DEFINITION
Under general direction, to supervise and review the work of the professional and
technical staff of a section of the Engineering Division engaged in preparing and/or
reviewing plans, specifications, designs, estimates, and inspections relating to private
development, capital improvement, construction, development, and maintenance
projects; to coordinate the work of the section with that of the Engineering Division and
the Public Works Department; and to perform complex engineering design, construction
inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES
Provide engineering consultation services to various field and office personnel; design
and/or manage/oversee design and construction contracts on City's capital improvement
projects; review architectural, development and/or engineering maps, plans,
specifications, designs, and cost estimates, and provide recommendations on the
feasibility of bidding and constructing various construction or maintenance projects
prepared in-house or by consultants; administer contracts and inspect construction to
insure technical and legal compliance; plan, organize, and coordinate assigned work with
other City departments and outside agencies, consultants, and contractors; prepare or
direct project-related studies, reports, and correspondence for City administrators,
officials, and citizens; research and prepare Issue Statements on various policy
questions; assist with preparation of annual division budget; review, revise and maintain
the City's General Conditions, Standard Specifications and Drawings ("Standards");
research design and construction procedures and materials, and recommend
improvements in Standards to the City Engineer; assist with recruitments and formally
evaluate performance of assigned personnel. Review and oversee private development
and proposed subdivisions. Manage and oversee request for work in the Right-Of-Way.
Participate in budget preparation for Capital Improvement Program and coordinate with
other Public Works divisions. Serve as liaison for City Committees and Commissions as
well as represent the City at various countywide committees. Prepare and present staff
reports for City Council. Review, prepare and submit grant applications. Investigate and
provide recommendations for complex issues. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction;
principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works improvements; legal issues, including liability laws, relating to municipal construction and civil engineering. Private development review/entitlement process and subdivision map act requirements.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing,
supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis. Mentor and train staff.

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

Experience: Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

functions of the Engineering Division and coordinates its activities with other divisions of
Public Works and other City departments; performs varied, difficult and complex
professional civil engineering work. Manages the Capital Improvement Program, private
development, permits, budgets, and Engineering staff. Manages the maintenance and
construction of City facilities and infrastructure. Performs other work as required.

EXAMPLES OF DUTIES

Plans, organizes, directs, and supervises the work of the Engineering Division in the
preparation of designs, plans, specifications, estimates, and the inspection of a variety of
engineering projects, including streets, sidewalks, water distribution, traffic control
systems, sewer systems, drainage, buildings, parks and grounds; reviews development
and subdivision plans and specifications; updates the City’s Standard Specifications
periodically; supervises the writing of descriptions for easements and land acquisitions;
oversees all permits and inspections under Public Works-Engineering; makes difficult
technical decisions; promotes excellence, customer service and efficiency; prepares
technical reports and communicates effectively in writing and verbally; makes effective
presentations at public and group meetings; trains Engineering personnel to perform work according to recognized standards; prepares the budget for the Engineering Division; and applies modern methods and procedures to administrative and management functions including the use of automated or computerized engineering tools and information systems. Manages consultants and contractors to address complex issues. Prepares and oversees technical studies and reports required for capital improvement projects as well as private developments. Oversees the award and construction of CIP projects. Represents the Public Works Department/City before commissions, committees, and regulatory agencies. MINIMUM QUALIFICATIONS

Knowledge of: Engineering principles and practices applicable to municipal public
works, including the design, construction, and maintenance requirements of public works projects; use of construction materials; provisions of the Public Contract Code,
Subdivision Map Act, construction safety regulations and other State and Federal regulations related to public works; the use of computers and automated devices for
managing information and other engineering applications.

