ABOUT THE POSITION
Are you a motivated and aspiring Civil Engineer looking to apply your knowledge in a real-world setting? The City of Gilroy is recruiting for a Civil Engineering Intern to support critical projects that directly impact the community. As an Intern, you will assist in the design, analysis, and implementation of infrastructure projects, gaining exposure to municipal engineering processes.

As a Civil Engineering Intern, you will have the opportunity to work on Capital Improvement Projects, Land Development, and Transportation initiatives, contribute to project planning and execution, and collaborate with experienced engineers and planners to develop solutions that enhance public infrastructure.

ABOUT THE TEAM 
Our Public Works team of talented Engineers and Technicians collaborate to design, build, and maintain the City’s  storm drain, streets, sidewalks, parks, landscapes, urban forest, and related infrastructure. When you join our team, you will work amongst Engineering professionals who share a passion for serving the residents of Gilroy and improving the community. Our goal is to continuously promote a better quality of life for those who live, work, and visit the City of Gilroy by facilitating efficient engineering services and the creation of orderly growth and development within the city. WORK SCHEDULE 

This internship can start as early as June 1, 2026, and end as late as September 30, 2026. 

This paid internship is offered at 15 – 25 hours per week with flexible scheduling. 

The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

Interns are in a learning environment and will assist with the following tasks and projects:

• Review technical reports, plans, and specifications. 
• Participate in field investigations and inspections. 
• Calculate material quantity estimates for contract bids. 
• Prepare, collect, and organize documents for construction contract compliance.

Assistant Engineer I - Civil: $112,985.60 - $144,539.20 Annually
Assistant Engineer II - Civil: $124,696.00 - $159,619.20 Annually

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:

• Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.
• Review, track, and respond to contractor RFIs, submittals, shop drawings, and design clarifications; interpret contract documents and coordinate with design engineers and construction management staff to support timely resolution of construction issues.
• Support evaluation and documentation of construction contract changes, including change orders, force account work, and claims; assist with technical analysis and preparation of supporting documentation.
• Review plans, specifications, and contractor-submitted work products for conformance with professional codes, standards, and Valley Water requirements as part of quality control and constructability support efforts.
• Review and apply statutes, regulations, and contract requirements related to construction activities; support documentation and coordination to ensure compliance during construction and project closeout.

Ideal Experience:

Assistant Engineer I: None-One (0-1) year of professional civil and/or internship or public agency engineering experience.

Assistant Engineer II: Two+ (2) years of professional civil engineering experience.

Assistant Engineer I & II: Work or internship experience related to construction projects and managing construction contracts preferred.

Ideal Knowledge:

• Principles, practices, concepts, and standards of engineering as applied to the assigned field/specialty of engineering.
• Principles of mathematics and their application to engineering work.
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports.
• Office practices, methods, and computer equipment and applications related to the work.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.

OR

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. Incumbents may be assigned to work in any division in the Electric Department reporting to a Principal, Senior Electric Utility Engineer, Electric Utility Engineer Division Manager, Assistant Director or Director.

  • A Bachelor's Degree in Electrical, Mechanical or Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET).

• • Possession of a State of California Engineer-In-Training (E.I.T.) Certificate and at least 1 year of experience in electrical or mechanical engineering office and/or field work, and Experience using AutoCAD and Microsoft Office (i.e., Microsoft Word, Excel, PowerPoint, Mathlab).

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

DISTINGUISHING CHARACTERISTICS

Positions in this class are distinguished from those in maintenance worker by the requirement of the efficient operation of a dump truck, front end loader, light tractor with mower attachment or similar equipment on a production basis and requires a knowledge of the methods, tools and equipment of the department and/or division to which assigned.

• Operates various equipment involved in the maintenance of golf courses.
• Operates a light tractor with gang or sickle mower attachment, small roller or comparable attachment.

• Edges ground cover.
• Repairs irrigation, installs plant material, performs landscape construction duties.

• Operates various equipment involved in the maintenance of street, sanitary sewers, storm sewers, water distribution system, parks, street trees, or golf course.
• Operates equipment such as air compressors, pneumatic hammers, power activated hammers, chain saws, concrete saws, pipe cutters, sprayers, compactors, forklifts, painting and spraying equipment and rollers.
• Operates power tools such as air compressors, jack hammers, wet tapping machines and painting and spraying equipment;
• Loads, unloads and operates pick-ups and trucks to transport maintenance supplies and materials.
• Places traffic control flags, signs and cones to direct traffic around work sites; may direct traffic.
• Uses general carpentry and mechanical hand tools such as brooms, rakes, shovels, ladders, hammers, screwdrivers, pliers, saws, drills and wrenches.
• Performs routine maintenance and repair of hand and power tools.
• Tactfully responds to questions and comments from the public.
• Responsible for the safe operation of equipment and tools used.
• May prepare and keep written records and make material and equipment requests.

WORKING CONDITIONS

Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions.

Overview:

Under general supervision, this role assists in the implementation of the Pure Water Silicon Valley (PWSV) project, including planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water for direct potable reuse (DPR). Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.

• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting potable use and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems. 

For System Planning and Asset Management Division, this position will be assigned to perform and maintain distribution system model, participate in integrated SVP system planning and other SVP groups to deliver distribution system results and reports, identify and implement projects that are necessary to support load growth and improve reliability of the distribution system. The Position:

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Typical Duties

Duties include but are not limited to the following:

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION

• Exercise sound and independent judgment, conduct independent analyses and make recommendations on difficult and sensitive issues;

• Prepare and present highly technical and complex written and oral reports using multi-media to large groups and City staff;

• Plan, organize, direct, and coordinate organization activities and effectively manage the work of Engineering Division staff;

• Understand and carry out highly complex technical tasks;
• Use computer applications to prepare memos and procedural documentation;

• Walk or stand for extended periods of time and bend, stoop, crawl, climb, lift or any other physical requirement as necessitated by the position to perform assigned duties.
