications) for the Engineering Division of the Public Works Department. In this exciting opportunity the incumbent will play a pivotal role in shaping infrastructure and overseeing key projects vital to the growth and development of the City of Gilroy.  The Senior Civil Engineer will work under the direction of the City Engineer and/or the Public Works Director and is afforded the authority and discretion to oversee the day-to-day operations of the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community! 

The Senior Civil Engineer classification is an exempt, mid-management level position. 

The Engineer II will play a critical role in designing, managing and delivering Capital Improvement projects that improve essential city infrastructure. From planning and budgeting to implementation, your work will positively affect thousands of residents daily, supporting the city’s mission to create a safe, connected, and vibrant community. Although this position is dedicated to CIP, in order to appropriately respond to community needs, the Engineer II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position. This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

The Engineer II is a journey-level position that will work under the direct supervision of a Senior Engineer or City Engineer and will perform professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of capital projects and preparing/reviewing engineering studies aimed at being transformative for the residents of Gilroy.  This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

THE TEAM AND DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

• Perform analyses of engineering, operational, and economic data to support imported water projects, including surface and groundwater storage projects.

Imported Water Unit (Position Code 385)

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant.  The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. Working alongside the treatment plant contractor, the Utilities Engineering Team plays a crucial role in overseeing capital improvement projects and ensuring the infrastructure meets current and future demands. 

THE JOBS & IDEAL CANDIDATES

The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The ideal candidate brings a proven track record in utilities maintenance and operations, along with strong project management skills and a proactive approach to problem-solving.

The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.

The Position
This announcement is for two (2) positions as described below:
 
Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment

CONFLICT OF INTEREST
Incumbents assigned to the Field Services position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.

 

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

Qualifications for consideration: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by specialized and technical training in the building and construction trades.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

A minimum of two (2) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.

Certification as a California Notary public is desirable.

Certifications in Section 8 and LIHTC compliance, Fair Housing and Excel experience is desirable.

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations promptly, is necessary to perform the essential functions of the position.
