DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training 

• Deliver clear and effective presentations to staff, senior management, and City Council on budgetary reports, issues, policies, and financial data  

• Lead cross-departmental training efforts on budget systems, financial procedures, and reporting tools 

• Translate complex financial concepts inaccessible information for non-financial audiences

ACCOUNTING TECHNICIAN

(Salary Range:  $32.40 To $43.43 Hourly)

THE POSITION:  Under direct supervision, the Accounting Technician performs technical accounting tasks in the area of payroll, accounts payable, accounts receivable, general ledger, and other financial transactions; balances and maintains accounting and financial records; and performs related work as required. As knowledge and experience are gained, the work becomes broader in scope, assignments are more varied and are performed under more general supervision.