Ability to: Supervise, manage and perform difficult and complex professional
engineering assignments; plan, layout, coordinate, and control through subordinates the
work of engineering design, review and inspection; comprehend and prepare complex
technical reports; establish cooperative and effective working relationships with
subordinates, employees, City officials, the general public, and other agencies; develop
and manage the Engineering Division budget and Capital Improvement budget in
assigned areas; interact positively and cooperate with co-workers, respond politely to
customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil
Engineering, including coursework applicable to Public Works and general administration.

Experience: Six years of increasingly responsible professional civil engineering
experience, at least three years of which shall have been served in a supervisory capacity.

License: Possession of a valid Certificate of Registration as a Civil Engineer issued by
the California State Board of Registration for Professional Engineers, or the ability to
attain a Certificate of Registration as a Civil Engineer within six months of appointment.

Possession of a valid Class C California Driver’s License.

 DEFINITION

Under supervision, performs sub-professional engineering office work related to Public Works improvements; elementary field surveying; computer-aided drafting and design work; and related work as required.

Performs a wide variety of responsible sub-professional engineering work; computes and posts simple engineering data; computer-aided drafting, design, and mapping; revises, reviews, files, and updates engineering plans and maps; assists field survey and traffic survey crews as needed.

MINIMUM QUALIFICATIONS

Knowledge of: The elementary principles of algebra, geometry, and trigonometry; drafting symbols used in construction work; basic engineering office equipment; modern personal computers and related computer software; principles and practical application of computer-aided drafting, design, and mapping systems.

Ability to: Learn the use of surveying equipment and techniques; learn basic construction inspection procedures; accurately make and verify mathematical computations; perform neat and accurate drafting; collect engineering field data, and make field notes; maintain accurate records; effectively operate computer-aided drafting, design and mapping software; effectively use modern office software; understand and carry out oral and written instructions; work flexible hours; deal effectively and courteously with the public and general contractors; attend work and perform duties as assigned.

The City of Burlingame Department of Public Works is currently recruiting for a Senior Civil Engineer.  This is a senior level position that manages staff and major program areas in the Engineering Division; performs professional engineering work, project management and coordination of a variety of public works and transportation projects. Performs difficult, professional civil engineering work in the planning and design of street, water, sewer and other public works facilities. Coordinates with City Departments, private engineers, inspectors and contractors on technical details of public works facilities. This is a full-time position that requires significant administrative, analytical and technical skills acquired by advanced professional training and experience. Incumbents of this classification are expected to have a breadth of knowledge and experience to successfully manage complex projects with considerable independence.

Essential Functions (including but are not limited to the following)

• Must be able to work independently with minimum supervision and guidance from the Assistant Director of Public Works;
• Must be able to plan and manage complex projects, perform difficult and complex engineering work, project management and represent the engineering division at City Council and Commission Meetings in the absence of the Assistant Director of Public Works;
• Strong written and verbal communication skills for preparing Engineering reports and making presentations to the public and agencies;
• Supervises and participates in the design of engineering plans and specifications for the construction of streets, street lighting, traffic signals, parks and recreation facilities, building facilities, storm, sanitary sewer and water systems, parking facilities and other structures;
• Manage preliminary design studies to determine the most economical and satisfactory type of installation;
• Prepares forecasts and develops and monitors division and capital improvement project budgets;
• Identifies potential funding alternatives and recommends program planning criteria and priorities for inclusion in the budget planning process; trains and develops engineers, technical and clerical support staff; assigns, reviews and evaluates the work of staff in developing computer analyses, technical and staff reports, plans and specifications for engineering design, construction and problem resolution;
• Supervises subdivision plan checking for conformance to City standards;
• Coordinates projects with other departmental sections of teams, consultants, developers and property owners;
• Meets with City, County, State and other officials to resolve problems;
• Prepares or directs the preparation of grant applications, engineering reports and recommendations;
• Supervises inspection and facilities problem resolution of construction projects;
• Approves plans and specifications and authorized payment for services rendered.
• Provides information to the public on department operations and current proposed projects;
• Attend meetings and conferences;
• Make presentations to the City Council, Commission Meetings, and other legislative bodies.

Minimum Qualifications

Knowledge of:  Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage water systems, building facilities, traffic operations and analysis and other systems; design principles, strengths of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures; city codes and ordinances; principles of supervision, training and performance evaluation; applicable laws, legal issues and regulatory codes related to design and construction; principles and practices of municipal management including personnel, budget planning and preparation and public relations.

Ability to:  Plan, assign and manage division priorities; effectively supervise and train professional, technical and clerical support staff; learn and retain City administrative, budgeting, purchasing and personnel processes and procedures; perform complex civil engineering studies, transportation studies; analyses and design; identify problem areas and develop alternative solutions and recommendations; determine adherence to engineering, specifications on a wide variety of improvements and construction projects; express technical information to non-engineering staff, maintenance personnel and consultants; develop plans and programs responsive to current mandates and needs; communicate clearly orally and in writing; manage a wide variety of projects simultaneously; develop and maintain cooperative working relationships with others to coordinate public works activities with other city departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.

Skills:  Make accurate engineering computations and drawings; familiarity with Computer-Aided-Drafting is desirable; ability to operate survey equipment, e.g., experience with spreadsheets and word processing computer programs.

License/Registration:  Possession of a valid Class C California Driver’s License. Valid registration in the State of California as a Professional Engineer in Civil Engineering.

Education and Experience:  Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university. Six years in professional civil-engineering work involving engineering design, plan checking, project management and two years of supervisory responsibility. Additional related experience may be substituted for formal college education on the basis of two years’ experience for each year of formal college education.

Physical, Mental, and Environmental Working Conditions

Physically able to perform functions that would allow sufficient mobility to negotiate difficult construction terrain where crouching, climbing, and/or kneeling would be required. Ability to maintain cooperative working relationship with all those contacted in the course of work; remain calm during emergencies and when talking to irate citizens; exercise good judgment at all times; to enforce regulations with tact and diplomacy; to explain technical matters simply and patiently; to analyze situations accurately and adopt an effective course of action; to sit for long periods of time at a desk or in a car; a self-starter with good judgment, sufficient vision, hearing and stamina to perform the above functions. A sound organizer with attention to detail; ability to speak clearly and write clear and concise English.

The process is as follows:

• Oral Panel Interview. Wednesday, May 6, 2026.  The interviews will take place at the Burlingame City Hall.
• Department Interviews – Actual hire depends on success in the departmental selection process. The department interviews will be scheduled on Wednesday, May 20, 2026.

The Selection Process

All applications will be reviewed for relevant education, experience, training and other job-related qualifications. Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The candidates who best match the needs of the City will be invited to participate in an oral panel interview process. An eligibility list for this position will be established from those who pass the oral panel interview with a score of 70% or higher. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a department interview. The Director of Public Works will make the final appointment. 

The probationary period for an existing employee who accepts a promotion shall be six (6) months.

The probationary period for a new employee shall be twelve (12) months.

The City of Brisbane's Public Works Department will be sponsoring two summer internships this year. Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2026 include:

• Public Works (Engineering & Operations Support) – Provide support to the City’s Public Works Department across engineering, development review, and capital project delivery. Primary assignment will focus on documenting and improving development review processes, including application completeness and interdepartmental coordination. Secondary assignments may include assisting with capital improvement program tracking, permit review analysis, and evaluation of asset management systems to support more efficient service delivery.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting with various engineering reports and studies.

Key Strategic Initiatives: During the next 24 to 36 months, Public Works has several large initiatives underway to improve organizational performance and further advance community goals. The Zero Waste Strategic Plan and accompanying Five Year rate implementation will be key to funding new programs and infrastructure needed to achieve Berkeley’s waste diversion goals. The Bike Plan, Pedestrian Plan, and Vision Zero Plans are scheduled for large scale updates and public processes to define the traffic safety and infrastructure priorities of the future. Finally, an update of the goBerkeley Parking Program is underway to re-evaluate parking demand and transit uses to continue to drive effective curb management of metered parking and reduce emissions through improved programs.

Division Overviews

Refuse & Recycling – Berkeley has a long-standing commitment to reducing and ultimately eliminating landfill waste. The City established one of the nation’s first municipal recycling programs and, in 2019, adopted one of California’s most comprehensive ordinances regulating single-use foodware and litter. Berkeley operates its own transfer station and waste-collection franchise—an uncommon model in the region. Given its commitment to waste diversion, Berkeley is one of the few municipalities in the region that has its own City-owned transfer station and waste collection franchise operations. 

Streets & Utilities – Includes street maintenance, sewer maintenance, the Clean City Program which is responsible for illegal dumping collection, litter collection, encampment support, street sweeping).

Facilities Management – Responsibilities include electrical maintenance and Radio Shop; building maintenance and janitorial services; and property management support. This Division maintains public service facilities, traffic signals and pedestrian control devices, and streetlights. 

Public Works Administration – Leading, integrating and supporting departmental services, the administrative division provides strategic planning and policy formulation, budget administration, human resources management, payroll processing, coordination of legislative issues, and management of information systems.

Engineering & Capital Infrastructure – Under the leadership and technical guidance by the Engineering Manager/City Engineer Sidewalk Program, Sanitary Sewer Program, Pavement Rehabilitation Program, Storm Water, Utilities, Land Use Permitting, and Facilities Capital Renovations. In 2016 Berkeley voters passed the $100 million T1 infrastructure bond. There are more than $40 million in capital projects currently underway. In addition, in 2024, Berkeley voters approved Measure FF, which is a parcel that tax that is estimated to generate $15 million per year for the City to make repairs to streets, sidewalks, and pedestrian paths.

Transportation Division – The Transportation Division oversees citywide transportation planning, traffic engineering, parking, bicycle and pedestrian planning, and alternative transportation programs. In partnership with neighborhood organizations, community groups, and local business associations, the Transportation Division develops short- and long-range policy recommendations and directs program implementation to support a safe, efficient transportation environment in Berkeley.

THE PUBLIC WORKS DIRECTOR

The Director of Public Works is responsible for leading the operations, planning, administration, financial management, and intergovernmental relations associated with all Public Works activities, including:

-Directing the operations of the Department which include streets and sanitation, engineering, traffic engineering, facilities maintenance, equipment maintenance, and solid waste management, collection and disposal; performs related work as required.

-Planning and administering all aspects of the following: streets and sanitation, including construction and maintenance of streets, sidewalks, storm drains, and lateral sewer lines; facilities maintenance for City buildings and grounds, and installation and repair of electrical facilities such as street lighting, police and fire alarm, and communications systems; equipment maintenance for police and fire vehicles, solid waste trucks, construction equipment, fleet vehicles and other motorized equipment.

-Overseeing operations management including solid waste collection and the long-range planning of environmentally sound solid waste collection, recycling, and disposal which meets with community standards; the planning, design, installation and maintenance of traffic signs, signals and markings; and engineering design and inspection.

Equivalent to graduation from an accredited college with a degree in civil engineering, architecture, planning, public administration, or a closely related field. Six years of professional experience in the field of public works, planning, or high-level project management. A minimum of four years of this experience must have involved high-level management of a variety of programs and demonstrated success in supervising a sizable professional and administrative staff involving policy information, program planning, development and implementation. An advanced degree may be substituted for the non-supervisory experience on a year-for-year basis, for up to two years of the required experience.

The Public Works Department’s Environmental Services Division (ESD) is responsible for the operation and maintenance of the City’s 15.7 million gallon per day (MGD) conventional activated sludge wastewater treatment plant (WWTP). The WWTP serves a population of more than 140,000 with an annual operating budget in excess of $15 million and has a staff of 28 professional and technical personnel. The Position

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.
